The Cabinet met on Tuesday, August 21, 2018, in Chumphon province. Some of the resolutions are as follows:
The cabinet approved in principle draft Regulation of Prime Minister’s Office on Committee for national cyber security (No…), B.E…., as proposed by Ministry of Digital Economy and Society.
The draft regulation is a revision to Regulation of Prime Minister’s Office on committee for national cyber security, B.E. 2560 (2017), to add Secretary General of the Council of State as a committee member.
The Prime Minister approved the FY2017 central budget (contingencies) for the total amount of 373,834,500 Baht to Ministry of Public Health in implementing the following programs:
1. Promotion of community health and environment for people’s healthiness program, for the budget of 179,664,300 Baht.
2. Joining forces for healthy community program, for the budget of 53,260,200 Baht
3. Quality development of sub-district medical hospitals for sustainable development program, for the budget of 140,910,000 Baht.
The cabinet approved a Memorandum of Understanding (MOU) on the cooperation of information and communication technology between Thailand and the Philippines, and authorized Minister Attached to the Prime Minister’s Office (Kobsak Pootrakul) as signatory. Should there be an amendment in parts that are not gist nor against the cabinet’s approval principle, Office of Prime Minister’s Office, through Department of Public Relations, is authorized to proceed, and inform the cabinet later of the amendment. If financial arrangements are to be drafted under the MOU, Department of Public Relations is instructed to send the financial arrangements to Ministry of Foreign Affairs for consideration.
The Memorandum of Understanding (MOU) on the cooperation of information and communication technology between Thailand and the Philippines will be signed during the 6th Thailand-Philippines joint committee meeting on bilateral cooperation to be held on September 5-7, 2018 in Bangkok.
The cabinet approved Thailand’s endorsement of 7 outcome documents of the 50th ASEAN Economic Minister (AEM) and other related meetings, as proposed by Ministry of Commerce. Minister of Commerce or a representative is assigned to endorse to the documents. Should there be an amendment in parts that are not gist nor against the cabinet’s approval principle. Ministry of Commerce is authorized to proceed, and inform the cabinet later of the amendment.
As for the draft ASEAN Agreement on Electronic Commerce, Ministry of Commerce is to strictly heed advices of Ministry of Foreign Affairs and Office of Council of State.
Draft documents to be endorsed during the 50th ASEAN Economic Minister (AEM) during August 26- September 1, 2018 in Singapore are:
1. Draft ASEAN Agreement on Electronic Commerce
2. Draft Framework on ASEAN Digital Economy Integration
3. Draft Key Principles on Good Practices for ASEAN Regulations
4. Draft List of Product Specific Rules under Harmonized System (2017), and List of Textile and Textile Products under Harmonized System (2017)
5. Draft Practive on Implementation according to ASEAN Agreement on Nontariff Measures on Trade in Goods
6. Draft Implementation Plan on Economic Cooperation under ASEAN+3 (2019-2020)
7. Draft Goals of 2018 Negotiation Achievement
The cabinet approved the following proposals made by Ministry of Commerce:
1. Approved 6 documents to be signed during the 6th Meeting of the Joint Committee on Trade, Investment and Economic Cooperation between the Government of the Kingdom of Thailand and the Government of the People’s Republic of China. Should there be an amendment in parts that are not gist nor against the cabinet’s approval principle. Ministry of Commerce is authorized to proceed without having to submit to the cabinet for its consideration.
2. Approved for Deputy Prime Minister (Somkid Jatusripitak) or a representative to sign the Agreed Record of the Sixth Meeting of the Joint Committee on Trade, Investment and Economic Cooperation between the Government of the Kingdom of Thailand and the Government of the People’s Republic of China.
3. Approved for Minister of Commerce or a representative to sign the Memorandum of Understanding on Establishing Working Group on Promoting Unimpeded Trade between the Ministry of Commerce of the Kingdom of Thailand and the Ministry of Commerce of the People’s Republic of China.
4. Approved for Minister of Agriculture and Cooperatives to sign the Protocol between the Ministry of Agriculture and Cooperatives of the Kingdom of Thailand and the General Administration of Customs of the People’s Republic of China on Inspection, Quarantine and Veterinary Sanitary Requirements for Frozen Poultry Meat and By - products to be exported from Thailand to China.
5. Approved for Secretary General of the Board of Investment (BOI) or a representative to sign the Memorandum of Understanding on Cooperation between the Office of the Board of Investment of the Kingdom of Thailand and China Council for the Promotion of International Trade.
6. Approved for Secretary General of the Office of Eastern Economic Corridor (EECO) or a representative to sign the Memoradum of Understanding between Eastern Economic Corridor Office of the Kingdom of Thailand and the Ministry of Commerce of the People’s Republic of China to Promote the Strategic Cooperation wuth the “Eastern Economic Corridor” under the Belt and Road Initiative.
7. Approved for Director General of Geo-informatics and Space Technology Development Agency or a representative to sign the Memorandum of Understanding between Geo-informatics and Space Technology Development Agency of Thailand and China National Space Administration of the People’s Republic of China on Space Cooperation.
The cabinet approved the following proposals made by Ministry of Education:
1. Approved the draft Memorandum of Cooperation on industrial human resource development between Ministry of Education of Thailand and Ministry of Education, Culture, Sports, Science and Technology of Japan. Should there be an amendment in parts that are not gist nor against the cabinet’s approval principle. Ministry of Education is authorized to seek advices of Ministry of Foreign Affairs, and proceed without having to submit to the cabinet for its consideration.
2. Approved Minister of Education or a representative as signatory of the MOC
The Memorandum of Cooperation on industrial human resource development between Ministry of Education of Thailand and Ministry of Education, Culture, Sports, Science and Technology of Japan stipulates establishment of a KOSEN curriculum institute in Thailand, and sending of Thai students to conduct study at Japan’s KOSEN National Institute of Technology, as well as promotion of student exchange between Thailand and Japan.
