The Cabinet met on Tuesday, May 30, 2017, at Command Building I, Government House. Some of the resolutions are as follows:
The Cabinet approved proposals made by Ministry of Transport on revision of Klong Toei Housing Management Phase 3 for the Port Authority of Thailand to use vacant public housing in the Kloeng Toey area as accommodation for employees of the agency. The Port Authority of Thailand is ordered to proceed as follows:
1. To use 620 units of vacant public housing building no. 26-29 in Kloeng Toey area as accommodation for their low-rank employees.
2. To accelerate implementation of slum development and management plan, and setting of measures in preventing vacant land encroachment.
3. To collaborate with National Housing Authority, Community Development Institute (Public Organization), Ministry of Finance and other related agencies to also consider other public housing projects, such as Din Daeng community rehabilitation project, and Prachrath housing project, as alternatives for community housings.
The Port Authority of Thailand will use the facility, which is already in the Port area, as welfare accommodation for employees who reside outside of Bangkok and have to commute on a daily basis
The Cabinet agreed on proposals made by Ministry of Finance as follows:
1. Structure of Thailand Future Fund for the purpose of fundraising of Expressway Authority of Thailand.
2. Terms and conditions of the Revenue Transfer Agreement (RTA).
3. Ministry of Finance’s investment in the Thailand Future Fund.
4. Incentive measures in raising fund for EXAT’s infrastructure development projects.
5. Ministry of Transport is to supervise EXAT in accelerating its plan to raise funds for the Rama 3-Dao Khanong-Western Outer Ring Road Expressway and for the northbound third-phased expressway on the N2 and East-West Corridor sections.
The Cabinet agreed on proposals made by Deputy Prime Minister (General Prawit Wongsuwan) and Minister of Defense as follows:
1. Ministry of Defense is to develop new Memorandum of Understanding on Cooperation Among Gripen Fighter Jet Users.
2. Ministry of Foreign Affairs is to issue Full Powers to Commander-in-Chief of the Royal Thai Air Force who will be the signatory of the MOU.
3. Should there be any amendment if not affecting gist of the document, Ministry of Defense is to coordinate with Ministry of Foreign Affairs to proceed accordingly.
The new Memorandum of Understanding (MOU) will allow Thailand to gain access to the Gripen Operational Sub-Working Group and the Gripen Technician Sub-Working Group. This will be the framework for the exchange of information, collaboration, and training courses with partner countries.
Members of the Operational and Technician Sub-Working Group are Hungary, South Africa, Sweden, Brazil and Thailand.
The Cabinet approved the proposals made by Ministry of Foreign Affairs as follows:
1. Approved the signing of Draft Agreement between the Government of the Kingdom of Thailand and IAEA concerning the Hosting of IAEA Activities in the Kingdom of Thailand.
2. Thai Ambassador to Vienna, in his capacity as Permanent Representative to the United Nations and to the International Organization for Security and Co-operation in Vienna, is authorized as signatory on behalf of Thai government.
3. Should there be any amendment, if not effecting gist of the MOU, concerned agencies are authorized to proceed without further approval from the Cabinet.
Draft MOU aims to push forward cooperation framework on hosting of IAEA Activities in the Kingdom of Thailand in accordance with local laws and regulations. Thailand will cover a number of activities such as regional training courses, annual meetings on radioactive waste management, and regional workshops on the joint convention for the IAEA.
The Cabinet agreed on proposals made by Ministry of Foreign Affairs as follows:
1.Agreed on the implementation of United Nations Security Council resolutions 2342 (2017) regarding Republic of Yemen
2.Concerned government agencies, such as Ministry of Defense, Ministry of Finance, Ministry of Transport, Ministry of Commerce, Ministry of Interior, Office of the National Security Council, National Intelligence Agency, Royal Thai Police, Anti-Money Laundering Office, Bank of Thailand, Office of the Attorney General, are to proceed and notify Ministry of Foreign Affairs for the Ministry to present to the United Nations accordingly.
The UNSC resolutions (4 issues) aim to determine and renew any necessary sanction against the Republic of Yemen. This include such measures as an arms embargo, travel bans and asset freezes on particular individuals or groups, which will now extend to 26 February 2018.
The Cabinet agreed with the proposals made by Ministry of Transport as follows:
1.Agreed on the Memorandum of Understanding on railway system cooperation between Ministry of Transport of the Kingdom of Thailand and Ministry of land, Infrastructure, Transport and Tourism of Japan. Should there be any amendment, if not effecting gist of the MOU, or against the benefit of Thailand, Ministry of Transport is authorized to proceed without further approval from the Cabinet.
2.Minister of Transport or his representative is authorized as signatory.
3.Ministry of Foreign Affairs is to issue Full Powers to the aforementioned signatory.
1) Development of high speed train from Bangkok to Chiang Mai (BCHSR);
2) Development of railways along the Southern Economic Corridor;
3) Rail transport services;
4) Development of the East-West Economic Corridor (EWEC);
5) Mass transit system;
6) Mass Transit Master Plan in Bangkok and vicinity (Phase 2);
7) Development of Bang Sue Central Station; and
8) Additional cooperation on high speed train.
