The Cabinet met on Tuesday, August 7, 2018, at the Government House. Some of the resolutions are as follows:

itle: Draft Decree specifying areas in Mae Ram Phueng Canal Forest, Klang Ao Forest, Koh Thalu, Koh Sang, and area around islands in Mae Ram Pheung sub-district (Bang Saphan district), and Saithong sub-district (Bang Saphan Noi district), Prachuan Kirikhan province to become parts of a national park (Ao Siam National Park), B.E….

The cabinet approved in principle the draft Decree specifying areas in Mae Ram Phueng Canal Forest, Klang Ao Forest, Koh Thalu, Koh Sang, and area around islands in Mae Ram Pheung sub-district (Bang Saphan district), and Saithong sub-district (Bang Saphan Noi district), Prachuan Kirikhan province to become parts of a national park (Ao Siam National Park), B.E…. This is as proposed by Ministry of Natural Resources and Environment.

Gist

The aforementioned areas have been proposed as a national park because of their abundant and valuable natural resources, and diversified ecosystem (tropical rain forest, dry evergreen forest, swamp forest, beach forest, mixed forest, mangrove forest, and shallow and deep corals), and 1,200 rai of hugh Yang Na (rubber) trees. The national park is approximately 19,960 rai in area.

Title: Request for approval on revocation of national park areas for construction of 4 projects (Royal Irrigation Department, Ministry of Agriculture and Cooperatives)

The cabinet approved in principle the revocation of national park areas for construction of 4 projects of the Royal Irrigation Department, Ministry of Agriculture and Cooperatives as follows:

1. Revoking 85 – 2 – 06.4 rai of Namtok Phlio National Park in Chanthaburi province for the construction of Khlong Khlung Reservoir.

2. Revoking 49 rai of Kaeng Krachan National Park in Prachuab Kirikhan province for the construction of Ban Pa La-u Reservoir under the royal initiative.

3. Revoking 229 rai of Sri Lanna National Park in Chiang Mai province for the construction of Mae Kuang Udom Thara Reservoir.

4. Revoking 1,380 rai of Doi Phu Nang National Park in Phayao province for the construction of Nam Pi Reservoir under the royal initiative.

Title: Request for approval on the Second Protocol Amending the Revised Memorandum of Understanding on the Establishment of the ASEAN Foundation

The cabinet approved the following proposals made by Ministry of Foreign Affairs:

1. Approved the Second Protocol Amending the Revised Memorandum of Understanding on the Establishment of the ASEAN Foundation. Should there be an amendment in parts that are not gist nor against national interest, Ministry of Foreign Affairs is authorized to proceed without having to resubmit to the cabinet for its consideration.

2. Approved for the Permanent Representative of Thailand to ASEAN to sign the aforementioned document on behalf of Minister of Foreign Affairs.

3. Ministry of Foreign Affairs is to issue the Full Powers to the Permanent Representative of Thailand to ASEAN for the signing of the aforementioned document on behalf of Minister of Foreign Affairs.

The Second Protocol Amending the Revised Memorandum of Understanding on the Establishment of the ASEAN Foundation revises qualification and term position of the Foundation’s executive director from the 3-year term with no extension to the 3-year term position extendable for the maximum of 2 terms (6 years). The Second Protocol Amending the Revised Memorandum of Understanding on the Establishment of the ASEAN Foundation will be signed before the end of August 2018.

Title: Declaration of Intent on cultural cooperation between Ministry of Culture, Kingdom of Thailand, and Ministry of Culture and Tourism, Republic of Turkey to celebrate Thai-Turkish Year of Culture in 2018

The cabinet approved draft Declaration of Intent on cultural cooperation between Ministry of Culture, Kingdom of Thailand, and Ministry of Culture and Tourism, Republic of Turkey to celebrate Thai-Turkish Year of Culture in 2018, and authorized Minister of Culture as signatory, as proposed by Ministry of Culture. Should there be an amendment in parts that are not gist nor against national interest, Ministry of Culture is authorized to proceed without having to resubmit to the cabinet for its consideration.

Gist

The draft Declaration of Intent is aimed to stipulate cooperation framework and exchange of culture between Ministry of Culture, Kingdom of Thailand, and Ministry of Culture and Tourism, Republic of Turkey on a reciprocal basis on occasion of the Thai-Turkish Year of Culture in 2018, which will lead to better understanding and relations between people of the two countries.

Title: Request for approval on draft documents for the 9th Meeting of the Myanmar – Thailand Joint Commission for Bilateral Cooperation (JC)

The cabinet approved Agreed Minutes of the 9th Meeting of the Myanmar – Thailand Joint Commission for Bilateral Cooperation, and Memorandum of Understanding on the Project on the Development of Shrimp Culture in Rakhine State between the Government of the Kingdom of Thailand and the Government of the Republic of the Union of Myanmar, as proposed by Ministry of Foreign Affairs.

Title: Request for approval on draft declaration of the 7th Ministerial Meeting of Bali Process on Prople Smuggling, Trafficking in Persons and Related Transnational Crime (Bali Process)

The cabinet approved the following proposals made by Ministry of Foreign Affairs:

1. Approved draft declaration of the 7th Ministerial Meeting of Bali Process on Prople Smuggling, Trafficking in Persons and Related Transnational Crime (Bali Process). Should there be an amendment in parts that are not gist nor against national interest, Ministry of Foreign Affairs is authorized to proceed and inform the cabinet later on the rationals and interests Thailand will obtain following the amendment.

2. Approved Deputy Minister of Foreign Affairs (Mr. Veerasak Futrakul) as head of the Thai delegation to endorse the draft Declaration.

Gist

The 7th Ministerial Meeting of Bali Process on Prople Smuggling, Trafficking in Persons and Related Transnational Crime (Bali Process) is aimed to affirm continued intent and regional cooperation of member countries in implementing the Bali Process in addressing irregular migration in an efficient manner on the basis of ‘International Burden Sharing’.
