The Cabinet met on Tuesday, March 20, 2018, at the Government House. Some of the resolutions are as follows:
The Cabinet approved in principle draft Ministerial Regulation on fees for traditional Thai medicine practices (No....) B.E...., as proposed by Ministry of Public Health, and ordered for the draft to be submitted to Office of the Council of State for consideration and proceeded accordingly.
1.Set the license fee of 3,000 baht for the use of Thai traditional medicine formularies.
2.Set the fee of 20 baht for license application, renewal, and registration
The Cabinet approved import of soybean meal for manufacturing of products for human consumption, and for other industries during 2018-2020, as proposed by Deputy Prime Minister (Somkid Jatusripitak).
Customs Code 2304.00.90 Sub-Code 02 on importation of soybean meal for manufacturing of products for human consumption (Statistical Code 002/KGM), and Sub-Code 29, imported for use in other industries (statistical code 090 / KGM) for 2018-2020.
1. Trade opening under the WTO framework [similar to trade opening in 2017]
1.1. Amount - 230,559 tons with in quota tariff rate of 0% and Out of quota of 133%
1.2. Requirement is as follows:
(1) Corporates that use soybean meal as raw materials for their own production.
(2) Importation must be made through plant, medicine and food customs clearances.
(3) Importers of soybean meal, code 02, for manufacturing of products for human consumption (statistical code (002 / KGM) must present Non-GMO certificate issued by the originating country.
(4) Quota-setting criteria is to be determined by the Department of Foreign Trade consideration.

The Cabinet agreed on the proposals made by Ministry of Foreign Affairs as follows:
1. Agreed for Thailand to sign the draft Compact between the Secretary-General of the United Nations and the Government of…: Commitment to eliminate sexual exploitation and abuse. Should there be any amendment, if not effecting gist of the document, Ministry of Foreign Affairs is to proceed without further approval from the Cabinet.
2. Ambassador and Permanent Representative of the Kingdom of Thailand to the United Nations is authorized as signatory on behalf of the Thai government.
3. Concerned government agencies, namely Ministry of Defense, Ministry of Social Development and Human Security, Ministry of Justice, Office of the Attorney General, Royal Thai Police, and agencies with personnel dispatched in UN missions are to act according to the Compact.
The Compact is to reiterate the principle of joint commitment between UN and state members to eliminate sexual exploitation and abuse on the basis of human rights and integrity.
The Cabinet agreed on the proposals made by Ministry of Interior as follows:
1. Agreed for Thailand to host Asia Pacific Emergency Response and Exercise Plan (B.E. 2562)
2. Agreed in principle on the concept note
3. Should there be any amendment, if not effecting gist of the document or against the benefits of Thailand, Ministry of Interior, through Department of Disaster Prevention and Mitigation, and Ministry of Foreign Affairs are to cooperate with concerned agencies, and proceed accordingly without further approval from the Cabinet.
Gist: The exercise aims to assess national emergency response in accordance with the National Disaster Prevention and Mitigation Plan B.E. 2558 (Emergency Response Support), particularly on development and collaboration to receive international assistances. The drilling will focus on immediate disasters, i.e., earthquake and flood, that cause collapses of urban building structures.
The exercise will be held in December 2019 in Bangkok or an appropriate province with approximately 300 participants from all concerned agencies and international agencies on humanitarian relief.
The consulate jurisdiction covers Chiang Rai and Chiang Mai, as proposed by Ministry of Foreign Affairs.
