The Cabinet met on Tuesday, July 3, 2018, at the Government House. Some of the resolutions are as follows:
The cabinet approved in principle draft Draft Royal Decree issued under the Revenue Code on Reduction of Value-Added Tax (No….) B.E…. (Extension of Value-Added Tax Reduction), as proposed by Ministry of Finance, and ordered for it to be forwarded to Office of Council of State for its deliberation.
The draft Royal Decree stipulates extension of value-added tax reduction at 6.3% (local tax excluded) or 7% (local tax included) for another year from October 1, 2018- September 30, 2019.
The cabinet approved in principle the draft Act on Pracharat Fund for Grassroots Economy and Society, B.E…., as proposed by Ministry of Finance, and ordered for it to be forwarded to Office of Council of State for its deliberation, before forwarding to National Legislative Assembly for its consideration.
Pracharat Fund for Grassroots Economy and Society will be a revolving fund for expenses related to Pracharat welfares as approved by the cabinet to ensure financial security of low-income earners and farmers who have registered under State Welfare Scheme, and support social service projects that help alleviating people’s plights. Sources of fund comprise government’s allocated budget and donations from the private and people sectors.
The cabinet deliberated Ministry of Science and Technology’s proposal on the upgrade of research and development, and innovation for national competitive enhancement toward Thailand 4.0, and made the following resolutions:
1. Approved for the Committee on development and promotion of public organizations to set criteria on holistic management of research-related public organizations (including salary and remuneration rates, and evaluations).
2. Approved in principle innovative development according to the public sector’s needs.
3. Acknowledged establishment of a holding company as proposed by Ministry of Sicence and Technology
The cabinet approved the following proposals made by Ministry of Energy:
1. Approved draft Memorandum of Understanding (MOU) between the Association of Southeast Asian Nation (ASEA) and the International Renewable Energy Agency (IRENA) to be endorsed at the 36th ASEAN Ministers on Energy Meeting in Singapore in October 2018.
2. Approved for ASEAN Secretary-General or a representative to sign the MOU on behalf of ASEAN member countries.
3. Should there be an amendment of the MOU in parts that are not gist or does not affect national interests, the Thai delegation is authorized to proceed without having to resubmit to the cabinet.
To demonstrate the non-legally binding intent to endorse tangible implementation in accordance with the APAEC 2016-2025 of the Renewable Energy Sub-sector Network (RE-SSN), and promote mutual cooperation in promoting use of renewable energy in ASEAN in a bid to transition ASEAN into the region with low-carbon, clean, and low-cost energy for regional sustainability.
The cabinet approved the following proposals made by Ministry of Interior:
1. Approved in principle draft Ulaanbaatar Declaration and Action Plan 2018 – 2020: Asia Regional Plan for Implementation of the Sendai Framework for Disaster Risk Reduction 2015 – 2030
2. Should there be an amendment of the MOU in parts that are not gist or does not affect national interests, Ministry of Interior is authorized to proceed without having to resubmit to the cabinet.
3. Approved for Assistant to Minister of Interior (as delegated by Minister of Interior), head of the Thai delegation, to endorse the documents at the 2018 Asian Ministerial Conference on Disaster Risk Reduction.
Ulaanbaatar Declaration is aimed to Ulaanbaatar Declaration is to accelerate actions to develop and implement national and local strategies on disaster risk reduction, thereby achieving the targets of Sendai Framework for Disaster Risk Reduction 2015 – 2030.
