The Cabinet met in a cabinet retreat on Tuesday, July 24, 2018, in Ubon Ratchathani province. Some of the resolutions are as follows:
The cabinet approved in principle draft Ministerial Regulation, No…. (B.E….) issued under Building Control Act, B.E. 2522 (1979), as proposed by Ministry of Interior, and ordered for it to be forwarded to Office of Council of State before proceeding.
This is a revision to the Ministerial Regulation, No. 33 (B.E. 2535) issued under Building Control Act, B.E. 2522 (1979), which stipulates that high-rise buildings or special-size buildings spare parking spaces for firetruck and ambulance, and be equipped with an emergency elevator and first aid kits.
The cabinet approved in principle the draft Ministerial Regulation on stipulation of other assets as business collaterals, B.E…., as proposed by Ministry of Commerce, and ordered for it to be forwarded to Office of Council of State before proceeding.
The Ministerial Regulation stipulates recognizes 58 species of economic trees, listed in the appendix of Forest Plantation Act, such as teak, Siamese rosewood, iron wood and Siamese Sal, etc., as business collaterals.
The cabinet approved the following proposals made by Ministry of Finance:
1. Approved assistance measure to MSMEs entrepreneurs through Thai Credit Guarantee Corporation’s loan guarantee schemes: 1) 3rd phase loan guarantee scheme for micro entrepreneurs, and 2) the 7th phase Portfolio Guarantee Scheme (PGS). The budget of no more than 16,500 million Baht (3 billion Baht and 12,500 million Baht respectively) was also approved.
2. TCG was assigned as main agency.
The approval was made following the expiration of the 2nd phase loan guarantee scheme for micro entrepreneurs, and the 6th phase Portfolio Guarantee Scheme (PGS)
The cabinet acknowledged and approved the proposals made by Office of the National Economic and Social Development Board (NESDB).
1. Acknowledged outcomes of meeting between Prime Minister and governor and representatives of public/private sectors and farmers in Lower Northeastern provincial cluster II (Ubon Ratchathani, Yasothorn, Sisaket, and Amnat Charoen provinces) on July 24, 2018
2. Approved the Prime Minister’s orders and assigned concerned agencies to proceed accordingly.
1. Logistics system development: Ministry of Transport was assigned to prioritize and take into consideration the proposals which include over 12 road, air, and rail transport development projects.
2. Development of water sources for agriculture and flood prevention: Office of National Water Resources is to collaborate with Ministry of Agriculture and Cooperatives, Ministry of Interior, and other concerned agencies to proceed with 50 proposed projects, taking into consideration cost effectiveness and the Government's water resources management plan. Ministry of Defense is also assigned to conduct survey of existing water sources.
3. Production upgrade and value-added of agro-products:
a. Ministry of Education is to collaborate with Ministry of Science and Technology, and other concerned agencies to take into consideration the construction project of agro product processing pilot plant.
b. Ministry of Industry was assigned to collaborate with other concerned agencies to set up an operational committee for mobilizing the provincial cluster to become a model for organic farming.
c. Ministry of Industry is to collaborate with other concerned agencies in upgrading the provincial cluster as a bio hub according to the Government’s policy.
4. Development of quality of life: Ministryof Public Health was assigned to prioritize the proposed projects: 1) service capacity enhancement of Sappa Prasong Hospital, 2) Phana one-stop Thai herbal medical center, and 3) procurement of medical equipment for Somdej Phra Yupparat Dej Udom Hospital.
5. Tourism: Ministry of Transport, Ministry of Tourism and Sports, and Ministry of Justice were assigned to prioritize and take into consideration various tourism-related projects, e.g., tourism route development, development of Cnong Mek (border town) as border trade hub, etc.
The cabinet approved the following proposals made by Ministry of Foreign Affairs:
1. Approved Thailand’s position in the 25th Joint Thailand – Malaysia Land Boundary Committee (LBC) meeting.
2. Approved for LBC (Thai) to negotiate with Malaysia based on 1., and later report to the cabinet on the meeting outcome.
3. Approved draft Memorandum of Understanding between the Government of Malaysia and the Kingdom of Thailand for the Construction and Maintenance of a Single Barrier on Certain Boundary related matters in the Area between BP 20A/12 and BP 23/104 in Area III (BP 16 – BP 27). Should there be an amendment in parts that are not gist nor against national interests, LBC (Thai) is authorized to proceed without having to resubmit to the cabinet for approval.
4. Ministry of Foreign Affairs is authorized to issue the Full Powers to LBC president (Thai) or a representative to sign the draft MOU.
5. Approved draft order for the establishment of a sub-committee for the construction and maintenance of a single barrier.
6. Acknowledged organization of the 25th Joint Thailand – Malaysia Land Boundary Committee (LBC) meeting in Bangkok, Thailand during July 30- August 3, 2018.
