The Cabinet met on Wednesday, January 9, 2018, at the Government House. Some of the resolutions are as follows:
The Cabinet acknowledged the results of the meetings of Office of the National Anti-Corruption Commission on anti-fraud measures on insurances as proposed by Ministry of Finance.
The anti-fraud measures are as follows.
1. Appoint a subcommittee on consumer protection. Half of the subcommittee will consist of representatives from consumer associations to ensure its effectiveness.
2. Develop public relations and activities to educate the public about insurances in a comprehensive manner.
3. Enhance the role of the insurance service center, which is the cooperation between insurance companies and Office of Insurance Commission, to handle complaints in a timely manner.
4. Effective enforcement of laws
5. Participation of 2 representatives from the public in an amendment of Insurance Regulatory Commission Act B.E. 2550
6. Office of the Consumer Protection Board is to serve as a complaint center before forwarding the claims to Office of Insurance Commission
The Cabinet approved proposals made by Ministry of Finance as follows:
1. Agreed in principle the measures on improvement of quality of life for state-welfare card holders, and assigned concerned agencies to proceed accordingly.
2. Approved appointment of Committee for the improvement of quality of life for state-welfare card holders, Monitoring Subcommittee for the improvement of quality of life for state-welfare card holders, provincial subcommittees for improvement of quality of life for state-welfare card holders, and the district-level working groups for the improvement of quality of life for state-welfare card holders
3. Approved measures to promote self-development
4. Approved in principle tax measures to support the improvement of quality of life for state-welfare card holders
5. Approved for Government Savings Bank, and Bank for Agriculture and Agricultural Cooperatives to proceed with a total of 6 Measures and 18 Projects on improvement of quality of life for state-welfare card holders under Public Service Account (PSA)
6. Approved a total budget of 35,679,090,791 Baht
The Cabinet approved proposals made by Ministry of Foreign Affairs as follows:
1. Approved the draft Agreement between the Government of the Republic of Indonesia and the ASEAN Institution for Peace and Reconciliation on host country and granting of exclusive rights and immunities to ASEAN Institutions for Peace and Reconciliation
2. Approved for a representative of the Institute to be a signatory for the Agreement between the Government of the Republic of Indonesia and ASEAN Institutions for Peace and Reconciliation
The Agreement aims to specify responsibilities of the ASEAN Institution, and of Indonesia as the host country.
The Cabinet agreed and approved proposals made by Ministry of Foreign Affairs as follows:
1. Agreed with the signing of the Draft treaty between the Kingdom of Thailand and Romania on the transfer of sentenced persons and cooperation on enforcement of sentences in criminal cases (Convention on the Transfer of Sentenced Persons)
2. Minister of Foreign Affairs or his representative is authorized as signatory.
3. Ministry of Foreign Affairs is to issue Full Powers to the signatory.
4. Ministry of Foreign Affairs is to proceed with the enforcement of the Treaty in cooperation with Romania.
5. Should there be any amendment, if not effecting gist of the documents, Ministry of Foreign Affairs is authorized to proceed without further approval from the Cabinet.
To set conditions and proceedings for the transfer of sentenced persons during the trials between the member countries.
The Cabinet agreed to the proposals made by Ministry of Foreign Affairs as follows:
1. Agreed in principle for Thailand to co-chair Steering Group Meeting of OECD Southeast Asia Regional Programme (SEARP) for 2018-2020
2. Agreed in principle on the proposal of Ministry of Foreign Affairs to host a Ministerial Level Steering Group Meeting of OECD SEARP during Thailand’s co-chairmanship
3. Steering Group Meeting of OECD Southeast Asia Regional Programme (SEARP) will be held on January 10, 2018 in Paris, France.
The SEARP project is a collaborative mechanism initiated at the OECD Ministerial Council Meeting (MCM) in 2014, aiming to promote cooperation between OECD and ASEAN. The SEARP project consists of 6 cooperation under Regional Policy Networks (RPNs):
(1) Taxation;
(2) SMEs;
(3) Education;
(4) Investment;
(5) Public-private partnerships and cooperation; and
(6) Good Regulatory Practices, and 3 other Initiatives:
(1) Trade;
(2) Innovation; and
(3) Gender equality. Ministry of Foreign Affairs serves as focal point for Thailand.
