The Cabinet met on Tuesday, November 21, 2017, at Command Building I, Government House. Some of the resolutions are as follows:
The cabinet approved for the announcement of a national agenda: “Human Rights as Driver of Thailand 4.0 for Sustainable Development”, as proposed by Ministry of Justice, and ordered for concerned agencies to translate into practice in order to enhance capacity of tasks related to human rights.
The National Agenda: Human Rights as Driver of Thailand 4.0 for Sustainable Development is aimed for Thailand to become a society with freedom and equality, taking into account human integrity for peaceful society. Key strategy of the national agenda is under the code: “4 Build + 3 Improve + 2 Mobilize + 1 Reduce = Goal” which is translated into the following:
1. 4 Build: Building awareness in respecting others’ rights; building monitoring system against violation of rights; building culture on respect of human rights; and building network among all sectors
2. 3 Improve: Improving database on violation of rights; improving government officials’ attitude; and improving related laws
3. 2 Mobilize: Mobilizing model provinces/organizations on human rights; and mobilizing national human rights plan into practice
4. 1 Reduce: Reducing cases on violation of rights in a concrete manner
The cabinet approved the proposal of Office of the National Security Council (NSC) as follows:
1. Approved upgrade of Ban Khao Din temporary border crossing point in Khlong Had district, Sa Kaew province, to a permanent border crossing point.
2. In case there is a need for construction or any other activity around the border area, the advice of Royal Thai Survey Department under the Royal Thai Armed Forces Headquarters, and Ministry of Foreign Affairs’ Department of Treaties and Legal Affairs must be sought to ensure whether such activities can be done.
3. NSC, together with Ministry of Interior, Ministry of Labor, and other concerned agencies, are assigned to set measures to tackle possible problems, i.e., land intrusion, goods smuggling, illegal labors, etc.
The Cabinet approved the following proposals made by Ministry of Social Development and Human Security:
1. Approved draft MOU on cooperation between the Government of the Kingdom of Thailand and People’s Republic of China on Prevention and Suppression of Trafficking in Persons
2. Authorized Ministry of Foreign Affairs to issue the Full Power to Minister of Social Development and Human Security who will be the signatory of the MOU.
3. Should there be an amendment, which is not gist or against Thailand’s interests, Ministry of Social Development and Human Security is authorized to proceed without having to resubmit to the cabinet for its consideration.
Draft MOU on cooperation between the Government of the Kingdom of Thailand and People’s Republic of China on Prevention and Suppression of Trafficking in Persons consists of the following measures: 1) prevention of trafficking in persons; 2) investigation, interrogation, and prosecution; 3) protection and assistance provided to human trafficking victims; and 4) return and reintegration.
The cabinet approved draft Action Plan on Ivories of Thailand for the fiscal year 2018, as proposed by Ministry of Natural Resources and Environment. Should there be an amendment, which is not gist or against Thailand’s interests, Ministry of Natural Resources and Environment is authorized to proceed without having to resubmit to the cabinet for its consideration. The cabinet also approved for the draft Action Plan, together with the implementation progress, to be forwarded to the CITES Secretariat International Environment House within November 27, 2017.
The draft Action Plan on Ivories of Thailand for the fiscal year 2018 is a revision to the Action Plan on Ivories of Thailand (B.E. 2016-2017) in accordance with CITES guidelines.
The cabinet approved the following proposals made by Ministry of Natural Resources and Environment:
1. Approved the discussion framework for the 24th Mekong River Commission (MRC) Council
2. Approved for Thai delegation to discuss with MRC member countries within the approved framework
1. 2018 Operation Plan
2. Mekong Adaptation Strategy and Action Plan (MASAP)
3. Draft Proposal on Basin wide Fisheries Management and Development Strategy (BFMS)
4. Job Description and Terms of Reference
5. Enhancement of cooperation with dialogue partners on regional cooperation and development (China and Myanmar)
6. Other agendas (if any)
The cabinet approved the proposals made by Ministry of Industry as follows:
1. Approved Draft Strategic Cooperation Framework between Thailand and United Nations Industrial Development Organization (UNIDO). Should there be an amendment, which is not gist or against Thailand’s interests, Ministry of Industry is authorized to proceed without having to resubmit to the cabinet for its consideration.
2. Approved for Minister of Industry or a representative to be a signatory of the aforementioned document.
3. Signing of the draft Strategic Cooperation Framework will take place on November 28, 2017 at the 17th UNIDO General Conference (November 27- December 1, 2017) in Vienna, Republic of Austria.
Draft Strategic Cooperation Framework between Thailand and United Nations Industrial Development Organization (UNIDO) is a 4-year framework (2018-2021) with a joint intent to develop Thai industries based on UNIDO’s Inclusive and sustainable industrial development (ISID), and UN’s Sustainable Development Goals (SDGs).
