The Cabinet met on Monday, December 4, 2017, at Command Building I, Government House. Some of the resolutions are as follows:
The cabinet approved the proposal of Ministry of Industry on guidelines for management of sugar and sugarcane industry, which consist of a draft announcement on Sugar and Sugarcane Committee, and 3 draft regulations of the Sugar and Sugarcane Committee.

2. Sugar and Sugarcane Committee’s draft regulations on production, packaging, stockpile, storage, inspection, delivery, and sales of sugar, B.E….
3. Sugar and Sugarcane Committee’s draft regulations on criteria, procedures, and conditions related to permission of sugar export, B.E….
4. Sugar and Sugarcane Committee’s draft regulations on criteria, procedures, and conditions related to collection of income from domestic sales of sugar to Sugar and Sugarcane Fund, B.E…
The cabinet also approved for the 4 documents to be forwarded to Office of the Council of State for urgent consideration.
The cabinet acknowledged and approved the following proposals made by Ministry of Natural Resources and Environment:
1. Acknowledged the Thai delegation to attend 3rd session of the United Nations Environment Assembly (UNEA3) during December 4-6, 2017, in Nairobi, Republic of Kenya.
2. Approved Draft ministerial declaration of the 3rd Session of United Nations Environment Assembly.
3. Approved Thailand’s commitment framework, to be announced at UNEA3
4. Approved for head of the Thai delegation or a representative to act as signatory of the draft declaration.
5. Should there be an amendment, which is not gist or against Thailand’s interests, head of the Thai delegation is authorized to proceed without having to resubmit to the cabinet for its consideration.
Draft ministerial declaration of the 3rd Session of United Nations Environment Assembly acknowledges pollution problems in all areas, namely, air, land and soil, freshwater and oceans, and the linkages between pollution, climate change, and biodiversity loss and ecosystem degradation. Thailand will also declare its commitment to reduce pollutions in accordance with the Government’s 20-year national strategy and the 20-year pollution management strategy.
The cabinet approved Thailand’s position at the 11th World Trade Organization (WTO) Ministerial Conference (MC11) and other related meetings, as proposed by Ministry of Commerce, and authorized Minister of Commerce or a representative to exercise judgement according to the situation and appropriateness on other matters that are of national interests.
Argentina will host MC11 during December 10-13, 2017 in Buenos Aires. Decisions on matters related to WTO’s Doha Round, which is the latest round of trade negotiations among the WTO membership, will be taken. The Cairns Group of agriculture exporting countries, of which Thailand is a member, will also have its own ministerial conference on December 11, during the MC11.
Outcomes of the MC11 will be released as either a Summary Report or Chairman’s Concluding Statement, or a Ministerial Declaration, while the Cairns Group of agriculture exporting countries will release Statement of the Cairns Group Ministerial Meeting as the outcome of its meeting.
The cabinet approved request of the Turkmenistan’s Government to appoint Mr.Yazkuli Mammedov, as the first Ambassador Extraordinary and Plenipotentiary of Turkmenistan to Thailand (residence: Kuala Lumpur, Malaysia), as proposed by Ministry of Foreign Affairs.
