The Cabinet met on Tuesday, June 19, 2018, at the Government House. Some of the resolutions are as follows:

Title: Draft Royal Decree issued under the Revenue Code on reduction and exemption of taxes (No….), B.E…. (Amendment of tax measure on royalties received from associated enterprises to promote IHQ establishment)

The cabinet approved in principle the draft Royal Decree issued under the Revenue Code on reduction and exemption of taxes (No….), B.E…. (Amendment of tax measure on royalties received from associated enterprises to promote IHQ establishment), as proposed by Ministry of Finance, and ordered for it to be urgently forwarded to Office of Council of State for further proceeding.

The draft Royal Decree is aimed to amend tax incentives of under the International Headquarters (IHQ) Scheme on royalties received from associated enterprises, registered in Thailand or overseas. The amendment is as follows:

From: Tax incentives on royalties received from associated enterprises, registered in Thailand or overseas.

To: Tax incentives on royalties, incurred from the result of technological R&D conducted in Thailand, that IHQ received from associated enterprises, registered in Thailand or overseas (regardless of the IHQ conducting the R&D itself or not).

Title: Draft MOU between Ministry of Natural Resources and Environment of the Kingdom of Thailand and Minister of Environment of the Kingdom of Cambodia on natural resource and environment cooperation

The cabinet approved the following proposals made by Ministry of Natural Resources and Environment:

1. Approved the Memorandum of Understanding (MOU) between Ministry of Natural Resources and Environment of the Kingdom of Thailand and Minister of Environment of the Kingdom of Cambodia on natural resource and environment cooperation. Should there be an amendment of parts that are not gist nor against national interests, Ministry of Natural Resources and Environment can proceed without having to resubmit to the cabinet for its consideration.

2. Approved Minister of Resource and Environment or a representative as signatory.

Gist

The MOU is aimed to facilitate technical cooperation in natural resources and environmental management on the basis of equity and mutual interests. Areas of cooperation include:

1) sustainable management of natural resources and environment, and biodiversity;

2) natural resources and environment policies and plans;

3) pollution control and prevention and management of chemicals and hazardous waste;

4) climate change management;

5) prevention of transnational crimes on natural resources and environment;

6) organizational management and personnel development;

7) international agreements on environment; and 8) other areas of mutual interest.

Title: Request for approval on draft outcome documents for the 2nd meeting of National Security Chiefs of BIMSTEC Member States, and Thailand’s hosting of the 3rd meeting of National Security Chiefs of BIMSTEC Member States

The cabinet approved the following proposals made by Office of the National Security Council:

1. Approved draft outcome documents for the 2nd meeting of National Security Chiefs of BIMSTEC Member States (which was held on March 28, 2018 in People's Republic of Bangladesh). Should there be an amendment of parts that are not gist nor against national interests, Office of the National Security Council is to proceed without having to resubmit to the cabinet for its consideration, and later inform the cabinet of the changes.

2. Approved in principle for Thailand to host the 3rd meeting of National Security Chiefs of BIMSTEC Member States (planned in March 2019, in Bangkok) with Office of the National Security Council as main agency.

Title: Request for approval for Amata University to launch National Taiwan University (NTU)’s curriculum in Thailand

The cabinet approved for Amata University to launch National Taiwan University (NTU)’s curriculum “Master of Science (M.S.) in Engineering (Intelligent Manufacturing System)” in Thailand, in accordance with the 29/2560 Order of the Chief of National Council for Peace and Order, issued on May 26, 2017, on promotion of high-quality international universities’ study programs in Thailand. This is as proposed by Ministry of Education.

Gist

Ministry of Education reported that Amata University would like to launch a curriculum of National Taiwan University (NTU) which is a high-quality university from Taiwan. The curriculum to be launched is Master of Science (M.S.) in Engineering (Intelligent Manufacturing System) which focuses on future of automation and autonomous vehicle. The aim is to tangibly accommodate the development of Smart City in the Eastern Economic Corridor (EEC), and the S-Curve industries. Amata University is situated in Amata Nakorn Industrial Estate in Chonburi province.

Title: Request for approval on draft Joint Statement of the Third Ministerial Meeting of the Conference on Cooperation among East Asian Countries for Palestinian Development

The cabinet approved the following proposals made by Ministry of Foreign Affairs:

1. Approved draft Joint Statement of the Third Ministerial Meeting of the Conference on Cooperation among East Asian Countries for Palestinian Development.

2. Approved for Minister of Foreign Affairs or a representative to endorse the draft joint statement during the 3rd Ministerial Meeting of the Conference on Cooperation among East Asian Countries for Palestinian Development(CEAPAD) to be held in Bangkok on June 27, 2018.

3. Should there be an amendment of parts that are not gist nor against national interests, Ministry of Foreign Affairs is to proceed without having to resubmit to the cabinet for its consideration, and later inform the cabinet of the changes.

Gist

The joint statement covers the following key issues:

1) latest development of Palestine;

2) CEAPAD Initiatives;

3) measures to improve CEAPAD mechanism;

4) operation upgrade of CEAPAD Secretariat;

5) UNRWA endorsement;

6) implementation of the 3-year action plan for the development of Palestine;

7) joint visit to Palestine of CEAPAD member states; and 8 guideline on CEAPAD meetings.
