The Cabinet met on Wednesday, April 24, 2019, at the Government House. Some of the resolutions are as follows:
The cabinet approved in principle the draft Royal Decree on Standardization of Insulated Glass Industrial Products, B.E. …, as proposed by Ministry of Industry, and ordered for the draft Royal Decree to be forwarded to Office of Council of State before being proceeded.
The draft Royal Decree on Standardization of Insulated Glass Industrial Products, B.E. … prescribes standard of insulated glass products to be in accordance with TIS (Thai Industrial Standard) No. 1231-2560, under Industry Ministerial Announcement #5068 (B.E. 2561). This is to be in effect 365 days after being announced in the Royal Gazette.
The cabinet approved in principle the draft Royal Decree prescribing locations and opening date of Taling Chan Civil Court, Phra Khanong Civil Court, Minburi Civil Court, Taling Chan Criminal Court, Phra Khanong Criminal Court, and Minburi Criminal Court, B.E. … (Opening date: August 1, 2019), as proposed by Office of the Judiciary.
The draft Royal Decree prescribes locations of Taling Chan Civil Court and Taling Chan Criminal Court at Taling Chan district, Phra Khanong Civil Court and Phra Khanong Criminal Court at Bangna district, and Minburi Civil Court and Minburi Criminal Court at Minburi district. All of the aforementioned courts will be opened for operation from August 1, 2019 onward.
The cabinet acknowledged component of Thai delegation to the 14th Conference of the Parties to the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal, 9th Conference of the Parties to Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade, and 9th Conference of the Parties to Stockholm Convention on Persistent Organic Pollutants, and approved Thailand’s position for the aforementioned Conferences of the Parties. Should there be an amendment in parts that are not gist nor against national interest, head of the Thai delegation is authorized to exercise judgment and proceed without having to resubmit to the cabinet for consideration. This is as proposed by Ministry of Natural Resource and Environment.
The Thai delegation to the 14th Conference of the Parties to the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal, 9th Conference of the Parties to Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade, and 9th Conference of the Parties to Stockholm Convention on Persistent Organic Pollutants comprises 21 delegates with Director-General of Pollution Control Department as head of the Thai delegation.
Thailand’s position for the aforementioned Conferences of the Parties is to endorse implementations according to the principle and goals of the 3 Conventions in protecting human health and environment, taking into account diversified circumstances and special needs of the developing countries, through technical and financial assistance, technology transfer, and promotion of cooperation.
The cabinet approved Doha Declaration, and authorized Minister of Foreign Affairs, or a representative to adopt the Declaration. Should there be an amendment in parts that are not gist nor against national interest, Ministry of Foreign Affairs is authorized to exercise judgment and proceed without having to resubmit to the cabinet for consideration. This is as proposed by Ministry of Foreign Affairs.
Doha Declaration underscores “Partner in Progress” of the Asia Cooperation Dialogue, which focuses on sustainable development on socio-economic, environment, and security dimensions in the Asian region. The Doha Declaration also prioritizes anti-terrosim of all forms, cyber security, anti-human trafficking, promotion of human rights, SMEs development, promotion of free trade, investment integration in Asia, setting up of development fund for ACD member states, and cultural exchange, etc.
