The Cabinet met on Tuesday, March 6, 2018, at the Government House. Some of the resolutions are as follows:
The Cabinet approved draft Royal Decree on Alien Worker Management (No….), B.E…. and draft Royal Decree on revision of Immigration Act (B.E. 2522), B.E…, as proposed by Office of the Council of State.
1. Draft Royal Decree on Alien Worker Management (No….), B.E…. is the revised version of the draft Royal Decree on Alien Worker Management, B.E. 2560, to better facilitate monitoring and inspection process of migrant workers employment.
2. Draft Royal Decree on revision of Immigration Act (B.E. 2522), B.E… is the revised version of draft Royal Decree on revision of Immigration Act, B.E. 2522, to lift the ban for migrant workers to take up physical labor jobs without technical skills.
The Cabinet acknowledged tourism development strategy for the Royal Coast (Thailand Riviera), as proposed by Ministry of Tourism and Sports as follows:
Ministry of Tourism and Sports has developed 2019 tourism development strategy, key measures, plans and programs for tourism in the 4 provinces of the West Coast for Cabinet’s acknowledgement.
West Coast tourism development strategy (2016-2020) aims to develop tourism resource bases in various aspects, i.e., socio-culture, environment, human resources, and services quality in order for the area to become world-class wellness retreat. It also aims at empowering local community networks, and enhancing the area’s tourism competitiveness. The development strategy consists of 5 key strategies as follows:
Strategy 1: Increase value of natural and cultural tourism resource bases, infrastructure and facilities to become a world-class wellness retreat.
Strategy 2: Increase competitiveness of tourism marketing to target quality tourists
Strategy 3: Strengthen mechanisms that drive West Coast tourism development
Strategy 4: Promote tourism connectivity within the West Coast tourism development area, and connectivity with Myanmar
Strategy 5: Accelerate and mobilize strategic measures to mitigate and resolve issues in labor quality, environment, and security.
The Cabinet agreed with the proposals of Ministry of Science and Technology as follows:
1. Agreed in principle for Ministry of Sciences, Ministry of Education, and Ministry of Interior, through Prachuap Khiri Khan provincial administrations, Ministry of Tourism and Sports, and the Science Association of Thailand, to organize a celebrating event marking 150th anniversary of total solar eclipse in Wah Kor, Prachuab Kirikhan province in August.
2. Agreed in principle for concerned agencies to lay out a master plan on development and management of King Mongkut's Science Park at Wah Kor as a Historic Science Theme Park, and tourist destination.
August 18, 2018 marks the 150th anniversary of a total solar eclipse that was seen in Thailand at Wah Kor village, Khlongwan sub-district, Muang district, Prachuab Kirikhan province. This is a historic event for Thailand and the country’s scientific development as it also marks the beginning and symbol of modern history of Thai sciences. . Back then, His Majesty King Rama IV calculated and accurately predicted 2 years in advance that a total solar eclipse would be visible from Siam on August 18, 1868. His Majesty is recognized as "Father of Science in Thailand,” and 18 August is now Thailand’s National Science Day.
The Cabinet approved proposals made by the Ministry of Public Health as follows:
1. Agreed with the Memorandum of Understanding between Ministry of Health of the Kingdom of Thailand and Ministry of Public Health and the Islamic Republic of Iran on public health cooperation.
2. Minister of Public Health is authorized as signatory. Should there be any amendment, if not effecting the gist of the document, the signatory is authorized to proceed without further approval from the Cabinet.
3. Ministry of Foreign Affairs is to issue Full Powers to the signatory.
The Parties will jointly develop public health cooperation programs in 13 different fields, including the following:
1. Health services management;
2. Pharmaceuticals and medical devices;
3. Collaboration in Public Health;
4. Collaboration in Medicine;
5. Collaboration in Health Research and Development
6. Collaboration in Family Medicine Hand
7. Collaboration in food safety
The Cabinet agreed with the proposals made by Ministry of Foreign Affairs as follows:
1. Agreed with the Draft Joint Communiqu? as the outcome document of the OECD Southeast Asia Regional Programme (SEARP) Ministerial conference (OECD SEARP Ministerial Conference), and authorized Deputy Minister of Foreign Affairs (Veerasak Futrakul) as signatory.
2. Should there be any amendment, if not effecting the gist of the document or against the benefits of Thailand, Ministry of Foreign Affairs is to proceed without further approval from the Cabinet.
OECD Southeast Asia Regional Programme (SEARP) Ministerial conference will be held under the theme “Inclusive ASEAN”, and will focus on: 1) Inclusiveness through Connectivity, and 2) Inclusiveness through Participation
