The cabinet met on June 18, 2019 at the Government House. Some of the resolutions are as follows:

Title: Eight Draft Royal Decrees stipulating River Basins

The cabinet approved in principle 8 draft Royal Decrees stipulating River Basins, as proposed by National Water Resources Office, and ordered for the draft Royal Decree to be forwarded to Office of Council of State for deliberation before proceeding.

Gist

The 8 draft Royal Decrees stipulate 8 river basins throughout the country for the purpose of efficient management of water resources at the river basin level. They are:

Title: Draft 20-Year Master Plan on Water Resource Management (2018-2037)

The cabinet approved the following proposals made by the National Water Resources Office:

1. Approved the Draft 20-Year Master Plan on Water Resource Management (2018-2037)

2. Assigned concerned agencies to adopt the Master Plan as framework for their plans and action plans related to water resource management.

3. Assigned National Water Resources Office to follow up and evaluate the achievement on implementing the Draft 20-Year Master Plan on Water Resource Management (2018-2037)

The Draft 20-Year Master Plan on Water Resource Management (2018-2037) is an amendment on key issues and details of the Strategic Plan on Water Resource Management (2015-2026) to be in line with Strategy 5 of the 20-Year National Strategy (Strategy for Environmentally-Friendly Growth for Sustainable Development). The aim is to:

1) improve the whole system of water management (river basins) to enhance national water security,

2) increase productivity and value-added of water, and promote prudent use of water, and

3) conserve and rehabilitate rivers, canals, and natural water sources throughout the country.

Core agencies responsible for mobilization of the Draft 20-Year Master Plan on Water Resource Management (2018-2037) are National Water Resources Office, Ministry of Interior, Ministry of Agriculture and Cooperatives, and Ministry of Natural Resources and Environment. The Master Plan consists of 28 strategies and 54 work plans to address the following issues:

1) management of consumption water,

2) promotion of water security in production sector,

3) flood and inundation management,

4) management of water quality and conserveation of water resource,

5) rehabilitation of forested watersheds and soil erosion prevention, and 6) general management.

Title: Request for approval on drafting and signing of the Memorandum of Understanding on the Opening of Additional Routes and Border Crossing Under Protocol 1 of the CBTA

The cabinet approved drafting and signing of the Memorandum of Understanding on the Opening of Additional Routes and Border Crossing Under Protocol 1 of the CBTA as proposed by Ministry of Transport, and authorized Minister of Transport or a representative as signatory of the draft MOU. Ministry of Foreign Affairs is to issue the Full Powers to Minister of Transport or a representative for the signing. Should there be an amendment in parts that are not against the principle approved by the cabinet, Ministry of Transport could proceed and inform the cabinet later of the amendment.

Gist

Additional corridors, routes, and points of entry and exit (Border Crossings) under Protocol 1 of the Greater Mekong Subregion Cross-Border Transport Facilitation Agreement (CBTA) have been designated at the meeting of National Transport Facilitation Committee, dated July 15, 2016. Among the additional corridors, routes, and points of entry and exit, the following 5 routes and 6 points of entry and exit will cross pass Thailand:

2. Nabule- Bangkok / Phu Nam Ron

3. Laem Chabang- Srae Ambel (Serei Saophoan) / Aranyaprathet and Nong Ian

4. Bangkok- Hanoi / Nakhon Panom

5. Ubon Ratchathani- Laem Chabang or Bangkok / Chong Mek

Title: Request for approval on documents of cooperation and draft declaration for the 13th ASEAN Defence Ministers’ Meeting (13th ADMM) and draft Joint Statement of the 6th ASEAN Defence Ministers’ Meeting Plus (6th ADMM-Plus)

The cabinet approved documents of cooperation and draft declaration for the 13th ASEAN Defence Ministers’ Meeting (13th ADMM) and draft Joint Statement of the 6th ASEAN Defence Ministers’ Meeting Plus (6th ADMM-Plus) (8 documents), and authorized Minister of Defense or a representative to sign and adopt the aforementioned documents. Should there be an amendment in parts that are not gist nor against the principle approved by the cabinet, Ministry of Defense is assigned to proceed as appropriate. This is as proposed by Ministry of Defense.

The 13th ADMM will be held on July 10-12, 2019 in Bangkok, and the 6th ADMM-Plus is scheduled on November 16-18, 2019, during which 8 following documents will be signed and adopted:

1. Draft Concept Paper on Guidelines for Assessment of the ADMM Initiatives

2. Draft Concept Paper on the Role of ASEAN Defence Establishments in Supporting Border Management

3. Draft Concept Paper on the Expansion of the ASEAN Direct Communications Infrastructure (ADI) in the ADMM Process to the Plus Countries

4. Draft concept on Establishment of ASEAN Military Medicine Conference

5. ASEAN Our Eyes (Draft TOR of ASEAN Our Eyes

6. Draft ADMM Guidelines for Maritime Interaction

7. Draft Joint Declaration of the ASEAN Defence Ministers on Sustainable Security

8. Draft Joint Statement by the ADMM-Plus Defence Ministers on Advancing Partnership for Sustainable Security
