The Cabinet met on Tuesday, November 14, 2017, at Command Building I, Government House. Some of the resolutions are as follows:
The cabinet approved in principle Draft Ministerial Regulation of Ministry Attached to the Prime Minister’s Office on Promotion of Creative Economy, B.E…., as proposed by Office of Knowledge Management and Development (Public Organization) (OKMD).
1. Define “creative economy”, “creative business”, “committee”, “committee chair”, and “committee members”.
2. Establish “Policy Committee on Promotion of Creative Economy” with Prime Minister as chair.
3. Specify honorary committee membership period for 3 years
4. Specify duties of “Policy Committee on Promotion of Creative Economy”
5. OKMD is to be the secretariat office of the Policy Committee on Promotion of Creative Economy
The cabinet approved proposals made by Ministry of Foreign Affairs as follows:
1. Approved Chair's Statement for the 13th ASEM Foreign Ministers’ Meeting (ASEM FMM13) to be held on November 20-21, 2017, in Nay Pyi Taw, Republic of the Union of Myanmar. Should there be an amendment, which is not gist or against Thailand’s interests, Ministry of Foreign Affairs is authorized to proceed without having to resubmit to the cabinet for its consideration.
2. Authorized Minister of Foreign Affairs or a representative to endorse the draft Chair's Statement
The draft Chair’s Statement is the outcome document of ASEM FMM13 that confirms political intent and commitment of ASEM Foreign Ministers to promote cooperation in the following fields of common interest: 1) equal partnership; 2) promotion of peace; 3) sustainable development; and 4) the future of ASEM.
The cabinet approved the following proposals made by Ministry of Education:
1. Approved/adopted
a. Draft Seoul Declaration
b. Draft proposal on “Collaboration for the Next Decade-Improving Youth Employability”
2. Should there be an amendment, which is not gist or against Thailand’s interests, Ministry of Education is to seek suggestions from Ministry of Foreign Affairs, and proceed without having to resubmit to the cabinet for its consideration.
(Assistant to Minister of Education will adopt the draft Seoul Declaration, and present the proposal on “Collaboration for the Next Decade-Improving Youth Employability” at 6th ASEM Education Ministers’ Meeting during November 21-22, 2017, in Seoul, Republic of Korea.)
Draft Seoul Declaration and the proposal on “Collaboration for the Next Decade-Improving Youth Employability” will demonstrate an intent of Thailand in developing educational cooperation with ASEM member countries which include increase of educational opportunity and quality, and promotion of cooperation between the public and private sectors in enhancing capacity of vocational students.
The cabinet approved Ministry of Public Health’s proposals as follows:
1. Approved the MOU on Public Health Protection and Epidemiology between Thailand’s Ministry of Public Health and Russia’s Federal Service for Supervision of Consumer Rights Protection and Human Well-Being
2. Authorized Minister of Public Health as signatory. Should there be an amendment, which is not gist or against Thailand’s interests, Ministry of Public Health is authorized to proceed without having to resubmit to the cabinet for its consideration.
The cabinet agreed with the following proposals made by Ministry of Labor:
1. Approved draft Buenos Aires Declaration. Should there be an amendment, which is not gist or against Thailand’s interests, head of the Thai delegation is authorized to proceed without having to resubmit to the cabinet for its consideration.
2. Approved for the Thai delegation to adopt the draft Buenos Aires Declaration at the 4th Global Conference on the Sustained Eradication of Child Labour held on November 14-16, 2017 in Buenos Aires, Argentina. Thai Ambassador to Buenos Aires is assigned as head of the Thai delegation to attend the conference and adopt the draft declaration.
Draft Buenos Aires Declaration is a document to affirm the intent of all participants, be it, government representatives, employers and employees’ associations, international and regional organizations, and civil society, on sustained eradication of child labor and forced labor.
