The cabinet met on October 22, 2019 at the Government House. Some of the resolutions are as follows:
The cabinet approved Thailand’s membership in the Asia Water Council (AWC) as proposed by National Water Resource Office.
AWC is a non-profit organization and a network of World Water Council. It is located in Daejeon, Republic of Korea. Thailand’s membership in the Asia Water Council (AWC) would enhance the country’s opportunity for gaining support in various aspects, e.g., research and innovation capacity enhancement, etc.; would increase capacity of the country’s expert on water management; demonstrate Thailand’s role in water management and policy exchange on water management; and would help expand regional network for water management of the country.

Approved the following 4 TORs for Minister of Labor to endorse without signing: 1) ASEAN Senior Labour Officials Meeting (SLOM), 2) The Senior Labour Officials Meeting Working Group on Progressive Labour Practices to Enhance the Competitiveness of ASEAN (SLOM – WG), 3) ASEAN Committee on the implementation of the ASEAN Declaration on the Protection and Promotion of the Rights of Migrant Workers (ACMW), and 4) ASEAN Occupational Safety and Health Network (ASEAN - OSHNET)
Should there be an amendment in parts that are not gist nor against the principle approved by the cabinet, Ministry of Labor is to proceed and inform the cabinet later.
Gist of the TORs ASEAN Senior Labour Officials Meeting (SLOM)- to promote socio-economic development and sustainability of the region through international and regional cooperation for labor relations and work productivity.The Senior Labour Officials Meeting Working Group on Progressive Labour Practices to Enhance the Competitiveness of ASEAN (SLOM – WG)- to support SLOM operation through adoption of labor practices on labor market competition.ASEAN Committee on the implementation of the ASEAN Declaration on the Protection and Promotion of the Rights of Migrant Workers (ACMW)- to mobilize commitments under Cebu Declaration and ASEAN Consensus through bilateral and regional cooperation on protection and promotion of migrant workers’ rights.ASEAN Occupational Safety and Health Network (ASEAN - OSHNET)- to enhance capacity of regional institute of occupational safety and health.
The cabinet approved the following proposals made by Office of Atoms for Peace through Ministry of Higher Education, Science, Research and Innovation: Approved for Office of Atoms for Peace, as Thailand’s representative in the Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO PrepCom), to host CTBTO PrepCom’s related meeting, that is, “National Data Center Capacity Building Workshop and Regional Seismic Travel Time in Combination with Data Sharing and Integration Training”, to be held in Chiang Mai during October 28- November 1, 2019.Approved Exchange of Note for the aforementioned meeting. Should there be a revision in places that are not gist of the Note, Office of Atoms for Peace is authorized to seek advice of Department of Treaties and Legal Affairs without having to resubmit to the cabinet.Approved for Secretary General of Office of Atoms for Peace to sign an acceptance letter to host the aforementioned meeting.
The cabinet approved the following proposals made by Office of The National Broadcasting and Telecommunications Commission: Approved Thailand’s position paper for attendance of the International Telecommunication Union (ITU)’s World Radiocommunication Conference (WRC-19), and assigned head of the Thai delegation or a representative to exercise judgement in making any decision based on appropriateness and national interest.Authorized head and deuputy head of the Thai delegation to discuss, vote, and sign the Final Act of ITU’s WRC-19Ministry of Foreign Affairs is assigned to issue Credentials to the head and deuputy head of the Thai delegation.
