The cabinet met on April 30, 2019, at the Government House. Some of the resolutions are as follows:
The cabinet approved in principle the draft Royal Decree on standardization of motorcycle industrial products, B.E...., as proposed by Ministry of Industry, and ordered for it to be forwarded to Office of Council of State before being proceeded.
The draft Royal Decree on standardization of motorcycle industrial products, B.E.... prescribes standard of motorcycle products to be in accordance with TIS (Thai Industrial Standard) No. 2915-2561, under Industry Ministerial Announcement #5126 (B.E. 2562). This is to be in effect 120 days after being announced in the Royal Gazette.
The cabinet approved in principle the draft Prime Minister's Office Regulation on implementation related to climate change (No. ...) B.E. ..., as proposed by Ministry of Natural Resource and Environment.
The draft Prime Minister's Office Regulation is an amendment to the component of National Policy Committee for Climate Change. Secretary-General of National Water Resources Office is included as a committee member by position to also cover climate change policy in water resource dimension. Secretary-General of “National Economic and Social Development Commission” (as a committee member) has also been changed to Secretary-General of “National Economic and Social Development Council” in accordance with an Act on National Economic and Social Development Council.
The cabinet approved the Power Development Plan for 2018-2037 (PDP2018), as proposed by Ministry of Energy.
PDP2018 will be a primary plan for Thailand’s power acquisition to accommodate economic growth and future increase of population. The goal is set for 77,211 megawatts of power generation in 2037 (currently, 46,090 megawatts). Efficiency of power generation and transmission system, renewable and alternative energy system, and Smart Grid will also be enhanced.
The cabinet approved 2019 mid-year economic stimulus measures and tax incentives to promote domestic spending, as proposed by Ministry of Finance. Detail is as follows:
1. Mid-year economic stimulus measures through state welfare cards
- People with disabilities to receive additional 200 baht per person per month for a period of 5 months from May to September 2019.
- Farmers to receive 1,000 baht per person (once) for buying fertilizers, pesticides and other production factors
- Parents whose children are still studying will receive 500 baht per person (once) for school supply related expenses
- State welfare cardholders (low income earners) will have 500 Baht/person/month for 2 months (May and June) added to their card for the expenses paid at Thong Fah Pracharat stores
2. Tax incentives to promote domestic spending and e-tax system
- Tax deduction for expenses of up to 15,000 Baht for domestic tours, accommodations, and homestays in primary cities, and up to 20,000 Baht for similar expenses in the secondary cities (expenses paid during April 30-June 30, 2019)
- Tax deduction for educational and sports related expenses of up to 15,000 Baht (expenses paid during May 1-June 30, 2019)
- Tax deduction for spending on OTOP products of up to 15,000 Baht (expenses paid during April 30-June 30, 2019)
- Tax deduction for spending on books and e-books of up to 15,000 Baht (expenses paid during January 1- December 31, 2019)
- Tax deduction of up to 200,000 baht for buyers of a house (with land) or a condominium worth no more than 5 million Baht (expenses paid during April 30-December 31, 2019)
The budget of 13,210 million Baht will be allocated to cover the above economic stimulus measures.
