The Cabinet met on Tuesday, December 19, 2017, at Command Building I, Government House. Some of the resolutions are as follows:
The Cabinet agreed with and acknowledged the followings:
1. Agreed with the Draft Act on Management of Waste Electrical and Electronic Equipment B.E.…, as proposed by Ministry of Natural Resources and Environment, and reviewed by the Office of the Council of State. The Draft Act is to be forwarded to the coordinating committee of the National Legislative Assembly before being submitted to the National Legislative Assembly for consideration.
2. Acknowledged the plan for developing secondary legislations, as well as the timeframe and framework under the Draft Act as proposed by Ministry of Natural Resources and Environment.
1. Applicable to all electrical and electronic products, excluding military electrical appliances and equipment
2. Prohibit discard of any waste electrical and electronic equipment in public, wasteland, or with solid waste
3. Prohibit receipt, collection or storage of waste electrical and electronic equipment, except waste disposal facilities registered by authorities.
4. Manufacturers must accept return, collect, and store waste electrical and electronic equipment, and are to propose their waste disposal management plan to Pollution Control Department
5. Pollution Control Department is to publicize information and knowledge regarding waste disposal management
6. Stipulate penalties for related offenses
The Cabinet approved the 2018 Financial Policy target and a mutual agreement between Monetary Policy Committee and Minister of Finance on setting medium-term goal for the 2018 Financial Policy, as proposed by Ministry of Finance.
Ministry of Finance reported that Governor of Bank of Thailand, as Chairman of the Monetary Policy Committee, and Minister of Finance have come to terms on the average annual inflation rate to be between 2.5 ? 1.59% as a medium-term target under the 2018 Financial Policy to promote economic growth.
The Cabinet acknowledged the New Year celebration campaign “Cross-Year Prayer” as a dedication to the royal family, and to send away the old year and welcome the new year the Thai way. This is as proposed by Ministry of Culture.
The campaign was approved by the Sangha Supreme Council of Thailand who called on Buddhist temples throughout the country and overseas to organize prayer, meditation, and sermons on December 31, 2017, and alms-giving ceremony and sermons as the dedication to the royal family and the country on January 1, 2018. All Buddhists and their family are encouraged to participate in the cross-year prayer, and refrain from all the decadent activities.
The Cabinet approved proposals made by Ministry of Industry as follows:
1. Agreed in principle to the special measures on development and finances to mobilize SMEs towards Thailand 4.0. Ministry of Industry is assigned as the main agency to cooperate with other concerned offices.
2. Agreed in principle capacity enhancement of SME Development Bank to expand its services across the country.
3. Government Savings Bank is authorized to implement Transformation Loan (Soft Loan for Upgrading Machinery, Phase 2), and SME Development Bank is to implement Local Economy Loan scheme for SME development under Public Service Account (PSA).
4. Approved a total budget of 6,395 million baht for implementing Local Economy Loan and Transformation Loan (Soft Loan for Upgrading Machinery Phase 2).
The Cabinet approved proposals made by Ministry of Foreign Affairs as follows:
1. Approved Draft Agreement between the government of the Kingdom of Thailand and the government of the Republic of Seychelles on visa fee exemption for diplomatic and official passport
2. Minister of Foreign Affairs or his representative is authorized as signatory.
3. Ministry of Foreign Affairs is to issue Full Powers to the aforementioned signatory.
4. Ministry of Foreign Affairs is to notify the government of the Republic of Seychelles accordingly.
5. Should there be any amendment, if not against the principle the cabinet has approved or agreed upon, Ministry of Foreign Affairs is to proceed and later inform the Cabinet accordingly.
Holders of diplomatic and official passport, including diplomatic, consular representatives, and their entourages, of the government of the Republic of Seychelles and vice versa are exempted from paying visa fees for a stay of up to 90 days.
