The Cabinet met on Tuesday, April 9, 2019, at the Government House. Some of the resolutions are as follows:

Title: Request for extension of Natural Resources and Environment Ministerial Announcement on environmental protection areas at Surat Thani’s Taling-gnam, Bo Phut, Maret, Na Muang, Angthong, Lipa Noi sub-districts (Koh Samui district), and Koh Pha-ngan, Ban Tai, Koh Tao (Koh Pha-ngan districts)

The cabinet approved in principle an extension of Natural Resources and Environment Ministerial Announcement on environmental protection areas at Surat Thani’s Taling-gnam, Bo Phut, Maret, Na Muang, Angthong, Lipa Noi sub-districts (Koh Samui district), and Koh Pha-ngan, Ban Tai, Koh Tao (Koh Pha-ngan districts) for other 2 years from May 31, 2019 onward. This is as proposed by Ministry of Natural Resources and Environment.

Title: Request for extension of implementation for project to send southern Muslim Thai students from Southern-border provinces to continue their studies in various universities (10th Batch, 2019-2023)

The cabinet approved the followings:

Approved in principle the project to send southern Muslim students to continue their studies in various universities (10th Batch) during 2019-2023 as proposed by Ministry of Interior: Scholarship will be provided to the maximum of 44 students each year (27 scholarships for scientific fields, @40,000 Baht/scholarship, and 17 for social sciences, @30,000 Baht/scholarship (Ratio 60:40). Quota is set for insurgency-affected students in the 3 southernmost provinces at 2 scholarships per province.Universities to receive southern Muslim students are: 1) Kasetsart University, 2) Chulalongkorn University, 3) Thammasat University, 4) Silpakorn University, 5) Mahidol University, 6) Srinakharinwirot University, 7) Chiang Mai University, 8) Khon Kaen University, and 9) Prince of Songkla University.

Title: Nomination of cultural heritages in the World Heritage Centre’s Tentative List

The cabinet approved the following proposals made by Ministry of Natural Resource and Environment: Approved nomination document for “The Ancient Town of Si Thep” (Phetchabun province) to be included in the World Heritage Centre’s Tentative ListApproved nomination document for “Ensemble of Phanom Rung, Muang Tam and Plai Bat Sanctuaries” (Burirum province) to be included in the World Heritage Centre’s Tentative ListApproved for chair of national committee on the World Heritage Convention to sign the aforementioned nomination documentsAcknowledged establishment of a working committee to mobilize nomination of old cultural and natural heritages, with Office Of Natural Resources and Environmantal Policy and Planning as the focal point to collaborate with other concerned agencies.

Title: Draft Memorandum of Understanding between the Government of the Kingdom of Thailand and the Government of the Republic of Indonesia on creative industry cooperation

The cabinet approved the draft Memorandum of Understanding between the Government of the Kingdom of Thailand and the Government of the Republic of Indonesia on creative industry cooperation. Should there be an amendment in parts that are not gist nor against national interests, Creative Economy Agency, Pcl. is to work out together with Ministry of Foreign Affairs without having to resubmit to the cabinet for its consideration. Chair of Creative Economy Agency, Pcl. Is authorized to sign the draft MOU between the Government of the Kingdom of Thailand and the Government of the Republic of Indonesia on creative industry cooperation. Ministry of Foreign Affairs is to issue the Full Powers to the signatory. This is as proposed by Creative Economy Agency, Pcl.

Gist

Draft Memorandum of Understanding between the Government of the Kingdom of Thailand and the Government of the Republic of Indonesia on creative industry cooperation prescribes promotion of people-to-people cooperation and human resources development in the field of creative industry. Areas of cooperation include: 1) advertisement, 2) architecture, 3) broadcasting content, 4) handicrafts, 5) food culture, 6) digital content, 7) fashion, 8) movies, 9) animations, 10) interior design, 11) product design, 12) furniture design, 13) graphic design, 14) fine arts, 15) video games, 16) music, 17) performing arts, 18) printings, 19) photography, and 20) others.

Title: Memorandum of Understanding between the Government of the Kingdom of Thailand, Union Federation, Employer Federation, and International Labor Organizatio (ILO) on Decent Work Country Program (DWCP)

The cabinet approved draft Memorandum of Understanding between the Government of the Kingdom of Thailand, Union Federation, Employer Federation, and International Labor Organizatio (ILO) on Decent Work Country Program (DWCP) 2019-2021, and draft Decent Work Country Program (DWCP) 2019-2021. Should there be an amendment in parts that are not gist nor against national interests, Ministry of Labor is to preceed without having to resubmit to the cabinet for its consideration. Minister of Labor or a representative Is authorized to sign the draft MOU between the Government of the Kingdom of Thailand, Union Federation, Employer Federation, and International Labor Organizatio (ILO) on Decent Work Country Program (DWCP), on behalf of the Thai Government, together with representatives of the Union Federation, Employer Federation, and International Labor Organizatio (ILO). This is as proposed by Ministry of Labor.

Gist

Decent Work Country Program (DWCP) is a cooperation framework that ILO develops together with member countries to lay out related strategies, directions, and goals with an aim for “Promotion of Decent Work for All”. Thailand’s DWCP prescribes 3 significances: 1) promoting environment for good and effective employment, 2) reinforcing labor protection, especially vulnerable labors, and 3) monitoring labor market to be in line with international labor standards.

Title: Request for African Swine Fever Preparedness and Response Plan as national agenda

The cabinet approved African Swine Fever Preparedness and Response Plan as national agenda, as proposed by Ministry of Agriculture and Cooperatives. Budget related to monitoring, prevention, and quarantine processes for FY2019 is approved at 53,604,900 Baht. Main agency for the operation is the Livestock Department.
