The Cabinet met on Tuesday, May 23, 2017, at Command Building I, Government House. Some of the resolutions are as follows:

Gist is to revise component and authority of the committee of each public organization, as well as qualification and prohibition of director-general and staff of the public organizations.
The cabinet approved draft ministerial regulation on hazardous material at production and storage facilities, B.E…., as proposed by Ministry of Public Health.
The ministerial regulation stipulates control of hazardous material at production and storage facilities. It will focus on eliminating pollution, improving water quality, fortifying structures, strict control of hazardous substances, and compulsory sanitation standards. The regulation also encompasses the requirement for regular health checkups for personnel who work at such facilities.
The cabinet approved the following proposals made by National Farmers Federation:
1. Approved Draft Master Plan for Agriculture Development for 2017-2021
2. Assigned Ministry of Agriculture and Cooperatives as main agency to collaborate with other agencies, such as Ministry of Commerce, Ministry of Industry, Ministry of Education, Ministry of Natural Resources and Environment, Ministry of Interior, etc., to integrate the draft master plan with agricultural development plan under the 12th National Economic and Social Development Plan (2017- 2021) and other related plans
This is the first master plan drafted by farmers and related agencies through a participatory process involving proposals from the ground level to the national policy level. The Plan is also connected with the provincial agricultural development plans, the National Strategy, the 12th NESDB Plan, and the proposals from the National Reform Council on agricultural reform.
a. Build a knowledge base for sustainable farm production through the Sufficiency Economy Philosophy,
b. Increase and strengthen farmers’ income security,
c. Promote proper and sustainable use of production resources,
d. Develop regulations on agricultural resources management,
e. And establish a welfare system for farmers with a land protection system.
The cabinet agreed with the following proposals made by Ministry of Science and Technology:
1. Approved signing of the draft Program of Cooperation in the Fields of Science and Technology for the Period of 2017-2019 between Ministry of Science and Technology of the Kingdom of Thailand and Ministry of Science and Technology of the Republic of India. Should there be any amendment in non-essential parts, the Ministry is approved to discuss with Ministry of Foreign Affairs’ Department of Treaties and Legal Affairs, and make decision without having to resubmit to the cabinet for its approval.
2. Approved for Permanent Secretary to Ministry of Science and Technology or a representative as signatory of the Draft Program of Cooperation.
The program aims to establish joint research projects, joint workshops, and exchanges between Thailand and India, particularly in the fields of agricultural science, astronomy, biotechnology, renewable energy, optics technology and photonics, space science, biology, and food technology.
The cabinet agreed with the following proposals made by Ministry of Agriculture and Cooperatives:
1. Approved signing of the MOU between Thailand’s Ministry of Agriculture and Cooperatives and Japan’s Ministry of Agriculture, Forestry and Fisheries on Prevention, Deterrence and Elimination of Illegal, Unreported and Unregulated Fishing (IUU).
2. Approved in principle for the Ministry to make amendment in non-essential parts, prior to the signing, without having to resubmit to the cabinet for its approval.
3. Approved for Minister of Agriculture and Cooperatives or a representative as signatory of the MOU.
The purpose of the MOU is to establish details and guidelines for bilateral collaborating against illegal fishing, the implementation of port procedures, and the promotion of events that encourage legal fishing.
Activities include promoting conservation and sustainable fisheries management, using regional and international instruments in addressing IUU fishing, and establishing systems for exchanging information on IUU fishing activities
The cabinet approved Thailand’s Nationally Determined Contribution Roadmap on Mitigation 2021–2030, as proposed by Ministry of Natural Resources and Environment.
The Cabinet has approved Thailand’s Nationally Determined Contribution Roadmap on Mitigation 2021-2030 in an effort to reduce greenhouse gases. The Roadmap aims to reduce greenhouse gases emitted into the atmosphere to 20% by 2030.
To achieve this goal, Thailand will focus on three main areas: energy and transport, industrial works, and waste management. Ministry of Natural Resources and Environment will be the lead agency for this roadmap.
The cabinet agreed with the proposals made by Ministry of Foreign Affairs as follows:
1. Approved in principle framework of negotiations for 3 types of international treaties: 1) treaties of extradition, 2) treaties on prisoner transfer, and 3) treaties on mutual assistance on criminal matters.
2. Approved for the Thai delegation to use the aforementioned framework in affirming Thailand’s position in the negotiations for the 3 international treaties at the multi-lateral level.
3. Ministry of Foreign Affairs is to proceed according to the protocol in requesting for approval of signing of the 3 treaties.
The cabinet’s approval of the above will allow Thailand to collaborate further with other countries, particularly in the signing of bilateral treaties in the aforementioned fields. The Ministry of Foreign Affairs will be the main coordinating agency on this matter.
