The Cabinet met on Tuesday, October 2, 2018, at the Government House. Some of the resolutions are as follows:

Title: Activities in remembrance with His Majesty late King Bhumibol on occasion of his passing anniversary on October 13, 2018

The cabinet acknowledged the proposal made by Office of Permanent Secretary to the Prime Minister’s Office on organizations of activities in remembrance of His Majesty late King Bhumbibol Adulyadej on occasion of the passing anniversary of His Majesty on October 13, 2018. Public, private, and people sectors, both in Thailand and overseas, are encouraged to organize religious ceremonies, merit-makings, or other related activities in honor of His Majesty late King Bhumibol, in accordance with the standard of practices done in 2017, before, on, or after the passing anniversary date.

Title: Thailand’s bid for hosting of 5th Youth Olympic Games in 2026

The cabinet approved in principle for Thailand to put forward its bids to host the 5th Youth Olympic Games in 2026, as proposed by Ministry of Tourism and Sports, and ordered for the Ministry to develop operation and budget plan for the hosting of the Games, taking into account cost-effectiveness, and resubmit to the cabinet for its consideration.

Gist

The 5th Youth Olympic Games (2026) is in line with Thailand’s 6th national sports development plan (2017-2021), and in accordance with national strategy on sports tourism, to promote the country as ASEAN Sports Hub. Hosting the 5th Youth Olympic Games will promote and help develop Thailand’s sports sector, create positive image among global community, and boost confidence of international tourists and investors. It is expected that Thailand earn over 165 million Baht in revenues from the spending of athletes and staff, and approx. 660 million Baht from international spectators and incoming tourists

Title: Request for approval on draft ASEAN Agreement on Electronic Commerce

The cabinet approved the following proposals made by Ministry of Commerce:

1. Approved for the draft ASEAN Agreement on Electronic Commerce to be forwarded to National Legislative Assembly (NLA) Liaison Committee before being submitted to the NLA for its approval.

2. Approved Minister of Commerce or a representative as signatory of the draft Agreement after NLA approval. Should there be an amendment in parts that are not gist nor against national interest, the signatory is authorized to proceed without having to resubmit to the cabinet.

3. Approved for Ministry of Foreign Affairs to issue the Full Power to Minister of Commerce or a representative.

4. Assigned Ministry of Commerce to liase with other concerned agencies to abide by the obligations stipulated in the draft ASEAN Agreement on Electronic Commerce.

5. Assigned Ministry of Foreign Affairs to notify ASEAN Secretariat of Thailand’s endorsement of the draft Agreement following an approval made by NLA.

Gist

The draft ASEAN Agreement on Electronic Commerce is aimed to facilitate cross-border electronic transactions between ASEAN member countries, and promote use of electronic commerce to minimize development gap and to spread prosperity throughout the region.

Title: Draft Large Grant Agreement (LGA) for Measurable Action for Haze-Free Sustainable Land Management in Southeast Asia (MAHFSA)

The cabinet approved draft Large Grant Agreement (LGA) for Measurable Action for Haze-Free Sustainable Land Management in Southeast Asia (MAHFSA), and approved for ASEAN Secretary-General to sign the LGA for MAHFSA, on behalf of ASEAN, with the International Fund for Agricultural Development (IFAD). This is as proposed by Ministry of Natural Resources and Environment.

Should there be an amendment in parts that are not against the principle approved by the cabinet Ministry of Natural Resources and Environment is authorized to proceed and inform the cabinet later of the amendment.

The Large Grant Agreement (LGA) for Measurable Action for Haze-Free Sustainable Land Management in Southeast Asia (MAHFSA) is aimed to resolve haze problem in ASEAN through various measures, such as capacity enhancement on surveillance, forecast, and fire and haze management, exchange of knowledge and experiences, etc.

Title: Tokyo Strategy 2018 for Mekong-Japan Cooperation

The cabinet approved the following proposals made by Ministry of Foreign Affairs:

1. Approved the draft Tokyo Strategy 2018 for Mekong-Japan Cooperation

2. Approved for the Prime Minister or a representative to endorse the draft Tokyo Strategy 2018 for Mekong-Japan Cooperation.

Should there be an amendment in parts that are not gists nor against the principle approved by the cabinet, Ministry of Foreign Affairs is authorized to proceed and inform the cabinet later of the amendment.

The Tokyo Strategy 2018 for Mekong-Japan Cooperation is aimed to review success of development projects implemented under Tokyo Strategy 2015 for Mekong-Japan Cooperation, and to express the intent of 6 countries (Cambodia, Lao PDR, Myanmar, Thailand, Vietnam, and Japan) to continue with sustainable and environmental-friendly development for quality growth. The draft Tokyo Strategy 2018 for Mekong-Japan Cooperation will be endorsed at the Mekong-Japan Summit to be held in Tokyo, Japan on October 9, 2018.

Title: Draft Ministerial Declaration on Regional Cooperation for Space Applications for Sustainable Development, and Asia – Pacific Plan of Action on Space Applications for Sustainable Development (2018-2030)

The cabinet approved the following proposals made by Ministry of Digital Economy and Society: 1.Approved draft Ministerial Declaration on Regional Cooperation for Space Applications for Sustainable Development, and Asia – Pacific Plan of Action on Space Applications for Sustainable Development (2018-2030) as outcome documents of the 3rd Ministerial Conference on Space Applications for Sustainable Development in Asia and the Pacific to be held on October 10, 2018.

2.Approved for Deputy Prime Minister and Minister of Digital Economy and Society or a representative to endorse the draft Ministerial Declaration and the Asia-Pacific Plan of Action. Should there be an amendment in parts that are not gists nor against the principle approved by the cabinet, Ministry of Digital Economy and Society is authorized to proceed and inform the cabinet later of the amendment.

Gist

The draft Ministerial Declaration on Regional Cooperation for Space Applications for Sustainable Development, and Asia – Pacific Plan of Action on Space Applications for Sustainable Development (2018-2030) are aimed to promote sustainable development in the Asia-Pacific region through application of space technology, geoinformatics, and other related digital innovations in addressing the 6 following issues:

1) disaster management,

2) natural environment management,

3) regional connectivity,

4) social development,

5) energy, and

6) climate change.
