The Cabinet met on Tuesday, January 8, 2019, at the Government House. Some of the resolutions are as follows:
The cabinet approved in principle the draft Marine Insurance Act, B.E…., as proposed by Ministry of Finance, and ordered for it to be forwarded to Office of Council of State for deliberation before being submitted to National Legislative Assembly.
The Act is drafted as a specific law in line with the international standard (Marine Insurance Act 1906 and Britain’s Insurance Act 2015). Each section of the law is prescribed as follow:

The cabinet approved the directives on procurement of medicines and medical supplies listed on Thailand Innovation List, as proposed by Ministry of Finance.
The directives on procurement of medicines and medical supplies listed on Thailand Innovation List stipulates that public agencies procure medicines or medical supplies that are listed on Thailand Innovation List for the total value of no less than 30% of each agency’s procurement plan for generic-name medicines or medical supplies.
The cabinet approved the review of cabinet resolution, dated July 11, 2017, on “Bangkok - Nong Khai high-speed railroad infrastructure development project, phase 1 (Bangkok – Nakhon Ratchasima)”, and approved for Ministry of Transport to settle with domestic and overseas loans for State Railway of Thailand (SRT) to implement the project under the budget framework of 166,342.61 million Baht.
The cabinet approved Thailand’s membership in Asian Forest Cooperation Organization (AFoCO), with Ministry of Natural Resources and Environment, through Department of Forestry, being the main agency. The approval was also made for Ministry of Foreign Affairs to submit document of accession to the Government of the Republic of Korea or the Executive Director of the Secretariat. The Budget Bureau is to deliberate the budget for membership annual fee.
Asian Forest Cooperation Organization (AFoCO) was established at the ASEAN-ROK Special Ministerial Meeting on Forestry in 2014, in Busan, Republic of Korea, and in the 6th Meeting of the Dialogue for the Establishment of Asian Forest Cooperation Organization onSeptember 22, 2015. The aim is to promote cooperation on forest area conservation, sustainable forest management, green economy, and to address climate change. AFoCO’s official members are, so far, South Korea, Indonesia, Vietnam, Timor-Leste, Bhutan, Cambodia, and Myanmar.
The cabinet approved draft outcome documents of unofficial ASEAN Foreign Ministers' Meeting, and the 22nd ASEAN-EU Ministerial Meeting. Should there be an amendment in parts that are not gist nor against national interests, Ministry of Foreign Affairs is authorized to proceed without having to resubmit to the cabinet. Minister of Foreign Affairs or a representative is authorized to endorse the documents.
