The cabinet met on October 7, 2019 at the Government House. Some of the resolutions are as follows:

Title: Draft 2020 Budget Act

The cabinet approved the draft 2020 Budget Act which was scrutinized by Office of Council of State.

Gist

National budget for fiscal year 2020 has been set for not over 3,200,000,000,000 Baht (3,137,290,534,200 Baht for budget expenditure of government agencies, and 62,709,465,800 Baht will be returned to the treasury reserves.

Title: Financial assistance to disaster victims (5,000 Baht/household) according to cabinet resolution on September 24, 2019

The cabinet approved the following proposals made by Ministry of Interior: To revise the cabinet resolution on September 24, 2019, which stipulated “29 provinces, included in the announcement on disaster-stricken areas, to receive financial assistance. Budget will be allocated to the Government’s Savings Bank, and will be executed by Department of Disaster Prevention and Mitigation.” The revision made is “32 provinces, included in the announcement on disaster-stricken areas, to receive financial assistance. Budget will be allocated to the Department of Disaster Prevention and Mitigation, and financial assistance will be given to the victims’ Government’s Savings Bank account.”Approved criteria, condition, and disbursement process.Gist

Financial assistance will be provided to flood-affected victims caused by Tropical Storms Podul and Kajiki in the following 32 provinces: Amnat Charoen, Krabi, Prajinburi, Phrae, Nakhon Phanom, Chiang Mai, Roi Et, Ubon Ratchathani, Ranong, Phetchabun, Mahasarakham, Khon Kaen, Nong Bua Lamphu, Yasothorn, Kalasin, Nan, Trat, Mukdaharn, Uttaradit, Chaiyaphum, Surin, Phitsanulok, Phichit, Mae Hongson, Chumphon, Udon Thani, Sakaeo, Lampang, Loei, Sukhothai, Sisaket, and Sakon Nakhon. Financial assistance will be provide at 5,000 Baht/household.

Title: Request for approval on draft Agreed Minutes of the Eighth Meeting of the India – Thailand Joint Cooperation

The cabinet approved the draft Agreed Minutes of the Eighth Meeting of the India-Thailand Joint Cooperation, and authorized Minister of Foreign Affairs or a representative to sign the Agreed Minutes. Should there be an amendment in parts that are not gist nor against the cabinet's approval, Ministry of Foreign Affairs is to proceed, and inform the cabinet later.

Gist

The Eighth Meeting of the India-Thailand Joint Cooperation will be held on October 9-10, 2019 in New Delhi, India. The Agreed Minutes expresses Thailand and India's intent to strengthen relations in 9 areas:

1) political relations,

2) security and military cooperation,

3) economic and trade cooperation,

4) connectivity,

5) science and technology cooperation,

6) tourism, culture, education, and people-to-people cooperation,

7) consular cooperation,

8) regional and multilateral issues, and

9) others.

Title: Draft Memorandum of Understanding on Cooperation in the Field of Water Resources Management between the Office of the National Water Resources of the Kingdom of Thailand and the Ministry of Interior of Hungary

The cabinet approved draft Memorandum of Understanding on Cooperation in the Field of Water Resources Management between the Office of the National Water Resources of the Kingdom of Thailand and the Ministry of Interior of Hungary. Should there be an amendment in parts that are not gist nor against national interest, National Water Resource Office is to proceed without having to resubmit to the cabinet. Minister of Foreign Affairs or a representative is authorized to sign the MOU. This is as proposed by National Water Resource Office.

Gist

The draft MOU prescribes cooperation between Thailand and Hungary on water resource management on the basis of equality and mutual interests and under domestic laws of both countries. Cooperation includes exchange of information, technology, excellent practices, personnel and R&D. It also aims to further strengthen relations between the two countries.

Title: Final Draft of MOU on Promotion of Agricultural and Forest Products under ASEAN Framework (2019-2024)

The cabinet approved the draft MOU on Promotion of Agricultural and Forest Products under ASEAN Framework (2019-2024), and authorized Minister of Agriculture and Cooperatives or a representative to sign the document. Should there be an amendment in parts that are not gist nor against national interest, Ministry of Agriculture and Cooperatives is to proceed without having to resubmit to the cabinet. Ministry of Foreign Affairs is to issue the Full Powers to Minister of Agriculture and Cooperatives or a representative for the signing of the MOU. This is as proposed by Ministry of Agriculture and Cooperatives.

Gist

The draft MOU on Promotion of Agricultural and Forest Products under ASEAN Framework (2019-2024 will be signed during the 41st Meeting of the ASEAN Ministers on Agriculture and Forestry (AMAF) to be held during October 12-17 in Brunei Darussalam. The aim of the MOU is to increase negotiation power of ASEAN on its agricultural and forest products at the global market, and to enhance trade facilitation for market expansion, as well as develop product quality and safety. Twelve products included under the MOU are: cocao, coconuts, coffee, forest products, palm oil, nuts and beans, peppers, cassava, seaweeds & products, tea, tuna, and silkworms.
