The cabinet met on October 15, 2019 at the Government House. Some of the resolutions are as follows:
The cabinet approved in principle the draft Ministerial Regulation stipulating agricultural product standard for good agricultural practice of chicken egg farms a mandatory standard, B.E. ..., as proposed by Ministry of Agriculture and Cooperatives, and ordered the Ministry to take opinions of Office of National Economic and Social Development Board into consideration.
The draft Ministerial Regulations prescribed the agricultural product standard for good agricultural practice of chicken egg farms as a mandatory standard, which will take effect 1 year after being announced in the Royal Gazette for chicken egg farms of no less than 100,000 chickens, and 5 years after being announced in the Royal Gazette for chicken egg farms of 1,000-99,999 chickens.
The cabinet approved the proposal made by Ministry of Foreign Affairs to announce November 4-5, 2019 as special public holidays for Bangkok and Nonthaburi provinces in a bid to alleviate traffics and facilitate travel of participants of the 35th ASEAN Summit and related Summits, as well as to effectively provide security to leaders of the foreign countries. The Bank of Thailand and Ministry of Labor are to make decision on the holidays of state enterprises, financial institutions, and private sector as appropriate on a case by case basis. Heads of government agencies may also make decision to remain in operation during the 2 designated special holidays if closing would affect their services to the public.
Thailand is scheduled to host the 35th ASEAN Summit and related summits during 2-4, 2019 at Impact Convention Center, Muangthong Thani, Nonthaburi province. Over 3,000 participants are expected, including 17 leaders of ASEAN member states and dialogue partners, UN Secretary-General, and IMF Managing Director.
The cabinet approved G20 Public Health Ministers' draft Okayama Declaration, and authorized head of the Thai delegation for G20 Public Health Ministers' Meeting or a representative to adopt the Declaration. Should there be an amendment in parts that are not gist nor against the country's benefits, Ministry of Public Health is authorized to proceed without having to resubmit to the cabinet. This is as proposed by Ministry of Public Health.
The G20 Public Health Ministers' draft Okayama Declaration encourages every country to reinforce its healthcare system and achieve the universal healthcare plan. Focus will be made on R&D competitiveness enhancement to accommodate the ageing society, and international cooperation promotion on prevention and response to health related emergencies and plaques, among others.
The cabinet approved the draft Memorandum of Understanding on Economic Cooperation between Office of the Eastern Economic Corridor and Guangdong Government. Should there be an amendment in parts that are not gist nor against national interest, Office of the Eastern Economic Corridor could proceed without having to resubmit to the cabinet. OEEC Secretary General or a representative is authorized to sign the MOU.
The draft MOU is aimed to strengthen economic cooperation between the two parties in the fields of mutual interest, i.e. connectivity between EEC and Guangdong-Hongkong-Macao Greater Bay Area, S-Curve industry development, R&D and innovation, and human resources development. Deputy Prime Minister Somkid Jatusripitak is scheduled to have an official visit to Guangdong and Hong Kong SAR during October 20-25, 2019, and the MOU will be signed during the visit.
The cabinet approved the following proposals made by Ministry of Education:
1. Approved wordings and essence of the Bangkok Declaration on Advancing Partnership in Education for 2030 Agenda for Sustainable Development in ASEAN, and Regional Action Plan for the Implementation of the ASEAN Declaration on Strengthening Education for Out-of-School Children and Youth.
2. Approved for Minister of Education or a representative to adopt the aforementioned Declaration and the Regional Action Plan with other ASEAN Education Ministers.
3. Approved for Minister of Social Development and Human Security or a representative, as chair of ASEAN Socio-cultural Community, to adopt the aforementioned Declaration and the Regional Action Plan at the 22nd ASEAN Socio-cultural Community Meeting on November 2, 2019
4. Approved for the Prime Minister, or a representative to adopt the aforementioned Bangkok Declaration at the 35th ASEAN Summit. The Regional Action Plan for the Implementation of the ASEAN Declaration on Strengthening Education for Out-of-School Children and Youth will be proposed to the 35th ASEAN Summit for leaders' acknowledgement only.
The Bangkok Declaration on Advancing Partnership in Education for 2030 Agenda for Sustainable Development in ASEAN focuses on the implementation in 3 aspects:
(1) Awareness Raising on the 2030 Agenda for Sustainable Development,
(2) Promotion of Education for the 2030 Agenda for Sustainable Development, and
(3) Advancing Partnership to Achieve the 2030 Agenda for Sustainable Development.
The Regional Action Plan for the Implementation of the ASEAN Declaration on Strengthening Education for Out-of-School Children and Youth will be implemented through flexible education, and focuses on the following 3 aspects:
(1) Knowledge Management and Policy,
(2) Programme and Initiatives, and
(3) Advocacy and Stakeholder Engagement. This Action plan has been Ad-Referendum by ASEAN Senior Officials Meeting on Education on 30 July 2019.
