The cabinet met on September 3, 2019 at the Government House. Some of the resolutions are as follows:
The cabinet acknowledged draft national policy and plan on national security (2019-2022) as proposed by Office of the National Security Council, and ordered for concerned agencies to take the policy and plan as guideline for implementation of related strategies and plans.
Goals and guidelines are set in 4 aspects: 1) promoting security of the nation’s main institutions and democratic system with the King as head of state, 2) protecting and keeping national benefits, 3) developing national preparedness system and national defense capacity, and 4) maintaining international and international security.
The cabinet approved the following proposals made by Ministry of Commerce:
Approved draft ASEAN Mutual Recognition Arrangement on Type Approval for Automotive Products, and ASEAN Protocol on Enhanced Dispute Settlement Mechanism
Approved for Minister of Commerce or a representative to sign the 2 aforementioned documents.
Ministry of Foreign Affairs is to issue the Full Powers to Minister of Commerce or a representative for the signing of the 2 aforementioned documents.
Ministry of Commerce is to liaise with other concerned agencies to implement according to the 2 aforementioned documents.
Ministry of Foreign Affairs is to notify the ASEAN Secretariat of Thailand’s readiness to oblige by the ASEAN Mutual Recognition Arrangement on Type Approval for Automotive Products, and ASEAN Protocol on Enhanced Dispute Settlement Mechanism, once the 2 documents are approved by the Parliament.

2) Guideline on Skilled Labor/Professional Services Development in Response to the Fourth Industrial Revolution,
3) ASEAN Declaration on Industrial Transformation to Industry 4.0,
4) Policy Guideline on Digitalization of ASEAN Micro Enterprises,
5) Amended ATIGA Operational Certification Procedure to allow for ASEAN-wide Self-Certification Scheme,
6) Amended CO From D,
7) TOR: General Review of the ASEAN Trade in Goods Agreement,
8) Programme of Cooperation between the Eurasian Economic Commission and the Association of Southeast Asian Nations for 2019 – 2020,
9) AANZFTA FJC Work Plan for the Upgrade Negotiations, and
10) Ministerial Statement on the 10th Year Anniversary of the AANZFTA.
Approved for Minister of Commerce or a representative to endorse and approve the 10 documents. Should there be an amendment in parts that are not gist nor against national interests, Ministry of Commerce is to proceed according to the cabinet resolution, dated June 30, 2015, on contract with other countries or international organizations.
The cabinet acknowledged and approved the following proposals made by Office of National Economic and Social Development Board:
Acknowledged outcome of the 12th meeting between ministers and private sector under Mekong-Japan cooperation framework
Approved Thailand’s discussion agendas and draft joint press statement of the 11th ministerial meeting under Mekong-Japan cooperation framework on economic and industrial affairs. The draft joint press statement will be adopted without signing at the 11th ministerial meeting under Mekong-Japan cooperation framework on economic and industrial affairs held in Bangkok on September 10, 2019.
Approved for Minister of Transport or a representative as head of the Thai delegation in the 11th ministerial meeting under Mekong-Japan cooperation framework on economic and industrial affairs.
The 12th meeting between ministers and private sector under Mekong-Japan cooperation framework held on August 15, 2019 in Bangkok was aimed to exchange views and opinions on implementations under the Mekong Industrial Development Vision (MIDV) (2016-2019) and on the draft 2nd phase MIDV (MIDV2.0), as well as to discuss preparation for the 11th ministerial meeting under Mekong-Japan cooperation framework on economic and industrial affairs to be held on September 10, 2019 in Bangkok, during the 51st ASEAN Economic Ministers Meeting.
The cabinet approved in principle draft Dhaka Declaration on Blue Economy. Should there be an amendment in parts that are not gist nor against national interest, Ministry of Foreign Affairs is to proceed without having to resubmit to the cabinet. Minister of Foreign Affairs or a representative is authorized to attend the 3rd IORA Blue Economy Ministerial Conference and adopt the draft Dhaka Declaration on Blue Economy. This is as proposed by Ministry of Foreign Affairs.
The 3rd IORA Blue Economy Ministerial Conference will be held in Dhaka, Bangladesh during September 4-5, 2019, under theme “Promoting Sustainable Blue Economy – Making the Best Use of Opportunities from the Indian Ocean”. The Dhaka Declaration on Blue Economy is the document to demonstrate intent of IORA member countries in seeking balances for the conservation and use of marine resources for sustainable development related to marine economy.
