The Cabinet met on Tuesday, November 7, 2017, at Command Building I, Government House. Some of the resolutions are as follows:
The cabinet acknowledged signing of 2017-2021 United Nations Partnership Framework (UNPAF), and related revisions as proposed by Ministry of Foreign Affairs. Concerned agencies are assigned to mobilize operations within the framework of UNPAF.
Ministry of Foreign Affairs reported that the Ministry held a signing ceremony of 2017-2021 United Nations Partnership Framework (UNPAF) on July 27, 2017 with the Ministry’s Permanent Secretary, representing Thailand, as signatory. The document was countersigned by Mrs. Deirdre Boyd, UN Resident Coordinator and UNDP Resident Representative in Thailand.
Ministry of Foreign Affairs has made amendment to the document in the non-gist parts which is not against the principle approved earlier by the cabinet.
The cabinet approved the following proposals made by Ministry of Commerce:
1. Agreed with ASEAN-Hong Kong Free Trade Agreement (AHKFTA) and ASEAN-Hong Kong Investment Agreement (AHKIA)
2. Approved for Minister of Commerce or her representative to sign the two Agreements. Should there be an amendment, which is not gist or against Thailand’s interests, Ministry of Commerce is authorized to proceed without having to resubmit to the cabinet.
3. Authorized Ministry of Foreign Affairs to issue the Full Power to Minister of Commerce or her representative for signing of the ASEAN-Hong Kong Free Trade Agreement (AHKFTA) and ASEAN-Hong Kong Investment Agreement (AHKIA)
4. Assigned the Customs Department, and Department of Foreign Trade to proceed with the related procedures for AHKFTA to enter into force on January 1, 2019 as stated in the Agreement.
5. Assigned Ministry of Foreign Affairs to submit the ratification of AHKFTA and AHKIA to ASEAN Secretary General once the 2 documents are approved by National Legislative Assembly.
The cabinet approved the following proposals made by Ministry of Foreign Affairs:
1. Approved 23 documents to be signed or adopted at the 31st ASEAN Summit and other related meetings, held during November 13-14, 2017 in Manila, Republic of the Philippines. Should there be an amendment, which is not gist or against Thailand’s interests, Ministry of Foreign Affairs is authorized to proceed without having to resubmit to the cabinet.
2. Authorized for the Prime Minister or his representative to sign and/or adopt 22 documents.
3. Authorized for Minister of Foreign Affairs or his representative to sign an Instrument to increase members of Treaty of Amity and Cooperation in Southeast Asia, and for Ministry of Foreign Affairs to issue the Full Power for the signing.
The cabinet approved in principle for the Establishment of Hong Kong Economic and Trade Office (HKETO) in Thailand, as proposed by Ministry of Foreign Affairs, and assigned the Ministry to proceed with appropriate procedures in accordance with laws, regulations, and the cabinet resolution.
The cabinet approved the following proposals made by Ministry of Agriculture and Cooperatives:
1. Approved for the signing of an MOU on Cooperation in Fisheries between Thailand’s Department of Fisheries, Ministry of Agriculture and Cooperatives and Lao PDR’s Department of Livestock and Fisheries, Ministry of Agriculture and Forestry.
2. Approved in principle that before the signing, should there be an amendment, which is not gist or against Thailand’s interests, Ministry of Foreign Affairs is authorized to proceed without having to resubmit to the cabinet.
3. Authorized Director-General of the Department of Fisheries to sign the MOU
4. Authorized Ministry of Foreign Affairs to issue the Full Powers to the signatory in 3.
The cabinet approved the following proposals made by Ministry of Foreign Affairs:
1. Approved APEC Economic Leaders' Declaration, and authorized for the Prime Minister or his representative to adopt the document at the 25th APEC Economic Leaders' Meeting in Danang, the Socialist Republic of Vietnam, held during November 10-11, 2017.
2. Approved draft joint statement of the 29th APEC Ministerial Meeting, and authorized Minister of Foreign Affairs and Minister of Commerce or their representatives to endorse the document.
3. Should there be an amendment, which is not gist or against Thailand’s interests, Ministry of Commerce and Ministry of Foreign Affairs are authorized to proceed without having to resubmit to the cabinet.
