The Cabinet met on Tuesday, March 26, 2019, at the Government House. Some of the resolutions are as follows:
The cabinet approved in principle Three draft Royal Decrees on revocation of tax measures related to ROH and IHQ (Draft Royal Decree issued under the Revenue Code on reduction and exemption of income taxes (No. …), B.E. …, as proposed by Ministry of Finance.
The three draft Royal Decrees, proposed by Ministry of Finance stipulate revocation of tax privileges for Regional Operating Headquarters (ROH), and International Headquarters (IHQ) based in Thailand. This is to comply with Organisation for Economic Co-operation and Development (OECD)’s Base Erosion and Profit Shifting (BEPS) scheme. Thailand has become member of Inclusive Framework on Base Erosion and Profit Shifting (Inclusive Framework on BEPS) initiated by OECD, and if the country does not abide by the BEPS scheme, we may be given the status “Potentially Harmful” or “Actually Harmful” by Forum on Harmful Tax Practices (FHTP) and Inclusive Framework on BEPS, and may be listed as countries that are not complied with EU on tax cooperation.
The three draft Royal Decrees will take effect on the next day after being announced in the Royal Gazette.
The cabinet approved the proposal made by Ministry of Social Development and Human Security as follows:
1. Approved extension of timeframe for newborn subsidy (newborn – 6 years old), and expansion of income base of no more than 100,000 Baht/person/year. The approval will take effect from FY2019 onward.
Target groups are as follows:
1. Babies that were born within FY2016-2018 shall be eligible for the subsidy until they turn 6.
2. Babies that were born after October 1, 2015 who are eligible and have never been subsidized shall be subsidized from FY2019 onward until they turn 6.
3. Babies that were born during FY2019 shall be eligible for the subsidy until they turn 6.
The cabinet approved the following proposals made by Ministry of Public Health:
1. Approved in principle an Action Plan for “Genomics Thailand” (2020-2024)
2. Approved for Health Systems Research Institute (HSRI) as the main agency to mobilize the Action Plan, with Ministry of Public Health as focal point.
3. Approved for Eastern Economic Corridor Office of Thailand (EECO) to compile data on the need for the development of Genomics Thailand in order to provide proper investment privileges.
The Action Plan for Genomics Thailand20202024 covers the research area in genomic epidemiology to estimate genetic factors that influence susceptibility to specific diseases or traits among ThaisThe Action Plan consists of 6 following measures1Research and Implementation (focused areas are Cancer precision medicine, Rare and undiagnosed diseases, Non-communicable diseases, Non-invasive prenatal testing (NIPT), Newborn screening, Pharmacogenomics for rational drug use (RDU), and Precision health), 2) Service, 3) Data Analysis and Management, 4) Ethical, Legal and Social Implications (ELSI), 5) Human Resource Production and Development, and 6) New Industry Development.
The cabinet approved draft Financing Agreement between United Nations Development Programme (UNDP), and the Thai Government to support development of the 6th Thailand Human Development Report. Should there be an amendment in parts that are not gist, Ministry of Foreign Affairs is authorized to proceed without having to resubmit to the cabinet. Director-General of Department of International Organizations Ministry of Foreign Affairs is authorized as signatory of the Agreement. This is as proposed by Ministry of Foreign Affairs.
The Agreement stipulates UNDP financial support for the Thai Government to develop the 6th Thailand Human Development Report under the topic “Sufficiency Economy Philosophy: Empowering People and Communities to Achieve SDGs”.
