This is as proposed nu National Water Resources Office. The 14 draft Royal Decrees stipulate 14 river basins throughout the country for the purpose of efficient management of water resources at the river basin level.
The cabinet approved draft Declaration for the 5th Conference on Interaction and Confidence Building Measures in Asia (CICA), and approved for Minister of Foreign Affairs or a representative, as special representative of the Prime Minister, to adopt the draft Declaration. Should there be an amendment Prime Minister’s special representative may proceed, and inform the cabinet later of the amendment. This is as proposed by Ministry of Foreign Affairs.
Ministry of Foreign Affairs reported that Minister of Foreign Affairs is scheduled to attend the 5th Conference on Interaction and Confidence Building Measures in Asia (CICA) during June 14-15, 2019 in Dushanbe, Republic of Tajikistan, where Dushanbe Declaration will be adopted as the outcome document. The Declaration prescribes promotion of interaction and confidence building among CICA member states in confronting with various problems and challenges through 5 dimensions of cooperation framework, that is, politics and military, economic affairs, new forms of threat and challenge, environment, and human.
The cabinet approved 3 documents: 1) ASEAN Leaders’ Vision Statement on Partnership for Sustainability, 2) An ASEAN Indo – Pacific Outlook, and 3) Chairman’s Statement of the 34th ASEAN Summit, to be adopted and issued by Thailand, as ASEAN chair. Should there be an amendment in parts that are not gist nor against national interests, Ministry of Foreign Affairs is to proceed without having to resubmit to the cabinet. The Prime Minister or a representative is assigned to endorse documents in 1) and 2), and issue 3) as chair of the 34th ASEAN Summit. This is as proposed by Ministry of Foreign Affairs.
Thailand will host the 34th ASEAN Summit on June 22-23, 2019 in Bangkok, where 4 documents will be adopted and the other will be issued. Ministry of Foreign Affairs, this time, proposed 3 documents since the other 2, that is, Bangkok Declaration on Combating Marine Debris in ASEAN Region, and Chairman’s Statement on the ASEAN Cultural Year 2019, have been approved by the cabinet at an earlier meeting.
The cabinet approved the following proposals made by Ministry of Transport:
1. Approved drafting and signing of an Agreement between Government of Kingdom of Thailand and Government of Lao People’s Democratic Republic on Construction of 5th Thai-Lao Friendship Bridge (Bueng Kan- Bolikhamxai).
2. Approved for Ministry of Foreign Affairs to issue the Full Powers to Minister of Transport or a representative for the signing.
Construction project of the 5th Thai-Lao Friendship Bridge (Bueng Kan- Bolikhamxai) is a result of an agreement between both countries during Deputy Prime Minister (Somkid Jatusripitak)’s visit to Lao PDR on May 23-25, 2017, and the cabinet’s acknowledgement made on May 30, 2017. The date of signing is yet to be decided.
The cabinet approved 3 draft outcome documents for G20 Ministerial Meeting on Energy Transitions and Global Environment for Sustainable Growth, that is,
1) Communique (Global Environment),
2) G 20 Implementation Framework for Actions on Marine Plastic Litter, and
3) G20 Communique Joint part (Energy and Environment). It also approved for head of the Thai delegation to endorse the aforementioned outcome documents. Should there be an amendment in parts that are not gist nor against national interests, head of the Thai delegation may proceed without having to resubmit to the cabinet. This is as proposed by Ministry of Natural Resources and Environment.
