The cabinet met on May 28, 2019 at the Government House. Some of the resolutions are as follows:
The cabinet approved the proposal of Ministry of Transport as follows: Approved for State Railway of Thailand (SRT) to implement railway construction project, route Ban Phai- Maha Sarakham- Roi Et- Mukdaharn- Nakhon Panom for the total budget of 66,848.323 million Baht. Construction period is set for 8 years (2018-2025). Tender for the construction will be held by means of the e-bidding process.Project expenditure will be solely shouldered by the Government.Approved in principle the draft Royal Decree on identification of land to be expropriated for the project.Gist
The railway construction project, route Ban Phai- Maha Sarakham- Roi Et- Mukdaharn- Nakhon Panom is a part of Thailand’s 3rd Phase Transport Infrastructure Development Strategic Plan (2015-2023) which aims to develop inter-city rail network along the East-West Corridor and Upper East – West Economic Corridor. The rail route features 355 kilometer in distance, 30 stations, 1 junction, 3 cargo areas, and 3 cargo storages. The route pases 70 sub-districts and 19 districts in 6 provinces.
The cabinet acknowledged inspection result on Thailand’s aviation safety as proposed by Ministry of Transport.
Representatives of the International Civil Aviation Organization (ICAO) conducted Full ICAO Coordinated Validation Mission (Full ICVM) on Thailand’s aviation safety during May 13-22, 2019.
Inspection was made in 7 areas, i.e., rules and regulations, regulatory mechanism, officer authorization, airside operations, fleet airworthiness, flight services, and airport facilities.
According to the Preliminary Debriefing, Thailand was given 65.07% of Effective Implementation (EI) score for aviation safety set by ICAO, and has passed the 60% threshold.
In the past 4 years, the country’s IE score has almost doubled. In 2015 when being red-flagged, the score was at 34.20%. It had, then, increased to 41.46% in 2017, and later to 65.07% this year, which is comparable to the average score of all 193 ICAO member countries. ICAO commended Thailand’s progress and commitment in addressing aviation safety in a tangible and systematical manner.
The cabinet acknowledged Outcome of the 1/2019 Meeting on Combating IUU Fishing in Partnership with the EU held on February 13-15, 2019, as proposed by the IUU Fishing sub-committee.
Issues discussed at the 1/2019 Meeting on Combating IUU Fishing in Partnership with the EU, held on February 13-15, 2019, included:
1) monitoring, control and surveillance (MCS),
2) management of fishing vessels,
3) law enforcement,
4) traceability system, and catch certificate,
5) regional fishery management organization, and
6) extension of cooperation on IUU Fishing at the ASEAN level.
The cabinet approved 3 draft documents for the 1st UN – Habitat Assembly, namely,
1) Rules of Procedures of the UN – Habitat Assembly,
2) Rules of Procedures of the UN – Habitat Executive Board,
3) Ministerial Declaration for the 1st UN – Habitat Assembly.
Should there be an amendment in parts that are not gist nor against national interests, Ministry of Social Development and Human Security is authorized to proceed without having to resubmit to the cabinet.
The Thai delegation is scheduled to attend the 1st UN – Habitat Assembly during May 27-31, 2019 in Nairobi, Kenya. Overarching theme of the meeting is “Innovation for a Better Quality of Life in Cities and Communities”, and the sub theme “Accelerated Implementation of the New Urban Agenda towards Achievement of the Sustainable Development Goals”. The aforementioned documents will be adopted at the meeting.
