The Cabinet met on Wednesday, April 25, 2017, at Command Building I, Government House. Some of the resolutions are as follows;
The Cabinet approved in principle Muslim Private Schools Quality Development Project under the royal initiative of H.R.H Princess Maha Chaki Sirinhorn, as proposed by Ministry of Education as follows:
Ministry of Education reported that the aforementioned project was initiated by H.R.H Princess Maha Chakri Sirindhorn in FY2004, aiming to improve quality of Muslim private schools in 5 areas:
(1) Agriculture for nutrition;
(2) Promotion of Quality Education;
(3) Vocational training program;
(4) Promotion of student cooperatives; and
(5) Promotion of health and hygiene for mother and child. At present, a total of 15 schools are included under the project; one in Songkhla, 5 in Pattani, 7 in Narathiwat, and 2 in Yala, with a total of 10,371 students.
The Cabinet agreed on draft Joint Statement for the 10th Indonesia-Malaysia-Thailand Growth Triangle (IMT-GT) Meeting, as proposed by Office of National Economic and Social Development (NESDB).
Draft Joint Statement of the 10th Indonesia-Malaysia-Thailand Growth Triangle (IMT-GT) Meeting aims to:
1. affirm an important role of IMT-GT in establishing ASEAN Economic Community
2. acknowledge success of the Implementation Blueprint 2012 – 2016
3. endorse development of mutual support to achieve IMT-GT goals
4. confirm commitment on the implementation of project for IMT-GT physical connectivity with a total value of 23,000 million US dollars
The Cabinet agreed upon the proposals made by Ministry of Natural Resources and Environment as follows:
1. To acknowledge composition of the Thai delegation for the 13th meeting of States Parties to the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal, the 8th Meeting of the Conference of the Parties to the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade and the 8th Meeting of Stockholm Convention on Persistent Organic Pollutants
2. Approved draft Joint ASEAN Declaration on disposal of chemicals and waste
3. Approved Thailand's position for the 13th meeting of States Parties to the Basel Convention on the Control of Trans-boundary Movements of Hazardous Wastes and their Disposal, the 8th Meeting of the Conference of the Parties to the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade, and the 8th Meeting of Stockholm Convention on Persistent Organic Pollutants
4. Should there be any negotiation beyond what have been approved with no legal binding to Thailand, head of the Thai delegation is to make decision without requesting for further approval from the Cabinet until the end of the aforementioned meeting on May 5, 2017 in Geneva, Swiss Confederation.
Ministry of Natural Resources and Environment Approved Thailand reported that the 13th meeting of States Parties to the Basel Convention on the Control of Trans-boundary Movements of Hazardous Wastes and their Disposal, the 8th Meeting of the Conference of the Parties to the Rotterdam Convention, and the 8th Meeting of Stockholm Convention will be held on April 24 - May 5, 2017 in Geneva, Swiss Confederation. Thai delegation (17 delegates) for the meetings include
(1) Minister of Environment and Natural Resources as head of delegation;
(2) Director General of Pollution Control Department;
(3) Chairman and experts in the subcommittee of the Convention;
(4) Representatives of Ministry of industry;
(5) Representatives of Ministry of Foreign Affairs, and
(6) representatives of the Pollution Control Department.
The Cabinet agreed on the proposals made by Ministry of Natural Resources and Environment as follows:
1. Agreed on the documents for Scaling up the Implementation of the Sustainable Development Strategy for the Seas of East Asia Project. Ministry of Natural Resources and Environment is assigned to implement the aforementioned project. Director-General of Department of Marine and Coastal or his representative is authorized as signatory of the draft documents.
2. Agreed on the Memorandum of Agreement to extend implementation of Scaling up the Implementation of the Sustainable Development Strategy for the Seas of East Asia in Thailand. Permanent Secretary to Ministry of Natural Resources and Environment is authorized as signatory of the document on behalf of Thailand
3. Ministry of Foreign Affairs is to issue Full Powers to Permanent Secretary to Ministry of Natural Resources and Environment or his representative.
4. Should there be any amendment, if not effecting gist of the Agreement the cabinet has approved or agreed upon, Ministry of Natural Resources and Environment is authorized to proceed and later inform the Cabinet accordingly.
The Cabinet agreed and approved as follows:
1. Agreed and approved of the signing of Memorandum of Understanding between Ministry of Agriculture and Cooperatives of the Kingdom of Thailand and Ministry of Municipal Affairs and Urban Planning of the Kingdom of Bahrain on agriculture cooperation in Thai and Arabic (Addendum), in addition to the English version the Cabinet has initially agreed upon. Should there be any amendment, if not effecting gist of the document or against the principle the cabinet has approved, Ministry of Agriculture and Cooperatives is authorized to proceed and later inform the Cabinet accordingly.
2. Minister of Agriculture and Cooperatives or his representative is authorized as signatory of the MOU.
