The Cabinet met on Tuesday, January 15, 2019, at Lampang Rajabhat University, Lampang province. Some of the resolutions are as follows:
The cabinet approved the following 5 draft Ministerial Regulations on administrative division of Ministry of Energy for:

4. Draft Ministerial Regulations on administrative division of Department of Energy Business, Ministry of Energy, B.E….
5. Draft Ministerial Regulations on administrative division of Department of Alternative Energy Development and Efficiency, Ministry of Energy, B.E….
The cabinet approved the After Action Review (AAR) of the rescue operation at Tham Luang Khun Nam Nang Non National Forest, Chiang Rai province, as proposed by Ministry of Interior, and ordered for concerned agencies (i.e., Ministry of Defense, Ministry of Foreign Affairs, Ministry of Tourism and Sports, Ministry of Natural Resources and Environment, Ministry of Digital Economy and Society, Ministry of Public Health, the Budget Bureau, National Broadcasting and Telecommunication Commission- NBTC) to take action according to the AAR in order to upgrade the nation’s disaster risk management in accordance with the international standard, and to be in line with the national strategy on disaster risk management under National Disaster Prevention and Mitigation Plan (B.E. 2558).
1. Improve and enhance capacity for emergency management, personnel’s expertise, and equipment for rescue operation on par with an international level
Interior, Defense, public agencies, and private sector
2. Upgrade international cooperation both in and outside the Asian region through exchange of experiences, training, knowledge, knowhows, and technologies to enhance experiences of Thai rescue operation unit and emergency medical services

3. Develop and manage information communication network, promote adoption of digital technology in enhaning emergency operation capacity of public agencies

4. Provide budgetary support for the development of emergency disaster management system according to the international standard, and for provision of special rescue equipment for complex and specific disaster

5. Personnel development and capacity enhancement at the incident command level as part of the standard upgrade of the country’s emergency management

6. Determine response plan model for risk-prone areas at natural tourist destinations to be in line with the international standard.
Tourism and Sports, Interior, and Natural Resources and Environment
The cabinet approved Outcome of 4/2018 meeting of National Water Resources Board (NWRB), dated December 19, 2018, chaired by Prime Minister Gen. Prayut Chan-o-cha, as proposed by National Water Resources Office.
There are two agendas for acknowledgement, that is, 1) performance report of 4 sub-committees under NWRB (sub-committee on water resources management strategy, and sub-committee on scrutiny, analysis, follow up, and evaluation of water resources management, sub-committee on water resources management analysis and monitoring, and sub-committee on large-scale and mega projects), and 2) progress of projects and plans proposed at the cabinet retreats, and related policies given during Prime Minister and Deputy Prime Ministers’ field visits.
Two large-scale projects have been approved: 1) Bangkok Metropolitan Adminsitration (BMA)’s Prem Prachakorn Canal drainage tunnel construction project for the total budget of 9.8 billion Baht, and 2) Royal Irrigation Department’s Yom-Nan Canal improvement project for the total budget of 2.875 billion Baht. These 2 projects will later be submitted to the cabinet for its approval.
Draft 20-Year Master Plan for Water Resources Management and related criteria and direction for the formulation of an action plan under the Master Plan have also been approved at the 4/2018 meeting of National Water Resources Board (NWRB).
