The Cabinet met on Thursday, December 13, 2018, at Khon Kaen University, Nong Khai Campus, Nong Khai province. Some of the resolutions are as follows:

Title: Draft Ministerial Regulation on exemption of highway tolls on Motorways Route No. 7 and No. 9 (New Year toll fee exemption during 0001hrs of December 27, 2018- 2400hrs of January 3, 2019)

The cabinet approved in principle draft Ministerial Regulation on exemption of highway tolls on Motorways Route No. 7 and No.9 for an identified period of time (No. …), B.E…., as proposed by Ministry of Transport, and ordered for it to be forwarded to Office of Council of State for its consideration.

Gist:

The draft Ministerial Regulation stipulates toll fee exemption during New Year Holiday to alleviate heavy traffics, both inbound and outbound, on Motorways Route No. 7 (Motorway, Bangkok-Pattaya section) and No.9 (Outer Ring Road, Bang Pa In- Bang Phli section). The Ministerial Regulation will be in effect between 0001hrs of December 27, 2018 and 2400hrs of January 3, 2019.

Title: Draft Announcement of Office of Prime Minister and Ministry of Interior on quota of resident aliens in the Kingdom of Thailand for B.E….

The cabinet approved Draft Announcement of Office of Prime Minister and Ministry of Interior on quota of resident aliens in the Kingdom of Thailand for B.E…., as proposed by Ministry of Interior, and ordered for the Ministry to take into consideration opinions of the National Security Council.

Gist

In accordance with the Thai Immigration Act of 1979, the Draft Announcement of Office of Prime Minister and Ministry of Interior on quota of resident aliens in the Kingdom of Thailand for B.E…. prescribes no more than 100 resident aliens per country per year, and not exceeding 50 stateless aliens per year for 2019 (B.E. 2562).

Title: Draft Housing and Land Tax Act (No….), B.E…., and Draft Ministerial Regulation on Land to be exempted from Community Tax Assessment, B.E….

The cabinet approved in principle draft Housing and Land Tax Act (No….), B.E…., and Draft Ministerial Regulation on Land to be exempted from Community Tax Assessment, B.E…., as proposed by Ministry of Interior, and ordered for the laws to be scrutinized by Office of Council of State before being forwarded to National Legislative Assembly for deliberation.

The draft Housing and Land Tax Act (No….), B.E…. stipulates that assets and land owned by foreign trade and economic offices established under mutual agreement between the Thai Government and government of any particular country be exempted from housing and land, and community taxes. The draft Housing and Land Tax Act (No….), B.E…. will go into effect immediately after being published in the royal gazette.

Title: Draft MOU on legal and judicial affairs between Ministry of Justice of the Kingdom of Thailand and Ministry of Justice of Lao People’s Democratic Republic

The cabinet approved draft MOU on legal and judicial affairs between Ministry of Justice of the Kingdom of Thailand and Ministry of Justice of Lao People’s Democratic Republic, as proposed by Ministry of Justice. Should there be an amendment in parts that are not gist, Ministry of Justice is to seek advices from Ministry of Foreign Affairs’ Department of Treaties and Legal Affairs without having to resubmit to the cabinet for consideration. Minister of Justice or a representative is authorized as signatory of the MOU.

Gist

Scope of cooperation and activities under the MOU are prescribed as exchange of experiences and information on law and law enforcement, field visits, operational assistance, meetings and seminars, and personnel capacity enhancement. Agencies responsible as the laiason offices are: Office of Permanent Secretary to Ministry of Justice (Thailand), and Department of International Cooperation (Lao PDR).

Title: Request for approval on MOU on transport cooperation between Ministry of Transport of the Kingdom of Thailand and Ministry of Public Works and Transport of Lao People’s Democratic Republic

The cabinet approved draft MOU on transport cooperation between Ministry of Transport of the Kingdom of Thailand and Ministry of Public Works and Transport of Lao People’s Democratic Republic, as proposed by Ministry of Transport. Should there be an amendment in parts that are not gist, Ministry of Transport is to proceed without having to resubmit to the cabinet for consideration. Minister of Transport or a representative is authorized as signatory of the MOU.

Gist

The draft MOU on transport cooperation between Ministry of Transport of the Kingdom of Thailand and Ministry of Public Works and Transport of Lao People’s Democratic Republic stipulates cooperation on the implementation of GMS Cross Border Transport Facilitation Agreement (GMS CBTA); transport infrastructure development (e.g., construction of the 5th Friendship Bridge (Buang Kan-Bolikhamxay), feasibility study of the 6th Friendship Bridge (Ubon Ratchathani-Salavan), etc.), and other forms of cooperation.
