The cabinet met on September 10, 2019 at the Government House. Some of the resolutions are as follows:
The cabinet approved in principle the Draft Royal Decree on Abolition of Energy Fund Administration Institute (Public Organization), B.E. ..., as proposed by Ministry of Energy, and ordered for it to be urgently scrutinized by Office of Council of State.
The draft Royal Decree stipulates abolition of the Energy Fund Administration Institute (Public Organization), according to the Royal Decree on establishment of Fuel Funds, and Office of Fuel Fund Administration (B.E. 2562). Tasks and missions of the Energy Fund Administration Institute (Public Organization) have already been transferred to the Office of Fuel Fund Administration.
The cabinet approved in principle the draft Royal Decree issued under the Revenue Code Regarding Reduction of Value-Added Tax (VAT) (No. …), B.E. … (Extension of VAT Reduction), as proposed by Ministry of Finance, and ordered for it to be urgently scrutinized by Office of Council of State.
The draft Royal Decree stipulates extension of VAT reduction for another year. VAT will remain at the rate of 7% (local taxes included) from October 1, 2019- September 30, 2020.
The cabinet approved in principle Thailand National Digital Trade Platform (NDTP) as proposed by ?Office of the Public Sector Development Commission (OPDC).
OPDC, together with Office of Mobilization of National Reform, National Strategies, and Reconciliation, and Digital Government Development Agency (Public Organization), are also ordered to laiase with the Joint Standing Committee on Commerce, Industry and Banking (Thailand) and other concerned agencies, such as Ministry of Digital Economy and Sociey, and Electronic Transactions Development Agency (ETDA), to design Thailand National Digital Trade Platform (NDTP) in line with the Digital Government Development Agency (Public Organization)’s Central Digital Platform, and Ministry of Finance’s National Single Window. The development of NDPT is aimed to standardize the country’s digital trade platform. Feasibility study will also be conducted to identify appropriate investment and business format.
The cabinet approved the Draft Joint Statement of the Twenty-Fifth Indonesia – Malaysia – Thailand Growth Triangle Ministerial Meeting. Should there be an amendment, Office of National Economic and Social Development Board is to proceed and inform the cabinet later. Minister of Transport or a representative is assigned to be the Minister for IMT-GT and to attend the meeting as head of the Thai delegation. The Twenty-Fifth Indonesia – Malaysia – Thailand Growth Triangle Ministerial Meeting will be held on September 10-13, 2019 in Krabi province.
The Draft Joint Statement of the Twenty-Fifth Indonesia – Malaysia – Thailand Growth Triangle Ministerial Meeting stipulates commendation of the past year performances, and affirmation of implementation according to the 5-year action plan (2017-2021), and cooperation development in various areas, such as physical connectivity (expressways, ports, customs checkpoints, etc.), marketing promotion for IMT-GT’s tourism sustainability, development of the Green City, etc.
The cabinet approved signing of the Draft Instrument on Extension of an ASEAN-China MOU on Quality Supervision, Inspection and Quarantine (SPS), and authorized Minister of Agriculture and Cooperatives or a representative as signatory of the draft Instrument. This is as proposed by Ministry of Agriculture and Cooperatives.
The Draft Instrument demonstrate a joint agreement between ASEAN and China to extend the ASEAN-China MOU on Quality Supervision, Inspection and Quarantine (SPS) for another 2 years from September 25, 2019- September 24, 2021. The extension will tangibly promote continuous SPS cooperation between ASEAN and China.
