The cabinet met on November 19, 2019 at the Government House. Some of the resolutions are as follows:

Title: Request for special privilege to veterans on reduction of electricity fee

The cabinet approved the proposal made by Ministry of Defense on special privilege given to veterans regarding reduction of electricity fee. Those who are eligible for the privilege are:

1. Veterans who were sent to join the United Nations troop for the War in the Republic of Korea and families

2. Veterans who were bestowed with the Victory Medal for being deployed in different wars and families

3. Veterans who were bestowed with the Bravery Medal and families

4. Veterans who were bestowed with Freeman Safeguarding Medal (Class 1) and families

5. Veterans who have veteran identity card (Class 2)

6. Veterans who have veteran identity card (Class 1) and families

Altogether 27,307 people will receive the privilege. Reduction of electricity fee has been approved at 50 Baht/unit/month, an increase of 5 Baht from the earlier approvals, which was at 45 Baht/unit/month.

Title: Draft MOU between The Ministry of Higher Education, Science, Research and Innovation of the Kingdom of Thailand and The Ministry of Science and ICT of the Republic of Korea on Cooperation in Science, Technology and Innovation

The cabinet approved the draft MOU between The Ministry of Higher Education, Science, Research and Innovation of the Kingdom of Thailand and The Ministry of Science and ICT of the Republic of Korea on Cooperation in Science, Technology and Innovation, and authorized Minister of Higher Education, Science, Research and Innovation or a representative as signatory of the MOU. Should there be an amendment in parts that are not gist, Ministry of Higher Education, Science, Research and Innovation is to seek advice of Department of Treaties and Legal Affairs before proceeding with the amendment without having to resubmit to the cabinet. Ministry of Foreign Affairs is to issue the Full Powers to the signatory of the MOU. This is as proposed by Ministry of Higher Education, Science, Research and Innovation.

Gist

Thailand and Republic of Korea has earlier signed an MOU for Cooperation on Science, Tecnology and Innovation in 2016. However, with the internal restructuring of government agencies in both countries, it has been agreed on the review of the MOU on that aspect, while most of the content and gist has not been changed.

the draft MOU between The Ministry of Higher Education, Science, Research and Innovation of the Kingdom of Thailand and The Ministry of Science and ICT of the Republic of Korea on Cooperation in Science, Technology and Innovation will be signed during the ASEAN-ROK Commemorative Summit to be held in Busan, Republic of Korea on November 25-26, 2019.

Title: Request for approval on discussion framework of the 26th Mekong River Commission Council Meeting

The cabinet approved the discussion framework of the 26th Mekong River Commission Council Meeting, and authorized the Thai delegation to discuss with member countries of the Mekong River Commission accordingly. This is as proposed by Office of National Water Resource.

Gist

The discussion framework of the 26th Mekong River Commission Council Meeting includes the following key issues:

1) the Action Plan for 2020-2021;

2) Drought Management Strategy (2020-2025); 3) Implementation according to the Regulation on Advanced Notification and Advices, and Agreement regarding Luang Prabang Hydropower Project; and 4) other issues.

The 26th Mekong River Commission Council Meeting will take place on November 25-27, 2019.

Title: Request for approval on draft Joint Statement of the 10th ASEAN Ministerial Meeting on Social Welfare and Development and the draft Joint Statement of 6th ASEAN Plus Three Ministerial Meeting on Social Welfare and Development

The cabinet approved in principle the draft Joint Statement of the 10th ASEAN Ministerial Meeting on Social Welfare and Development and the draft Joint Statement of 6th ASEAN Plus Three Ministerial Meeting on Social Welfare and Development. Should there be an amendment in parts that are not gist nor against national interest, Ministry of Social Development and Human Security is authorized to proceed without having to resubmit to the cabinet. Minister of Social Development and Human Security or a representative, as head of the Thai delegation, is authorized to endorse the aforementioned two joint statements. This is as proposed by Ministry of Social Development and Human Security

Gist

The draft Joint Statement of the 10th ASEAN Ministerial Meeting on Social Welfare and Development stipulates:

1) social welfare development to achieve ASEAN Community Vision 2025 and SDGs;

2) promotion of dynamic social welfare and development;

3) integrative rights of people with disabilities; and

4) promotion and protection of women and children’s rights.

The draft Joint Statement of 6th ASEAN Plus Three Ministerial Meeting on Social Welfare and Development stipulates:

1) promotion of social welfare and development to achieve ASEAN Community Vision 2025 and SDGs; and

2) cooperation of ASEAN member states Plus Three on the issue of social welfare and development.

The 10th ASEAN Ministerial Meeting on Social Welfare and Development and the 6th ASEAN Plus Three Ministerial Meeting on Social Welfare and Development will respectively be held on November 21 and 22, 2019.

Title: Request for approval on draft outcome documents of 3rd ASEAN-ROK Commemorative Summit

The cabinet approved 2 outcome documents of the 3rd ASEAN-ROK Commemorative Summit, namely, 1) draft Joint Vision Statement of ASEAN-ROK for Peace, Prosperity, and Partnership; and 2) draft Statement of Co-chairman of the 3rd ASEAN-ROK Commemorative Summit. Should there be an amendment in parts that are not gist nor against national interest, Ministry of Foreign Affairs is authorized to proceed without having to resubmit to the cabinet. The Prime Minister or a representative, as head of the Thai delegation, is authorized to endorse the aforementioned two outcome docments. This is as proposed by Ministry of Foreign Affairs.

Gist

The draft Joint Vision Statement of ASEAN-ROK for Peace, Prosperity, and Partnership stipulates review of relations between ASEAN and the Republic of Korea during the past 30 years and the joint vision for the next 30 years regarding:

1) future development of strategic partnership;

2) promotion of regional peace;

3) promotion of economic partnership;

4) connectivity;

5) sustainability and environmental cooperation; and

6) socio-cultural partnership.
