The Cabinet met on Tuesday, July 17, 2018, at the Government House. Some of the resolutions are as follows:
The cabinet acknowledged Thailand’s Bioindustry development measures (2018-2027), as proposed by Ministry of Industry, and assigned concerned agencies to proceed accordingly with the Ministry of Industry as the focal point in implementing the measures to achieve tangible results.
Thailand’s Bioindustry development measures (2018-2027) is aimed for Thailand to become “Bio Hub of ASEAN” by 2027. Target products are Bioplastic, Biochemicals, and Biopharmaceuticals. Performance indicators are:
1. Engender domestic investment in bioindustry of at least 190,000 million Baht
2. Farmers’ revenues increase to 85,000 Baht/person/year
3. The quality of life of at least 800,000 farming households are uplifted
4. Employment of at least 20,000 positions of knowledge workers/high-tech labors
The cabinet approved outcome document of the 1st Meeting of the Thailand-Myanmar Joint Working Group on the Preparation of the Return of Myanmar Displaced Persons which was held on March 28, 2018, as proposed by Ministry of Foreign Affairs.
1. Both parties strive to work together on the basis of friendship, good neighbors, and joint responsibility in order to ensure voluntary, safe, and sustainable return of the Myanmar displaced persons.
2. Identification of latest developments and challenges from the return of the first batch of Myanmar displaced persons in October 2016.
3. Preparation for the voluntary return of the next batches of Myanmar displaced persons, and lay a foundation for the more systematical return in the long run.
4. Exchange of views on the issues that the two parties can further cooperate to ensure achievement on voluntary, safe, and sustainable return of the Myanmar displaced persons, and their long-term livelihood.
The cabinet approved the following proposals made by Ministry of Foreign Affairs:
1. Approved draft Ministerial Declaration for High-Level Political Forum on Sustainable Development (HLPF)
2. Authorize the Ambassador and Permanent Representative of Thailand to the United Nations in New York to endorse the draft Declaration.
3. Should there be an amendment in parts that are not gist or not against national interests, the Ambassador and Permanent Representative of Thailand to the United Nations is authorized to proceed without having to resubmit to the cabinet for its approval.
The draft Ministerial Declaration for High-Level Political Forum on Sustainable Development (HLPF) emphasizes joint political intent not to leave anyone behind as the essence in achieveing UN Sustainable Development Goals (SDGs), and as the principle of related governmental implementation at all levels.
The cabinet approved draft Financing Agreement between ASEAN and the European Union (EU) on capacity development of ASEAN Coordinating Centre for Humanitarian Assistance (AHA Centre) in disaster management and emergency response, and authorized ASEAN Secretary General to sign the draft Agreement with EU. This is as proposed by Ministry of Interior.
The Financing Agreement has been developed to provide support to the capacity development of ASEAN Coordinating Centre for Humanitarian Assistance (AHA Centre) in ASEAN disaster management and emergency response.
The cabinet approved Joint Press Statement on the Official Visit of His Excellency General Prayut Chan-o-cha, Prime Minister of the Kingdom of Thailand, to the Kingdom of Bhutan, as proposed by Ministry of Foreign Affairs. Should there be an amendment in parts that are not gist or not against national interests, Ministry of Foreign Affairs is authorized to proceed without having to resubmit to the cabinet for its approval, and inform the cabinet later about the amendment.
The joint press statement covers cooperation in various areas:
1) community development according to the Sufficiency Economy Philosophy,
2) promotion of trade and investment, and joint investment opportunities,
3) public health development through Thailand’s support on establishment of an EENT medical center in Bhutan in 2019, and
4) agicultural promotion through One Gewog One Product (OGOP) program.
