The cabinet met on May 21, 2019 at the Government House. Some of the resolutions are as follows:

Title: Draft Regulation of Office of the Civil Service Commission on continuation in government service of civil servants with 60 years of age (No. ...), B.E. ...

The cabinet approved in principle the draft Regulation of Office of the Civil Service Commission on continuation in government service of civil servants with 60 years of age (No. ...), B.E. ..., as proposed by Office of the Civil Service Commission.

Gist

The principle of the draft Regulation of Office of the Civil Service Commission on continuation in government service of civil servants with 60 years of age (No. ...), B.E. ... will remain the same as the Regulation of Office of the Civil Service Commission on continuation in government service of civil servants with 60 years of age, B.E. 2552, issued under the Civil Service Act, B.E. 2551, which stipulates continuation in government service for no more than 10 years of civil servants who attains the age of sixty years at the end of the budget year, and who have sat in the positions that need to perform technical duties or duties requiring individual skills for no less than a year. However, they need not remain in the same position, and additional position must not be created to accommodate civil servants prescribed under the Regulation. This is in a bid to address shortage of personnel in technical duties and the fields in need in the public sector, and to accommodate Thailand's entering of ageing society.

Title: Overview of National Holidays and Announcement of May 4th as Coronation Day

The cabinet acknowledged the proposals made by the Cabinet Secretariat as follows:

1. Acknowledged announcement of May 4th of each year as Coronation Day and a national holiday.

2. Acknowledged overview of national holidays (19 days), while holidays of financial institutions and labor sector will be decided by respective authority.

Gist

The Cabinet Secretariat reported that His Majesty King Maha Vajiralongkorn has graciously accessed to the throne on May 4, 2019, so it is appropriate that May 4th of each year be observed as the Coronation Day and a national holiday. Overview of the 19 national holidays is as follows:

Title: Ratification of an Agreement on Establishment of ASEAN Coordinating Centre for Animal Health and Zoonoses (ACCAHZ)

The cabinet acknowledged an Agreement on Establishment of ASEAN Coordinating Centre for Animal Health and Zoonoses (ACCAHZ), and assigned Ministry of Foreign Affairs to prepare ratification of the Agreement and submit to the ASEAN Secretariat. Ministry of Agriculture and Cooperatives is to collaborate with other concerned agencies in drafting a Royal Decree on privileges and immunities of ACCAHZ, and the Template of Host Country Agreement for the establishment of ACCAHZ.

Establishment of the ASEAN Coordinating Centre for Animal Health and Zoonoses is an obligation under ASEAN Economic Community Blueprint, which will enhance Thailand’s leading role in control, prevention, and elimination of animal and zoonotic diseases at the regional and international levels

Title: Outcomes of the 22nd ASEAN – The European Union (EU) Ministerial Meeting

The cabinet acknowledged outcomes of the 22nd ASEAN – The European Union (EU) Ministerial Meeting, held in Brussels, Belgium on January 21, 2019, and the outcomes of bilateral meetings during the aforementioned Ministerial Meeting. Concerned agencies are assigned to follow up and proceed with the outcomes. This is as proposed by Ministry of Foreign Affairs.

Gist of the outcome of the 22nd ASEAN – The European Union (EU) Ministerial Meeting concerns issues of cooperation between ASEAN and EU, e.g., strategic partnership, Thailand’s ASEAN chairmanship and issues of chairman’s priority, FTA negotiation between ASEAN and EU, an agreement on aviation transport between ASEAN and EU, etc.

Bilateral meetings during the aforementioned Ministerial Meeting are the meetings between Thai Minister of Foreign Affairs and Minister of Foreign Affairs of Hungary, Bulgaria, Poland, Luxemburg, and Malta, and Deputy Minister of Greece. Issues of discussion included invitation for investment at Thailand’s Eastern Economic Corridor, and issues related to Rakhine State dispute.

Concerned agencies that are responsible for tangibly implementing tasks according to the outcomes of the 22nd ASEAN – The European Union (EU) Ministerial Meeting are Ministry of Defense, Ministry of Social Development and Human Security, Ministry of Agriculture and Cooperatives, Ministry of Transport, Ministry of Natural Resources and Environment, Ministry of Digital Economy and Society, Ministry of Energy, Ministry of Commerce, Ministry of Justice, Ministry of Culture, Ministry of Science and Technology or newly-established Ministry of Ministry of Higher Education, Science, Research and Innovation, Ministry of Education, Office of Board of Investment, Office of Eastern Economic Corridor Policy Committee, National Security Council, Office of National Economic and Social Development Board, and the Royal Thai Police.
