The Cabinet met on Monday, February 18, 2019, at the Government House. Some of the resolutions are as follows:
The cabinet approved the followings:
1. Approved in principle Finance Ministerial Regulation on Government cash advances to assist disaster victims in case of emergency, B.E. …, as proposed by Ministry of Finance.
2. Ministry of Finance was ordered to rush in proposing secondary laws under State Fiscal and Financial Disciplines Act, B.E. …
3. The Finance Ministerial Regulation prescribes cash advances for the following government agencies for immediate assistance or relief provision to disaster victims, while awaiting for disbursement of budget: Prime Minister Secretariat Office (100 million Baht), Office of Permanent Secretary to Defense Ministry (50 million Baht), Office of Permanent Secretary to Social Development and Human Security Ministry (10 million Baht), Office of Permanent Secretary to Agriculture and Cooperatives Ministry (50 million Baht), Office of Permanent Secretary to Interior Ministry (50 million Baht), Office of Permanent Secretary to Public Health Ministry (10 million Baht), Disaster Prevention and Mitigation Department (50 million Baht), and provincial offices of disaster prevention and mitigation (20 million Baht each).
Minister of Finance is authorized to make approval for other agencies, not stipulated in the Regulation, to have cash advances for immediate assistance or relief provision to disaster victims in cases of emergency, as deemed appropriate. The Finance Ministerial Regulation prescribes cash advances of 100 million Baht for the Royal Thai Army to use in cases related to border security that are caused by external threats. Commander-in-Chief of the Royal Thai Army is authorized to approve disbursement of cash advances to address the aforementioned situation.
The cabinet approved use of Pasak River watershed area (class 1BM) in Sub Lanka National Forest, Lopburi province for mining activities of Sila Khao Tambon Part., Ltd. Upon the approval, and approval of responsible agency for the watershed area, Ministry of Industry, through Department of Primary Industries and Mines, shall proceed according to related laws and regulations before granting mine concession certificate to Sila Khao Tambon Part., Ltd. This is as proposed by Ministry of Industry.
The cabinet approved use of watershed area (class 1B and 1BR) in Hin Tok sub-district, Nakhon Si Thammarat province for mining activities of Chutiwan Part., Ltd. Upon the approval, and approval of responsible agency for the watershed area, Ministry of Industry, through Department of Primary Industries and Mines, shall proceed according to related laws and regulations before granting mine concession certificate to Sila Khao Tambon Part., Ltd. This is as proposed by Ministry of Industry.
The cabinet approved the proposal made by Ministry of Commerce to assign the following law enforcement agencies (Internal Security Operations Command, Royal Thai Police, Royal Thai Army, Ministry of Interior, Ministry of Digital Economy and Society, Department of Special Investigation, Customs Department, Anti-Money Laundering Office, and Office of National Broadcasting and Telecommunications Commision) to continue with serious prevention and suppression of intellectual property infringement, both at shops and online sales, and to collaborate with agencies responsible for or owners of the places mentioned in the European Commission's Counterfeit and Piracy Watch List to prevent and suppress infringement in a tangible manner.
According to the European Commission's Counterfeit and Piracy Watch List, Thailand has been classified in “Priority 3” together with Brazil, Equador, Malaysi, Mexico, Philippines, and the U.S.
