The Cabinet met on Tuesday, March 5, 2019, at the Government House. Some of the resolutions are as follows:
The cabinet approved in principle Draft Labor Ministerial Regulation on permission for aliens’ work in the Kingdom as a special case for talents, investors, executives, and startups, as proposed by Ministry of Labor.
1. Stipulates revocation of Ministerial Regulation for talents, investors, executives, and startups to be exempted from The Royal Decree on Alien Working Management (B.E. 2560), dated January 29, 2018
2. Stipulates privileges for smart visa holders, spouse and children as follows:
a. No work permit required for talents, investors, executives, and startups to work in Thailand in occupations and professions that are not prohibited for foreign workers throughout the permitted stay
b. Spouse and children granted the right to stay and work in Thailand with no work permit required (Children wishing to work must be at least 18 years. The jobs must not be on the prohibited list of occupations and professions for foreigners).
The cabinet approved for The Siam Cement Pcl. to use watershed area (class 1A) in Thap Kwang-Muak Lek National Reserved Forests for limestone mining activity for the total area of approximately 3,311 Rais. This is as proposed by Ministry of Natural Resources and Environment.
The watershed area (class 1A) in Thap Kwang-Muak Lek National Reserved Forests is located in Muak Lek sub-district (Muak Lek district), and Thap Kwang sub-district (Kaeng Khoi district) in Saraburi province.
The cabinet approved the proposal made by Ministry of Labor to establish Temporary Data Collection Centre for Myanmar migrant workers in Muang district, Samut Sakhon province (Talay Thai Market) to promote labor relation and cooperation between Thailand and Myanmar, facilitate and enhance efficiency of Myanmar migrant worker management for mutual benefits.
The Temporary Data Collection Centre for Myanmar migrant workers will be operated for one year. Services will be provided for “Function A” and “Function B” labors of Myanmar nationality only.
The cabinet approved the proposal of Ministry of Transport for State Railway of Thailand (SRT) to implement construction of Light Red Line suburban railway between Taling Chan and Siriraj Hospital for the total budget of 6,645.03 million Baht (VAT included). Construction budget will be from domestic loans and national budget.
Section Taling Chan- Siriraj Hospital is an extension of the Light Red Line suburban railway serving the Wastern part of Bangkok, which will link with the MRTA Blue Line and Orange Line. Under the project, 16 train cars will be procured, and 3 new stations will be constructed (Talat Nam Taling Chan, Charan Sanitwongse, and Thonburi-Siriraj Stations). According to the Ministry of Transport, the Light Red Line suburban railway Taling Chan- Siriraj Hospital section will be opened for service in 2022.
The cabinet acknowledged Ministry of Education’s project on sub-district quality schools (secondary level).
The project on sub-district quality schools (secondary level) is aimed to develop secondary schools at the sub-district level to become the community center and a prototype for quality schools in the community. The goal is to develop 1-2 secondary schools per district into the quality schools. The implementation for 2019-2022 will be conducted in 3 phases as follows:
1) check and approval,
2) knowledge and immunity enhancement, and
3) developing into “community schools”.
