The cabinet met on July 2, 2019 at the Government House. Some of the resolutions are as follows:
The cabinet approved the resolution of Central Committee on Prices of Goods and Services on prescription of 52 controlled goods and services for 2019 (46 goods and 6 services), as proposed by Ministry of Commerce.
The Central Committee on Prices of Goods and Services, in its 3/2019 meeting on June 28, 2019 has come to the following resolutions: Approved for existing 45 goods and 6 services to remain in the list of controlled goods and servicesRevoked 1 item of controlled goods: sweetened condensed full cream milk, condensed milk, recombined milk, and filled milk.Added an additional item to the list of controlled goods and services, onions, to address price decline of onion during its season and smuggling of onions from other countries. This is to be fair with the farmers.Approved 52 controlled goods and services for 2019 (46 goods and 6 services) under 10 categories (paper and paper products, transport equipment, agricultural factors, petroleum products, medical and pharmaceutical products, construction materials, agricultural products, consumer goods, food, and others), and 1 service category.
The cabinet acknowledged and approved adoption of the United Nations Security Council (UNSC)'s resolution 2462 (2019) on anti-terrorism. Concerned agencies, namely, Ministry of Defense, Ministry of Finance, Ministry of Transport, Ministry of Digital Economy and Society, Ministry of Commerce, Ministryof Interior, Ministry of Justice, National Intelligence Agency, Office of the National Security Council, Anti-Money Laundering Office, the Royal Thai Police, Bank of Thailand, and Office of the Attorney General, are assigned to implement accordingly, and report to Ministry of Foreign Affairs on related implementations, challenges, and obstacles for the matters to be forwarded to UNSC. This is as proposed by Ministry of Foreign Affairs.
Ministry of Foreign Affairs proposed to the cabinet to acknowledge and adopt United Nations Security Council (UNSC)'s resolution 2462 (2019) on anti-terrorism, which was adopted by the Security Council at its 8496th meeting, on 28 March 2019 to reaffirm that terrorism in all forms and manifestations constitutes one of the most serious threats to international peace and security and that any acts of terrorism are criminal and unjustifiable regardless of their motivations, whenever, wherever and by whomsoever committed. Thailand, as member state, implement the comprehensive international standards embodied in the revised Forty FATF Recommendations on Combating Money Laundering, and the Financing of Terrorism and Proliferation and its interpretive notes. UNSC’s resolution 2462 also stresses the need for robust implementation of the measures outlined in paragraph 1 of resolution 2368 (2017) and urges all States to participate actively in implementing and updating the ISIL (Da’esh) & Al-Qaida Sanctions List and to consider including, when submitting new listing requests, individuals and entities involved in the financing of terrorism. These measures are already in line with Thailand’s anti-terrorism missions and policy.
The cabinet approved drafting and signing of Agreement for the facilitation of Search for Aircrafts in Distress between the Kingdom of Thailand and Lao People’s Democratic Republic. Should there be an amendment in places that are not gist nor against national interests, Ministry of Transport shall collaborate with Ministry of Foreign Affairs and proceed without having to resubmit to the cabinet. Minister of Transport or a representative is authorized as signatory of the Agreement. This is as proposed by Ministry of Transport.
Agreement for the facilitation of Search for Aircrafts in Distress between the Kingdom of Thailand and Lao People’s Democratic Republic requires both parties to help out each other in the search and rescue missions for aircrafts in distress within the search and rescue regions (SRRs).
The cabinet approved drafting and signing of Agreement between the Kingdom of Thailand and the Republic of the Union of Myanmar on management, maintenance, and utilization of the 2nd Thai–Myanmar Friendship Bridge across the Moei/ Tong Yin River. Minister of Transport or a representative is approved as signatory of the Agreement, and is authorized to appoint the Bridge Management and Maintenance Committee (Thai side). Ministry of Foreign Affairs is to issue the Full Powers to the signatory. This is as proposed by Ministry of Transport.
Construction of the 2nd Thai–Myanmar Friendship Bridge across the Moei/ Tong Yin River is completed on January 31, 2019. Joint celebration on the success of the construction, chaired by the Thai Prime Minister and Myanmar State Counsellor, was held on March 19, 2019 in Mae Sot, Tak province.
The cabinet approved the proposal of Ministry of Social Development and Human Security to nominate Mr. Wanchai Rujanawong as the Thai representative in ASEAN Commission on the Promotion and Protection of the Rights of Women and Children (ACWC) for the 2nd term (April 7, 2019- April 7, 2022). This is from July 2, 2019 onward.
