The Cabinet approved in principle on Draft Decree issued under the Revenue Code on Exemption from Revenue Tax (No...) B.E.... to encourage natural persons to conduct business in the form of juristic persons, as proposed by Ministry of Finance, and ordered for the draft Decree to be forwarded to Office of the Council of State for its review.
The draft Decree stipulates income tax exemption to an ordinary partnership or a non-corporate party on an income earned from the transfer of assets to a newly-established juristic persons (only the transfer of assets, and registration/establishment of a juristic person during August 10, 2016 to December 31, 2017.)
The Cabinet agreed in principle with the proposals made by Ministry of Digital Economy and Society on the implementation of survey on low-income earners.
Ministry of Digital Economy and Society reported that the survey on low-income earners this year will be based on the list of low-income earners registered under the Government’s 2017 public welfare scheme, with the aims to: 1) determine effective, appropriate, and sustainable public welfares; 2) upgrade quality of life of low-income earners and reduce social disparity; 3) follow up and evaluate performances of public agencies in addressing social inequality; and 4) encourage students to have first-hand experiences on actual livelihood of people in their communities, and continue to contribute to the society in the future.
National Statistical Office will be the main agency for the survey. Survey staff will be students, aged 18 or over, nationwide.
The Cabinet acknowledged and approved proposals made by Natural Rubber Policy Committee as follows:
1. Acknowledged the meeting outcome of the 1/2017 Natural Rubber Policy Committee meeting on April 21, 2017
2. Approved for Natural Rubber Policy Committee to proceed as follows:
a. To extend loan scheme as working capitals to farmer institutes for another 3 years from April 1, 2017 to March 31, 2020.
b. To implement a scheme to empower 11,460 households of rubber farmers
c. To extend repayment deadline under farmer institutes capacity enhancement loan scheme, and price-stabilizing program from May 31, 2017 to May 31, 2020.
d. To implement loan scheme as working capitals for rubber business operators during May, 2017 and April, 2019.
The Cabinet approved proposals made by Ministry of Foreign Affairs as follows:
1. Approved draft Agreed Minutes of the 3rd Meeting of the Joint Commission for Bilateral Cooperation between the Government of the Kingdom of Thailand and the Government of the Republic of Kazakhstan
2. Deputy Minister of Foreign Affairs or his representative is authorized as signatory.
3. Should there be any amendment, if not against principles agreed or approved by the Cabinet, Ministry of Foreign Affairs and Thai delegation are authorized to proceed and later inform the cabinet accordingly.
Gist of the meeting outcome covers 1. Political cooperation, 2. Economic Cooperation, 3. Cooperation in Health and Social Development, 4. Cultural and Sports Cooperation, 5. Academic cooperation, 6. Civic cooperation, and 7. Legal cooperation.
The Cabinet approved the proposals made by Ministry of Foreign Affairs as follows:
1. Agreed with the draft Agreement between the Government of the Kingdom of Thailand and the Government of Republic of Kazakhstan on visa exemption for diplomatic passport holders and special passports / official passports
2. Deputy Minister of Foreign Affairs or his representative is authorized as signatory.
3. Ministry of Foreign Affairs is to issue Full Powers to the aforementioned signatory.
4. Agreed in principle for Ministry of Foreign Affairs to issue a notification letter to the Government of Republic of Kazakhstan for enforcement of the Agreement.
5. Should there be any amendment, if not against principles agreed or approved by the Cabinet, Ministry of Foreign Affairs and Thai delegation are authorized to proceed and later inform the cabinet accordingly.
