The Cabinet met on Tuesday, February 12, 2019, at the Government House. Some of the resolutions are as follows:

Title: Draft Ministerial Regulation on Customs Checkpoints and Border Checkpoints (No. …), B.E. …. (Ban Huag Border Checkpoint)

The cabinet approved in principle the Draft Ministerial Regulation on Customs Checkpoints and Border Checkpoints (No. …), B.E. …. (Ban Huag Border Checkpoint), as proposed by Ministry of Finance, and ordered for it to be forwarded to Office of Council of State for deliberation before being proceeded.

Gist of the Draft Ministerial Regulation on Customs Checkpoints and Border Checkpoints (No. …), B.E. …. (Ban Huag Border Checkpoint)

1. Stipulates location of Ban Huag Border Checkpoint at Ban Huag, Moo 12, Phu Sang sub-district, Phu Sang district, Phayao province

2. Stipulates land borderline between the Kingdom of Thailand and Lao People’s Democratic Republic

The cabinet approved draft Commerce Ministerial Regulation on Stipulation of Coconut as Product to be complied with Import Reorganization Measure, B.E. …, as proposed by Ministry of Commerce, and ordered for it to be forwarded to the committee on draft laws and ordinances for deliberation before being proceeded.

The draft Commerce Ministerial Regulation on Stipulation of Coconut as Product to be complied with Import Reorganization Measure, B.E. …, stipulates coconuts to be imported only through Bangkok Port and Laem Chabang Port. The draft Commerce Ministerial Regulation is issued in accordance with Section 5 (6) of the Export and Import of Goods Act, B.E. 2522. Title: Road Safety Master Plan (2018-2021)

The cabinet approved Road Safety Master Plan (2018-2021), as proposed by the National Policy Committee for Prevention and Reduction of Road Accidents.

Road Safety Master Plan (2018-2021) has been formulated as the operational framework for all concerned sectors to mobilize their operation on road safety. The Master Plan consists of the following 4 strategies:

1. Road safety management system reform

2. Promotion of sustainable road safety culture

3. Thailand’s Road Safety 4.0

4. Pracharat (public-private partnership) for Road Safety The 20-year Road Safety Strategy (2018-2037) is also laid out, in relevance with the 20-year National Strategy, for long-term development of Thailand’s road safety.

Title: Approval of additional holiday for 2019

The cabinet made an approval for an extra National Holiday for 2019 as a special case, as proposed by Office of the Cabinet Secretariat. Gist is as follows:

1. Approved April 12, 2019 (Fri) as an extra National Holiday for 2019

2. State enterprises, the Bank of Thailand, and Ministry of Labor are to consider and make decision on the holiday for state enterprises, financial institutions, and private sector, respectively, as deemed appropriate.

3. In an event that a government agency is obligated to provide services to the public, or has appointment or duty on the day, that cancellation may affect public services, the agency shall make a decision on the holiday as deemed appropriate.

Announcing April 12, 2019 as an additional holiday will make 2 extra holidays in total for the year 2019, aside from May 6, 2019 which have been approved and announced earlier.

Title: Draft MOU between the Government of Kingdom of Thailand and the Government of Republic of the Union of Myanmar on anti-human trafficking cooperation

The cabinet approved the following proposals made by Ministry of Social Development and Human Security:

1. Approved the draft MOU between the Government of Kingdom of Thailand and the Government of Republic of the Union of Myanmar on anti-human trafficking cooperation

2. Approved for Ministry of Foreign Affairs to issue the Full Powers to Minister of Social Development and Human Security, who shall be the signatory of the MOU Should there be an amendment in parts that are not gist nor against national interest, Ministry of Social Development and Human Security is to proceed, and inform the cabinet later of the amendment.

Gist

The draft MOU between the Government of Kingdom of Thailand and the Government of Republic of the Union of Myanmar on anti-human trafficking cooperation is aimed to promote bilateral cooperation on anti-human trafficking between the two countries. Cooperation under the draft MOU include preventive measures of all forms, victim protection, cooperation on suppression of human trafficking, and return and social reintegration.

Title: Request for approval on amendment of Section 20 (1) of Convention on the Elimination of all Forms of Discrimination Against Women (CEDAW)

The cabinet approved an amendment of Section 20 (1) of Convention on the Elimination of all Forms of Discrimination Against Women (CEDAW), as proposed by Ministry of Social Development and Human Security

Gist

Section 20 (1) of Convention on the Elimination of all Forms of Discrimination Against Women (CEDAW) is amended to allow the Committee for Elimination of all Forms of Discrimination Against Women to convene for the total period of more than 2 weeks per year. This is to demonstrate Thailand’s endorsement on promotion of women’s rights since efficiency of the Committee is key factor to promotion of women’s rights and elimination of all forms of discrimination against women.

Title: Ratification on ASEAN Framework Agreement on the Facilitation of Cross Border Transport of Passengers by Road Vehicles (ASEAN CBTP)

The cabinet approved Thailand’s ratification on ASEAN Framework Agreement on the Facilitation of Cross Border Transport of Passengers by Road Vehicles (ASEAN CBTP), and approved for Ministry of Foreign Affairs to submit the instrument of ratification to ASEAN Secretary-General. This is as proposed by Ministry of Transport.

ASEAN Framework Agreement on the Facilitation of Cross Border Transport of Passengers by Road Vehicles (ASEAN CBTP) stipulates exchange of rights for passenger cross-border transport on specified land routes. The quota for passenger transport vehicles is up to 500 vehicles/nation. Nevertheless, the Immigration Office is ordered to conduct strict immigration screening process to prevent abuse of ASEAN CBTP in illegally entering the country.
