The Cabinet met on Tuesday, October 31, 2017, at Command Building I, Government House. Some of the resolutions are as follows:

Title: Draft Ministerial Regulation on Official Fees for Inspection and Certification of Mandatory Standard for Agricultural Products (No….) B.E….

The cabinet approved in principle Draft Ministerial Regulation on Official Fees for Inspection and Certification of Mandatory Standard for Agricultural Products (No….) B.E…., as proposed by Ministry of Agriculture and Cooperatives, and ordered for it to be forwarded to Office of the Council of Stated for further deliberation.

This is the revision of Ministerial Regulation on Official Fees for Inspection and Certification of Mandatory Standard for Agricultural Products, B.E. 2017 to prescribe official fees for milk collection centers, and freezing durian manufacturing factories.

Title: Assistance guideline to field corn farmers (2017/18)

The cabinet approved the proposal made by Ministry of Commerce on assistance guideline to field corn farmers (2017/18), which is a loan scheme provided to farmer institutions for buying field corns from farmers during 2017/18 for the total loan budget of 1.5 billion Baht.

Eligible farmer institutions are those operating field corn related businesses, and are properly registered. The loan will be used to buy field corns from farmers for further selling, processing, value added, and/or use as raw material for livestock fodders. Implementation period of the loan scheme is from November 1, 2017- March 31, 2019.Ti

Title: Financial assistance for flood-affected victims in 2017 (Additional)

The cabinet agreed with the proposals made by Ministry of Finance as follows:

1. Agreed with financial assistance for flood-affected victims in 2017 (Additional)

2. Acknowledged ongoing assistance measures for flood-affected victims

Gist is as follows:

1. Tax measure to promote donations for flood-affected victims: Approved draft royal decree issued under the provision of the Revenue Code on Revenue Tax Exemption (No. 645), B.E. 2017, to extend tax exemption period for donations for flood-affected victims from November 1- December 31, 2017. The measure includes additional 50% of the normal tax deduction for donations.

2. Employment of state-welfare registrants: With regard to flood damage repair at public spaces and for public benefits, concerned agencies are urged to hire those who have registered under the Governement’s 2017 state welfare scheme. List of registrants can be requested at Ministry of Finance’s Information And Communication Technology Center.

Title: The 23rd session of the Conference of the Parties (COP 23) to the UN Convention on Climate Change, meeting of the Parties to the Kyoto Protocol (CMP 13), meeting of the Parties to the Paris Agreement (CMA 1.2), and other related meetings

The cabinet acknowledged and approved the following proposals made by Ministry of Natural Resources and Environment:

1. Acknowledged body of the Thai delegates to attend the 23rd session of the Conference of the Parties (COP 23) to the UN Convention on Climate Change, meeting of the Parties to the Kyoto Protocol (CMP 13), meeting of the Parties to the Paris Agreement (CMA 1.2), and other related meetings.

2. Approved Thailand’s negotiating position at the 23rd session of the Conference of the Parties (COP 23) to the UN Convention on Climate Change, meeting of the Parties to the Kyoto Protocol (CMP 13), meeting of the Parties to the Paris Agreement (CMA 1.2), and other related meetings in 2017 and 2018.

3. Should there be an amendment, which is not gist or against Thailand’s interests, Ministry of Natural Resources and Environment is authorized to proceed without having to resubmit to the cabinet.

Gist

The 23rd session of the Conference of the Parties (COP 23) to the UN Convention on Climate Change, meeting of the Parties to the Kyoto Protocol (CMP 13), meeting of the Parties to the Paris Agreement (CMA 1.2), and other related meetings will be held during November 6-17, 2017 in Bonn, German Federal Republic, and hosted by the Republic of Fiji. At the meetings, member countries will discuss implementations and directions under the framework of the UN Convention on Climate Change, and preparation for the enforcement of CMA 1.2.

Title: Endorsement of documents at the meeting of ASEAN Economic Community (AEC) Council

The cabinet approved the following proposals made by Ministry of Commerce:

1. Approved ASEAN Declaration on Innovation

2. Authorized Deputy Prime Minister (Economic Affairs) or a representative to endorse 3 documents: ASEAN Declaration on Innovation, AEC 2025 Trade Facilitation Strategic Action Plan, and ASEAN Work Programme on Electronic Commerce 2017-2025

Should there be an amendment, which is not gist of the documents or against Thailand’s interests, Ministry of Commerce is authorized to proceed without having to resubmit to the cabinet. AEC Council will meet to endorse the aforementioned documents prior to the 31st ASEAN Summit to be held on November 13-14, 2017 in Manila, the Philippines.
