The Cabinet met on Tuesday, October 24, 2018, at the Government House. Some of the resolutions are as follows:

Title: Draft National Education Act, B.E….

The cabinet approved and acknowledged the followings:

1. Approved in principle draft National Education Act, B.E…., as proposed by Educational Reform Committee, and ordered for it to be submitted to the Council of State before being forwarded to National Legislative Assembly for its deliberation.

2. Acknowledged formulation of secondary laws, timeframe, and gist of the secondary laws under the draft National Education Act, B.E….

Gist

The draft National Education Act, B.E…. is a revision to the National Education Act, B.E. 2542 to be relevant with the national strategy and the Constitution of the Kingdom of Thailand. The draft Act focuses on:

1) schools as center of educational management and administration,

2) Teacher reform, and

3) establishment of national education policy committee.

Title: National Defense Technology Act, B.E….

The cabinet approved and acknowledged the followings:

1. Approved Ministry of Defense’s draft National Defense Technology Act, B.E…., and ordered for the draft Act to be forwarded to National Legislative Assembly for deliberation.

2. Acknowledged formulation of secondary laws, timeframe, and gist of the secondary laws under the draft National Defense Technology Act, B.E…., as proposed by Ministry of Defense.

The draft Act stipulates establishment of National Defense Technology Institute (Public Organization) with an aim to develop research and and innovation on national defense technology, promote integrative cooperation between public and private sectors, and provide support to defense industry in Thailand.

Title: Draft MOU on ICT and digital technology cooperation between Ministry of Digital Economy and Society of the Kingdom of Thailand, and Republic of Rwanda’s Ministry of of Information Technology & Communications

The cabinet approved the following proposals made by Ministry of Digital Economy and Society:

1. Approved signing of the Draft MOU on ICT and digital technology cooperation between Ministry of Digital Economy and Society of the Kingdom of Thailand, and Republic of Rwanda’s Ministry of of Information Technology & Communications. Should there be an amendment in parts that are not gist nor against the principle approved by the cabinet, Ministry of Digital Economy and Society is authorized to proceed, and inform the cabinet later of the amendment.

2. Approved Minister of Digital Economy and Society or a representative as signatory of the MOU. The signing will take place at International Telecommunication Union (ITU)’s Plenipotentiary Conference 2018 (PP-18) to be held in Dubai, UAE on October 31- November 2, 2018.

Title: Request for approval on joint statement for The 3rd ASEAN Ministerial Meeting on Women

The cabinet approved joint statement for The 3rd ASEAN Ministerial Meeting on Women, as proposed by Ministry of Social Development and Human Security. Should there be an amendment in parts that are not gist nor against the principle approved by the cabinet, Ministry of Social Development and Human Security is authorized to proceed without having to resubmit to the cabinet.

The 3rd ASEAN Ministerial Meeting on Women will be held in Hanoi, Vietnam during October 24-25, 2018 under theme “Social Protection for Women and Girls to Achieve 2025 ASEAN Vision”. The draft joint statement underscores promotion of gender equality, and empowerment of women and girls in ASEAN.

Title: Request for approval on draft Astana Declaration to be endorsed at Second International Conference on Primary Health Care Towards Universal Health Coverage and the Sustainable Development Goals

The cabinet approved the draft Astana Declaration on primary healthcare, as proposed by Ministry of Public Health. Should there be an amendment in parts that are not gist nor against the principle approved by the cabinet, Ministry of Digital Economy and Society is authorized to proceed, and inform the cabinet later of the amendment. Minister of Public Health or a representative is authorized to endorse the draft Declaration at the Second International Conference on Primary Health Care Towards Universal Health Coverage and the Sustainable Development Goals to be held during October 25-26, 2018 in Astana, Republic of Kazakhstan.

The draft Astana Declaration on primary healthcare expresses intent and commitment to respect, protect, and promote basic rights of all people and quality and safe healthcare services, strengthen primary healthcare, and to promote participation of all sectors in the society in the Government’s healthcare policy, etc.

Title: Draft Joint Statements for 36th ASEAN Ministers on Energy Meeting and associated meetings

The cabinet approved the following proposals made by Ministry of Energy:

1. Approved draft joint statements for 36th ASEAN Ministers on Energy Meeting, 15th ASEAN Ministers on Energy Meeting+3 (China, Japan, and South Korea), and 12th East Asian Summit (EAS) Energy Ministers' Meeting.

2. Approved for Minister of Energy or a representative to endorse the joint statements.

3. Should there be an amendment in parts that are not gist nor against the principle approved by the cabinet, Ministry of Energy is authorized to proceed without having to resubmit to the cabinet.

Gist

1. Gist of the draft joint statements for 36th ASEAN Ministers on Energy Meeting: performances and accomplishments of ASEAN member countries to achieve goals under the fisrt phase of APAEC (2016-2025), and congratulating the signing of a Memorandum of Understanding (MOU) between the Association of Southeast Asian Nations (ASEAN) and the International Renewable Energy Agency (IRENA).

2. Gist of the draft joint statements for 15th ASEAN Ministers on Energy Meeting+3 (China, Japan, and South Korea): promotion of energy cooperation and integrative market between ASEAN+3.

3. Gist of the draft joint statements for 12th East Asian Summit (EAS) Energy Ministers' Meeting: promotion of cooperation on tangible use of clean energy technology that will contribute to economic growth, energy security, and sustainable ecosystem of the region.

The 36th ASEAN Ministers on Energy Meeting, 15th ASEAN Ministers on Energy Meeting+3 (China, Japan, and South Korea), and 12th East Asian Summit (EAS) Energy Ministers' Meeting will be held on October 29-30, 2018 in the Republic of Singapore.
