The cabinet met on October 29, 2019 at the Government House. Some of the resolutions are as follows:
The cabinet approved the proposal made by the Cbainet Secretariat as follows:
Approved December 30, 2019 (Mon) as an additional public holiday, as a special caseHeads of government agencies may also make decision to remain in operation during the designated special holiday if closing would affect their services to the public.The Bank of Thailand and Ministry of Labor are to make decision on the holiday of state enterprises, financial institutions, and private sector as appropriate in accordance with related laws.According to the Cabinet Secretariat, an additional holiday on December 30, 2019 will make a consecutive 5-day New Year holidays which could enhance economic mobilization and promote tourism-related businesses during the period.
The cabinet approved 22 documents to be adopted and issued at the 35th ASEAN Summit and related summits. Should there be an amendment in parts that are not gist nor against national interest, Ministry of Foreign Affairs or concerned agencies are authorized to proceed without having to resubmit to the cabinet. The Prime Minister or a representative is to adopt 8 documents and issue 8 documents as chair of the 35th ASEAN Summit and related summits. Minister of Foreign Affairs or a representative is authorized to sign Instrument of Extention of the Treaty of Amity and Cooperation for Southeast Asia.
The following 22 documents will be adopted, signed, and issued during the 35th ASEAN Summit and related summits hosted by Thailand, as ASEAN chair, on November 2-4, 2019: Documents to be adopted (13 documents): (1) draft Declaration on the Protection of Children against Online Child Exploitation and Abuse in ASEAN, (2) draft ASEAN Declaration on the Rights of Children on the Move, (3) draft Joint Statement on Reaffirmation of Commitment to Advancing the Rights of the Child in ASEAN, (4) draft ASEAN Leaders’ Declaration on ASEAN Vaccine Security and Self-Reliance (ALD-AVSSR) [National Vaccine Institute (PO)], (5) draft ASEAN-China Statement on Smart City Cooperation Initiative, (6) draft ASEAN-China Joint Statement on Integration of Master Plan on ASEAN Connectivity 2025 and Belt and Road Initiative, (7) draft Excellent Practice and Non-Binding Approach for Joint Activities on Marine Environmental Protection in the South China Sea, (8) draft ASEAN Plus Three Leaders’ Statement on Connectivity Strategy Initiative, (9) draft ASEAN-U.S. Statement on Energy Cooperation, (10) draft EAS Leaders’ Statement on Combating of Spread of Illicit Drugs, (11) draft EAS Leaders’ Statement on Cooperation Against Transnational Crime, (12) draft EAS Leaders’ Statement on Sustainable Partnership, and (13) draft Joint Statement of the 22nd ASEAN-Japan Summit on Connectivity.Documents to be issued by chair of the 35th ASEAN Summit and related summits: (1) draft Statement of the 35th ASEAN Summit Chair, (2) draft Statement of the 22nd ASEAN-China Summit Chair, (3) draft Statement of the 16th ASEAN-India Summit Chair, (4) draft Statement of the 10th ASEAN-UN Summit Chair, (5) draft Statement of the 22nd ASEAN Plus Three Summit Chair, (6) draft Statement of the 7th ASEAN-U.S. Summit Chair, (7) draft Statement of the 14th East Asian Summit Chair, and (8) draft Statement of the 22nd ASEAN-Japan Summit Chair.Document to be signed by Minister of Foreign Affairs: Instrument of Extention of the Treaty of Amity and Cooperation for Southeast Asia.
The cabinet approved the Declaration on Forest Cooperation for Peace and Prosperity, and assigned Minister of Natural Resource and Environment or a representative to adopt the Declaration. Should there be an amendment in parts that are not gist nor against national interest, Ministry of Natural Resource and Environment may proceed without having to resubmit to the cabinet.
The Declaration on Forest Cooperation for Peace and Prosperity is aimed to emphasize mutual commitment between ASEAN and Republic of Korea on forest cooperation. The draft Declaration will be adopted at the ASEAN – Republic of Korea (ROK) High – Level Meeting on Forestry 2019, held in Seoul, Republic of Korea on October 31, 2019.
The cabinet approved the draft Joint Press Communique between the Government of the Kingdom of Thailand and the Government of People’s Republic of China on occasion of Chinese Prime Minister’s official visit to Thailand, and approved for the Prime Minister to jointly adopt the press communique with the Prime Minister of China without signing. This is as proposed by Ministry of Foreign Affairs.
The Joint Press Communique is aimed to set a direction for promotion of comprehensive relations between Thailand and China on 1) overall relations, 2) economy, trade and investment, and tourism, 3) science, technology and innovation, 4) education, culture, and people-to-people relations, 5) political and security affairs, and 6) regional and international cooperation.
