The Cabinet met on Tuesday, July 10, 2018, at the Government House. Some of the resolutions are as follows:

Title: Endorsement of outcome document of the Focal Points Network on Women, Peace and Security Meeting in Berlin on April 9-10, 2018

The cabinet approved the following proposals made by Ministry of Foreign Affairs:

1. Endorsed outcome document of the Focal Points Network on Women, Peace and Security Meeting in Berlin on April 9-10, 2018. Should there be an amendment in parts that are not gist of the document, Ministry of Foreign Affairs can proceed without having to resubmit to the cabinet. The outcome document has now been circulated among member countries for approval. It will later be revised according to the suggestions of member countries before being officially endorsed.

2. Ordered for the outcome document to be forwarded to concerned agencies, i.e., Ministry of Defense, Royal Thai Armed Forces Headquarters, Ministry of Social Development and Human Security, Ministry of Justice, Royal Thai Police, Office of the Attorney General, and Office of Court of Justice, for their acknowledgement and compliance.

Gist

The outcome document stipulates compliance approaches of member countries on the issues of women, peace, and security, e.g., promoting the role of regional organizations and civil society in translating the agenda into actions, promoting the role of women from grassroots to leader’s levels in judicial process, allocating budget for the implementations according to the agenda, promoting women’s participation in UN peacekeeping operation, etc.

Title: Exchange Letter between ASEAN and EU on Amendment of Financing Agreement on Sustainable Use of Peatland and Haze Mitigation in ASEAN

The cabinet approved the following proposals made by Ministry of Natural Resource and Environment:

1. Approved the draft Exchange Letter between ASEAN and EU on Amendment of Financing Agreement on Sustainable Use of Peatland and Haze Mitigation in ASEAN.

2. Approved ASEAN Secretary-General or a representative as signatory of the exchange letter on behalf of ASEAN.

Gist

To add the clause “and grant award” to item 2.2 under Annex I (Technical and Administrative Provisions).

Title: Request for approval on development and signing of MOU on education and research cooperation between Thailand and Morocco

The cabinet approved the proposals of Ministry of Education as follows:

1. Approved development and signing of MOU on education and research cooperation between Thailand’s Ministry of Education and Morocco’s Ministry of National Education and Vocational Training, Higher Education and Scientific Research. Should there be an amendment in parts that are not gist of the document, Ministry of Education is to seek advices from Ministry of Foreign Affairs’ Department of Treaties and Legal Affairs, and to proceed without having to resubmit to the cabinet.

2. Approved Deputy Minister of Education (Gen. Surachet Chaiwong) or a representative as signatory of the MOU on education and research cooperation between Thailand’s Ministry of Education and Morocco’s Ministry of National Education and Vocational Training, Higher Education and Scientific Research

Gist

Scope of cooperation includes:

1) exchange of information and printing media related to education, learning, and learning methods;

2) exchange of instructors, students, and experts;

3) exchange of high-level officials, executives, researchers, academic staffs in projects that are of mutual interests;

4) strengthening connection among universities/institutes through student joint research projects and activities;

5) strengthening connection among universities/institutes through exchange programs and joint activities;

6) scholarship provision to participating students (upon budget availability);

7) promotion of bilateral cooperation between universities in areas of mutual interests;

8) Joint desertation of doctoral students; and

9) other cooperations.

Title: MOU on Strategic Economic Partnership Development between Thailand and Sri Lanka

The cabinet approved the following proposals made by Ministry of Commerce:

1. Approved the draft MOU on Strategic Economic Partnership Development between Thailand and Sri Lanka. Should there be an amendment in parts that are not gist of the document, Ministry of Commerce can proceed without having to resubmit to the cabinet.

2. Approved Minister of Commerce or a representative as signatory of the MOU n Strategic Economic Partnership Development between Thailand and Sri Lanka.

Gist

The MOU is aimed to upgrade economic cooperation between the two countries, and develop economic relations in a sustainable manner, as well as to increase mutual trade and investment values, through cooperation in the potential areas. Under the MOU, the cooperation covers the following areas:

1) investment,

2) infrastructure development,

3) agro-industry,

4) fishery,

5) jewelries and accessories,

6) tourism,

7) SMEs development,

8) financial cooperation,

9) packaging industry, and

10) IT development.

Title: Draft Joint Press Statement on the Official Visit of His Excellency General Prayut Chan-o-cha, Prime Minister of the Kingdom of Thailand, to the Democratic Socialist Republic of Sri Lanka

The cabinet approved the following proposals made by Ministry of Foreign Affairs:

1. Approved draft Joint Press Statement on the Official Visit of His Excellency General Prayut Chan-o-cha, Prime Minister of the Kingdom of Thailand, to the Democratic Socialist Republic of Sri Lanka.

2. Should there be an amendment in parts that are not gist of the document, Ministry of Foreign Affairs can proceed without having to resubmit to the cabinet.

Gist

The Joint Press Statement will be made on the official visit of the Prime Minister to Sri Lanka during July 12-13, 2018 upon an invitation of President Maithripala Sirisena of Sri Lanka. The statement will underscore bilateral cooperation between Thailand and Sri Lanka in various areas, i.e., politics, economy, academic cooperation, agriculture, fishery, culture and religion, tourism, and regional and multi-lateral cooperation.
