The Cabinet met on Tuesday, March 13, 2018, at the Government House. Some of the resolutions are as follows:
The Cabinet agreed in principle to the Draft National Policy on Airspace to be adopted as guideline for the nation’s airspace management, as proposed by Civil Aviation Authority of Thailand (Ministry of Transport).
To develop and improve airspace management in Thailand to be on par with the international standard, and in accordance with the International Civil Aviation Organization (ICAO)’s global air navigation plan. The airspace development will be based on the concept of “Flexible Uses of Airspace (FUA)” which specifies that airspace should not be a prohibited area, a restricted area, nor a dangerous area.
1) Developing national aviation law in accordance with the international standard and with the Thai context;
2) Developing human resources to accommodate the growth of aviation industry and future technology development;
3) Enhancing capacity of cyber security system;
4) Operating in an integrative manner with Ministry of Defense, Ministry of Transport, and other concerned public and private agencies; and
5) Promoting planning and investment in air transport infrastructure, airspace navigation, air traffic management in accordance with ICAO standards, etc.
The Cabinet approved the proposals made by Ministry of Foreign Affairs as follows:
1. Approved the Draft Joint Statement of the ASEAN- Australia Special Summit (The Sydney Declaration), and the Draft Memorandum of Understanding between the Association of Southeast Asian Nations (ASEAN) and the Government of Australia on Cooperation to Counter International Terrorism. Should there be any amendment, if not effecting gist of the document or against the benefits of Thailand, Ministry of Foreign Affairs is to proceed without further approval from the Cabinet.
2. Prime Minister is authorized as signatory of the Draft Sydney Declaration.
3. Approved for ASEAN Secretary-General (or Minister of Foreign Affairs, should there be a later change to designate Foreign Ministers of member countries as signatories instead) to sign the Draft MOU.
The ASEAN-Australia Special Summit will be held on March 17-18, 2018 in Sydney, Australia.
1. Draft Sydney Declaration reflects the Leaders’ vision in promotion of regional security and prosperity.
2. Draft MOU on Cooperation to Counter International Terrorism states political intention of the ASEAN member states and Australia to promote international cooperation against terrorism.
The Cabinet approved the proposals made by Ministry of Foreign Affairs as follows:
1. Approved draft Manila Plan of Action as framework to implement the Phnom Penh Declaration on East Asian Summit (EAS) Development Initiative (2018-2022)
2. Ministry of Foreign Affairs is to issue notification letter on Thailand’s endorsement of the draft Manila Plan of Action.
The Manila Plan of Action aims to promote cooperation in the fields of mutual benefits, focusing on development of activities and projects endorsed at the EAS Development Initiative. The Manila Plan of Action also stipulates exchange of views to strengthen cooperation in 6 key areas: 1) environment and energy, 2) education, 3) finance, 4) public health and epidemic, 5) disaster management, and 6) ASEAN connectivity, as well as 3 new cooperation areas, that is, trade and economic cooperation, food security, and maritime cooperation.
The Cabinet acknowledged and approved proposals made by Ministry of Foreign Affairs as follows:
1. Acknowledged and endorsed the adoption of United Nations Security Council’s resolution 2370 (2017) and 2396 (2017) on counter terrorism.
2. Concerned agencies, that is, Ministry of Defense, Ministry of Finance, Ministry of Transport, Ministry of Digital Economy and Society, Ministry of Commerce, Ministry of Interior, Ministry of Justice, National Intelligence Agency, National Security Agency Office, Anti-Money Laundering Office, Royal Thai Police, Bank of Thailand and Office of the Attorney General, are assigned to proceed as follows:
2.1 Adopt the United Nations Security Council’s resolution 2396 (2017) on counter terrorism, especially paragraphs 11-13 and 15
2.2 Update terrorism database in accordance with https://www.un.org/sc/suborg/en/sanctions/1267/aq_sanctions_list, and https://www.unorg/sc/suborg/en/sanctions/1988/materials
2.3 Report progress and obstacles incurred after adopting the above UNSC’s resolutions to Ministry of Foreign Affairs, to be forwarded to the UNSC
The Cabinet approved the Draft Framework to be adopted as a guideline for the WIPO IGC meeting as proposed by Ministry of Commerce.
The Cabinet approved proposals made by Ministry of Natural Resources and Environment as follows:
1. Approved Draft Ministerial Declaration as outcome document of the 8th World Water Forum
2. The Thai Ambassador to Brasilia, Brazil is authorized as signatory.
3. Should there be any amendment, if not affecting gist of the document or against the benefits of Thailand, Ministry of Natural Resources and Environment is to proceed without further approval from the Cabinet.
Ministry of Natural Resources and Environment reported that the 8th World Water Forum is to be held on March 18-23, 2018 in Brasilia, Brazil under theme “Sharing Water”. The Forum is aimed to provide technical, political, and institutional suggestions, and exchange views among the public, as well as to share best practices on water utilization and international cooperation. The Ministerial Meeting is to be held on March 19, 2018, which consists of two activities as follows:
1. Endorsement of the Ministerial Declaration
1.1 A parallel Ministerial Roundtable on 6 topics:
(1) climate,
(2) people,
(3) development,
(4) cities,
(5) ecosystems, and
(6) finance.
