The Cabinet met on Wednesday, April 18, 2017, at Command Building I, Government House. Some of the resolutions are as follows;
The Cabinet approved in principle the Draft Ministerial Regulations No.... (B.E….) issued under the Revenue Code on Exemption of Revenue Tax (Tax measure for promotion of community enterprises) as proposed by Ministry of Finance, and ordered for it to be forwarded to Office of the Council of State to deliberate and proceed accordingly.
The extended tax exemption for community enterprises, which takes effect from January 1, 2013 to December 31, 2019, seeks to facilitate the development of the grassroots economy by encouraging the sustainable growth of SME’s in community enterprises across the country. Community Enterprises have been an important source of income and employment for many rural communities in Thailand. The extension applies to companies that meet the conditions set out by the Ministry of Finance.
The Cabinet approved the proposals made by Ministry of Interior as follows:
1. Ministry of Interior is to prepare an Agreement between Government of the Kingdom of Thailand and Government of the Russian Federation on militarytechnical cooperation, and Ministry of Foreign Affairs is to issue Full Powers.
2. Director of Military Logistics is authorized as a signatory.
3. Should there be any amendment if not affecting the gist of the document, Ministry of Interior is authorized to proceed accordingly.
The agreement is to fine-tune bilateral cooperation between the two countries in the areas of weaponry and armaments logistics and maintenance, equipment manufacturing, military technology development, and the development of supporting training courses. It will go into effect on the date of signing for a period of 5 years and will automatically be extended for another 5 years.
The Cabinet approved proposals made by Ministry of Agriculture and Cooperatives as follows:
1. Agreed on the signing of Memorandum of Understanding on agriculture cooperation between Ministry of Agriculture and Cooperatives of the Kingdom of Thailand and Ministry of Municipal Affairs and Urban Planning of the Kingdom of Bahrain.
2. Prior to signing, should there be any amendment if not affecting gist of the document, Ministry of Agriculture and Cooperatives is authorized in principle to proceed without further approval from the Cabinet.
3. Minister of Agriculture and Cooperatives or his representative is authorized as signatory.
Draft Memorandum of Understanding on agriculture cooperation between Ministry of Agriculture and Cooperatives of the Kingdom of Thailand and Ministry of Municipal Affairs and Urban Planning of the Kingdom of Bahrain aims to promote and support transfer of technology, trainings, as well as technical and scientific cooperation in the field of agriculture. This MOU will cover information-sharing, technology transfer and training on agricultural science, water and soil management, sanitation and phytosanitation measures, food standards, and capability building for agricultural cooperatives. The approval of this MOU precedes the Prime Minister’s visit to Bahrain next week.
The Cabinet approved proposal made by the Royal Thai Police as follows:
1. Agreed on development of an Agreement between the INTERPOL National Central Bureau for Thailand in Bangkok and the Royal Thai Police on Direct Access to the INTERPOL Information System.
2. Commissioner General of the Royal Thai Police or his representative is authorized as signatory.
3. Should there be any amendment, Royal Thai Police is authorized to proceed, if not affecting gist of the document without further approval from the Cabinet.
The agreement will allow the Royal Thai Police access to Interpol’s information system in order to share important information. With this access, national police agencies, such as the Royal Thai Police, are only permitted to see the information but will not be able to make any changes to the information on record. This will be important for the handling of transnational crimes.
The Cabinet approved in principle for Thailand to participate in the International Horticultural Exhibition 2019 (Beijing Expo 2019) in Beijing, China as proposed by Ministry of Commerce. Ministry of Agriculture and Cooperatives is assigned as main agency for the project.
People's Republic of China was selected at the 155th International Exhibitions Bureau, held on June 11, 2014, to host International Horticultural Exposition in 2019 under the concept “Live Green, Live Better” from April 29 to October 7, 2019 in Beijing, China.
The Cabinet approved in principle for Thailand to participate in the World Expo 2020 Dubai from October 20, 2020 to April 10, 2021 in Dubai, United Arab Emirates as proposed by Ministry of Commerce. Ministry of Digital Economy and Society is assigned as main agency.
Ministry of Commerce reported that United Arab Emirates (UAE) was selected at the 154th International Exhibitions Bureau in 2013 to host World Expo 2020 between October 20, 2020 - April 10, 2021 in Dubai. This will be an inaugural World Expo in the Middle East, and will be held under the concept “Connecting Minds, Creating the Future”. Sheikh Mohammed bin Rashid Al Maktoum, Vice president and prime minister of UAE and the Emir of Dubai, officially extended his invitation to the Prime Minister for Thailand to participate in the event.
The Cabinet approved the proposals made by Ministry of Foreign Affairs as follows:
1. Approved Joint Statement between the Kingdom of Bahrain and the Kingdom of Thailand on the occasion of the official visit of the Thai Prime Minister to Bahrain during April 24-26, 2017.
2. Should there be any amendment, if not against principles agreed upon by the Cabinet, Ministry of Foreign Affairs is authorized to proceed, and later notify the Cabinet accordingly.
Gist of Joint Statement consists of issues on
1) Political and economic affairs;
2) Human security;
3) Public health and aviation; and
4) Promoting international issues
