The cabinet approved in principle: 1) Draft Ministerial Regulation on request for permission to work, issuance of work permit, and notification of working of aliens, B.E. …, 2) Draft Ministerial Regulation on qualifications and prohibited characteristics of aliens to be approved for work permit, B.E. …, and 3) Draft Ministerial Regulation on fees and exemption of fee on working of alien management, B.E. … This is as proposed by Ministry of Labor.
The cabinet acknowledged the draft Ministerial Regulation on revision of administration of National Water Resources Office (Prime Minister’s Office), B.E. … The Cabinet Secretariat is ordered to forward the draft Regulation to National Water Resources Office for the signing of the Prime Minister before being announced in the Royal Gazette.

The cabinet approved the following proposals made by Ministry of Digital Economy and Society: 1.Approved for the Ministry to launch Pracharat internet network as Open Access Network service to cover 24,700 villages to promote public access to high-speed internet at reasonable service fees, and to address social inequality.
2.Ordered for all concerned agencies to make use of Pracharat internet network in enhancing efficiency of their public services, e.g., e-Health e-Learning e-Agriculture e-Commerce, and e-Government. This is to ensure that the people get equal access to public services, and receive prompt and correct information from the Government under Pracharat framework.
The cabinet approved the draft Memorandum of Understanding (MOU) on sending of Thai labors to Republic of Korea under Employment Permit System (EPS). Should there be an amendment in parts that are not gist, Ministry of Labor is authorized to proceed. Minister of Labor is also authorized to sign the draft MOU with the Full Powers issued by Ministry of Foreign Affairs.
The Memorandum of Understanding (MOU) on sending of Thai labors to Republic of Korea under Employment Permit System (EPS) was drafted to replace the previous one which has expired on June 23, 2018. However, it is stipulated that the previous MOU remain effective during the process of drafting of the new MOU. The Memorandum of Understanding (MOU) on sending of Thai labors to Republic of Korea under Employment Permit System (EPS) has been revised to adopt Shouth Korea’s Point System (EPS – Test of Proficiency in Korean : TOPIK, and physical ability test) in recruiting labors to work in the country.
The cabinet approved Thailand’s attendance at the 2019 G20 Summit, where G20 Osaka Leaders’ Declaration will be adopted and Osaka Declaration on Digital Economy will be endorsed. Should there be an amendment to the above documents in parts that are not gist nor against Thailand’s interests, Ministry of Foreign Affairs is authorized to proceed without having to resubmit to the cabinet for consideration.
The 2019 G20 Summit will be held in Osaka, Japan during June 28-29, 2019.
