The cabinet approved Pracharath (people-public-private partnership) market project as proposed by Ministry of Interior as follows:
1. Approved for the implementation of Pracharath market project under the collaboration of Ministry of Interior, Ministry of Commerce, Ministry of Agriculture and Cooperatives, and Pracharat Raksamakkee (Thailand) Co., Ltd. Detail of the implementation includes:
a. Developing new markets, expanding existing markets, and/or extending working hours in a bid to pave ways for new sellers.
b. Promoting selling opportunity of farmers, low-income earners, and entrepreneurs who have not been able to find a place to sell their products. Registration will be open from November 1, 2017 onward.
c. Additional allocation of budget can be requested to implement the project within the framework and guideline of the Budget Bureau.
d. Report on the project implementation is to be submitted to Ministry of Interior for further evaluation.
2. Ministry of Commerce and Pracharat Raksamakkee (Thailand) Co., Ltd. are responsible for marketing promotion, public relations, and promotion of trade and tourism for all the Pracharat markets.
The cabinet approved the following proposals of Ministry of Finance:
1. Approved Draft Memorandum of Understanding on Movement of Goods in Transit between Customs Department of the Kingdom of Thailand and General Department of Customs and Excise of the Kingdom of Cambodia.
2. Approved Director-General of the Customs Department as signatory of the MOU, and for Ministry of Foreign Affairs to issue the Full Powers for the signing of the MOU.
The signing of MOU is aimed to facilitate cross-border transport of goods between Thailand and Cambodia to and from designated pairs of border checkpoints through the waiving of duties. The pairs of border checkpoints as designated in the addendum of the MOU are as follows:
1. Cham Yeam (Koh Kong)
2. Poipet (Banteay Meanchey)
3. Daung (Battambang)
4. Prom (Pailin)
5. Chuam (Oddar Meanchey)
6. O Smach (Oddar Meanchey)

The cabinet approved the following proposals made by Ministry of Foreign Affairs:
1. Approved in principle draft Durban Communiqu?. Should there be an amendment, if not affecting gist of the aforementioned document or against benefits of Thailand, head of the Thai delegation is to proceed without any further approval from the Cabinet.
2. Approved Minister of Foreign Affairs or a representative as head of the Thai delegation to attend the 17th Ocean Rim Association (IORA) Council of Ministers' Meeting in Durban, South Africa during October 14-18, 2017, and to endorse the Durban Communiqu?.

1. Approved 10 draft Concept Papers under the framework of ASEAN Defence Ministers Meeting (ADDM), and Joint Declaration of the ASEAN Defence Ministers on Partnering for Change, Engaging the World.
