Title: Draft Regulation of the Prime Minister's Office on Committee for Preparation of National Cyber Security, B.E….

The Cabinet agreed to the Draft Regulation of the Prime Minister's Office on the Committee for Preparation of National Cyber Security, B.E…., as proposed by Ministry of Digital Economy and Society. Ministry of Digital Economy and Society is to take into consideration opinions of Ministry of Finance, Ministry of Foreign Affairs, Ministry of Transport, National Security Agency Office, National Intelligence Agency, Bank of Thailand and The Secretariat of the Cabinet, and proceed accordingly.

According to the Ministry of Digital Economy and Society, cyberattack has become a threat especially to government cyber system. While draft Cyber Security Act, B.E…, approved in principle by the cabinet on January 6, 2015, is yet to be promulgated, it is essential for the time being to set up a committee for preparing and developing cyber security system to minimize the impact of cyberattack on national order, economy, public health, energy, military, and national security, as well as to effectively protect and boost confidence of all concerned sectors.

Title: Draft Eastern Special Economic Development Zone Act, B.E….

The Cabinet agreed with the draft Eastern Special Economic Development Act, B.E…., as proposed by Ministry of Industry, and order for it to be forwarded to the National Legislative Assembly for further deliberation.

Draft Eastern Special Economic Development Act, B.E…. defines the areas in ??Chachoengsao, Chonburi, Rayong provinces, and other areas located in the Eastern Region, as part of Eastern Special Economic Development Zone.

Title: Draft Foreign Affairs Ministerial Statement on Conference for Interaction and Confidence Building Measures in Asia (CICA) on occasion of the 25th anniversary of its establishment

The cabinet made the following approvals:

1. Approved the Draft Foreign Affairs Ministerial Statement on Conference for Interaction and Confidence Building Measures in Asia (CICA) on occasion of the 25th anniversary of its establishment, as proposed by Ministry of Foreign Affairs. Should there be any amendment, if not affecting gist of the document or against the benefits of Thailand, Ministry of Foreign Affairs is authorized to proceed and later inform the Cabinet accordingly.

2. Minister of Foreign Affairs or his representative is authorized as signatory.

Gist of the matter

The Draft document consists of 2 sections as follows:

1st Section: CICA’s history, basic principles, decision-making mechanisms, and Confidence Building Measures (CBMs) in both political, military, and economic dimensions, as well as in new form of threats and challenges, environment, and human beings.

2nd Section: To reflect CICA’s adherence and commitment to the United Nations Charter, the principles of international law on international relations and cooperation, principles of sovereignty and independence, peaceful resolutions to disputes, sustainable development promotion, antiterrorism, multicultural diversity, and expansion of CICA membership.

Title: The 22nd GMS Ministerial Conference in Hanoi, Vietnam

The Cabinet agreed with the proposals made by Office of the National Economic and Social Development Board (NESDB) as follows:

1. Agreed with the Draft Joint Ministerial Statement and Regional Investment Framework 2022 (RIF-2022). Should there be any amendment, if not affecting gist of the documents, NESDB is authorized to proceed and later inform the Cabinet accordingly.

2. Minister of Transport Arkhom Termpittayapaisith is authorized to endorse the two documents at the 22nd GMS Ministerial Conference in Hanoi, Vietnam on September 20, 2017.

Gist of the matter

Office of the National Economic and Social Development Board reported that

1. The government of Vietnam on behalf of Asian Development Bank (ADB) is to host the 22nd GMS Ministerial Conference during September 18-20, 2017 in Hanoi, Vietnam. On September 20, 2017, Draft Joint Ministerial Statement and Regional Investment Framework 2022 (RIF-2022) are to be endorsed.

Draft Joint Ministerial Statement specifies cooperation in the following areas:

1) Transport;

2) Trade Facilitation and Transport;

3) Energy;

4) Agriculture;

5) Environment;

6) Tourism;

7) Human Resources Development;

8) Urban Development and Border Development;

9) E-commerce; and

10) Investment.

Title: Request for approval on Draft Joint Press Statement on ASEAN-MERCOSUR Ministerial Meeting held in parallel with the 72nd Regular Session of the UN General Assembly

The Cabinet approved proposals made by Ministry of Foreign Affairs as follows:

1. Agreed with the Draft Joint Press Statement on ASEAN-MERCOSUR Ministerial Meeting held in parallel with the 72nd Regular Session of the UN General Assembly. Should there be any amendment, if not affecting gist of the documents, Ministry of Foreign Affairs is authorized to proceed without further approval from the cabinet.

2. Minister of Foreign Affairs or his representative is authorized to endorse the joint press statement.

The draft document reflects political intent of ASEAN member countries and member states of Mercosur in promoting economic relations at the bilateral and regional levels, especially in trade and investment, sustainable development, food security, energy, tourism, connectivity and SMEs. The draft document is neither a treaty according to the international laws, nor a contract according to Section 178 of the Constitution of the Kingdom of Thailand.
