The Cabinet met on Tuesday, April 2, 2019, at the Government House. Some of the resolutions are as follows:
The cabinet acknowledged draft Ministerial Regulation on divisions of Office of Permanent Secretary to Ministry of Justice (No. …), B.E…., as scrutinized by Office of Council of State, and ordered for the draft Ministerial Regulation to be forwarded to Minister of Justice for signing, and for being announced in the Royal Gazette.
The draft Ministerial Regulation on divisions of Office of Permanent Secretary to Ministry of Justice (No. …), B.E…. is an amendment to the Ministerial Regulation on divisions of Office of Permanent Secretary to Ministry of Justice, B.E. 2561 to stipulate establishment of justice provincial offices 1-18 under the Office of Permanent Secretary to Ministry of Justice, as well as duty, responsibility, and authority of these offices.
The cabinet approved in principle the draft Ministerial Regulation on Transport Safety (No. …) B.E.… as proposed by Ministry of Transport, and ordered for the draft Ministerial Regulation to be forwarded to Office of Council of State for further scrutiny. Ministry of Transport is also to take comments of Office of National Economic and Social Development Board into consideration before proceeding.
The draft Ministerial Regulation on Transport Safety (No. …) B.E.… stipulates permitted commercial trucks and bus operators to come up with transport safety system and measures, and have buses and trucks equipped with safety devices, such as twist-locks, etc.
The cabinet acknowledged the report made by Ministry of Finance on Country Partnership Framework (CPF) between Thailand and the World Bank Group (2019-2022). The overarching goal of the CPF is to support Thailand’s transformation towards an innovative, inclusive and sustainable economy. The CPF aligns with Thailand’s 20 Year National Strategy (2017–2036); the Government’s NESDP 12; and SCD pathways and priorities; and World Bank Group’s comparative advantage. It also envisages WBG engagement with Thailand in leveraging its regional and global partnerships.
Two focus areas have been set under the CPF between Thailand and the World Bank Group as follows:
Focus Area 1 Promoting Resilient and Sustainable Growth. Four CPF objectives will concentrate on partnering with Thailand to promote the economy’s ability to attract higher private investment and maximize financing for development and sustainable growth.
Objective 1: Improve Thailand’s competitiveness and ease of doing business
Objective 2: Improve financial and fiscal institutions’ policy implementation
Objective 3: Strengthen the quality of Infrastructure investments
Objective 4: Address climate change and improve water resource management Focus Area 2 Strengthening Inclusion. Two CPF objectives will concentrate on partnering with Thailand to enhance the country’s social and economic inclusion by strengthening targeted support programs to the bottom 40; informing education system reforms; promoting community-driven development in conflict-affected areas; and contributing to end gender and sex orientation discrimination.
Objective 5: Strengthen the social protection and inclusion of vulnerable groups
Objective 6: Promote quality education for all and talent management
The cabinet approved draft ASEAN Secretariat’s Exchange of Notes on Second Renewal of Memorandum of Understanding between the Association of Southeast Asian Nations and the Government of Australia on the Second Phase of the ASEAN Australia Development Cooperation Program (AADCP II) and Revision to the MOU, as proposed by Ministry of Foreign Affairs.
Should there be an amendment in parts that are not gist, Ministry of Foreign Affairs is to proceed without having to resubmit to the cabinet for approval. Ministry of Foreign Affairs is also to notify the ASEAN Secretariat in Jakarta on the consent of the Thai Government to have ASEAN Secretary General or a representative sign the aforementioned document.
The Memorandum of Understanding between the Association of Southeast Asian Nations and the Government of Australia on the Second Phase of the ASEAN Australia Development Cooperation Program (AADCP II) will be renewed for another 2 years until December 31, 2021.
The cabinet approved in principle the draft Joint Statement of the 5th ASEAN Finance Ministers and Central Bank Governors' Meeting. Should there be an amendment in parts that are not gist nor against national benefits, Ministry of Finance is to proceed without having to resubmit to the cabinet for approval. Minister of Finance or a representative is approved as signatory of the Joint Statement. This is as proposed by Ministry of Finance.
The draft Joint Statement of the 5th ASEAN Finance Ministers and Central Bank Governors' Meeting prescribes economic situation and policy challenges, as well as integration and liberization of financial services, infrastructure fundraising, access to financial services, cyber immunity, etc. The 5th ASEAN Finance Ministers and Central Bank Governors' Meeting will be held in Chiang Rai province on April 5, 2019.
